An Appeal Decision involving Galliford Try Investments (GTI) against the decision of Milton Keynes Council with the view to demolish a vacant 2-storey building (Class E) and the erection of a 33-storey building comprising commercial floor space (Class E) on the ground floor and mezzanine level with residential units on upper floors comprising up to 302 dwellings and associated works, at Jaipur and Orchard Lounge, 599 Grafton Gate, Milton Keynes. Decision of the Court of Appeal in R (oaf Substation Action Save East Suffolk Ltd) v Secretary & State for Energy Security & Net Zero & others [2024] EWCA Civ 12 dismissing an appeal against the decision of the Lang J who had refused a claim for judicial review of two decisions by the first respondent to make development consent orders under section 114 of the Planning Act 2008 for two nationally significant infrastructure projects for onshore and offshore windfarms. The first ground of challenge relates to flood risk and the application of the sequential test, the second, to the decision on the cumulative impacts. Decision of the High Court, Holgate J dated 17 January 2024 in R (oao Aysen Dennis) v London Borough of Southwark & Notting Hill Genesis [2023] EWHC 3210 (Admin) who granted an application for judicial review quashing the Council's decision under section 96A to make a non-material amendment to an outline planning permission for the phased redevelopment & regeneration of the Aylesbury Estate on the grounds that the introduction of “severable” was material. Decision of a Planning Inspector dated 17th January 2024 to dismiss an appeal by Templeview Developments Ltd against the refusal of Milton Keynes Council to grant full planning permission for the change of use of agricultural land to a linear park, new access road and stopping up and outline planning permission for 277 C2 extra care apartments, a 70 bed care home, 41 retirement bungalows & up to 196 C3 homes. Issues around effect on neighbouring properties including the agent of change principle, history, and living conditions of future residents.

The mother of murdered toddler Star Hobson has had her sentence for causing or allowing her daughter's death increased to 12 years. Rising utilities charges have been hitting the headlines for a number of months, and with the energy bills price cap set to rise from £1,277 to over £2,000 in April we look at how landlords – and their tenants – will be affected. Presenters NRLA Chief Executive Ben Beadle (@BeadleBen) and Richard Blanco (@richardblanco_) talk to landlord Elahe Taylor, who offers rentals with and without bundled bills about how she is planning to manage the impact of increased charges. They also welcome Susan Aktemel, of ethical lettings agency Homes for Good, to find out how tenants are coping with rising bills and what support Government could offer to help them. Elsewhere Catherine Behdad of the NRLA advice team talks about the hot topics on the phonelines throughout the month, including issues with gas and electricity bills. Guest Biographies Elahe Taylor Elahe began her rental business in South Manchester nearly 25 years ago, investing in two-bedroomed terraced houses to be let to families. After moving to the south-east she invested in licenced HMOs for students from the University of Hertfordshire. She is part of an accreditation scheme for landlords, called “PAL” (Partnership Accreditation for Landlords) established by Welwyn Hatfield Borough Council and the university and holds Gold status. Susan Aktemel Dr Susan Aktemel is Executive Director of Homes for Good Social Business Group. Susan started her career in adult education. In 1991 she committed to using her skills to help people improve their lives. From 1994-2012 she created and grew Impact Arts, now a leading, dynamic Scottish charity. Susan then combined her property experience with her commitment to improving people's lives to create Scotland's first social enterprise letting agency, with the aim of changing the private rented sector for people who need homes most. Since 2014 she has raised over £17 million in social investment for Homes for Good, a whole of market letting agency, with particular interest in supporting people on low incomes. Lucy Tucker Lucy is private sector housing manager at Milton Keynes Council and has been instrumental in sitting up the training partnership between the local authority and the NRLA. Leah Musana Leah, from Milton Keynes, has been a professional landlord since 2015 and became accredited with the NRLA shortly thereafter. Her portfolio has grown to include standard buy-to-let properties, HMOs and a short-term accommodation business specialising in the corporate sector, which includes insurance companies and relocation agents. She is passionate about raising the standard of accommodation in the private rental sector and her mission is to provide warm, safe and comfortable homes.

In 2012, Micheal co-founded CandleSpark, which delivered peer support sessions and workshops around self-harm to local agencies including Milton Keynes' Police Community Support Officers. Stepping Stones: Building School Capacity to Resist Radicalisation is a primary school workshop co-created with the Milton Keynes Council's Ethnic Minority Achievement team. The core of the workshop is a clearly defined 8-stage emotional process of radicalisation. Stepping Stones has been successfully delivered to local primary schools and is now reaching for a wider audience. December 2018 In this second of our two episodes this month we bring you two more interviews from our Oral History Archive. Our Oral History Officer Jonathan Byrne and his team have collected over 450 interviews in the last 7 years with our Veterans’. Now with the support of Milton Keynes Council the project is being extended to include local people with connections to the wartime Bletchley Park. Judith Wainer couldn’t have been a closer neighbour to Station X as she lived on Wilton Avenue. Her family had senior GC&CS staff billeted on them but she never got to see what was inside the fence that was literally at the end of her road. In this interview she is joined by her childhood friend Jean Cheshire who grew up with her family during WW2 living in Cottage 2 within that very fence, as her father Robert was Chief Groundsman, Quartermaster, driver and Head of the Refreshment Hut. Jimmy Thirsk joined the Intelligence Corps in April 1942, first serving at Beaumanor before coming to the Home of The Codebreakers later that year. Even at the age of 100, when this interview was recorded, his detailed recall of the vitally important Traffic Analysis work he did in the SIXTA Group is astonishing. December 2018 In the first of two episodes this month we bring you three interviews of Veterans and local people from our Oral History Archive. Our Oral History Officer Jonathan Byrne and his team have collected over 450 interviews in the last 7 years. He tells us about a new project, being run with the support of Milton Keynes Council, to extend our archive to include local people with connections to the wartime Bletchley Park. At the outbreak of World War 2 Val Pinker was a teenager living in Wolverton Park House. She recalls her mother’s horror at the thought of having evacuees and instead had 4 members of staff from GC&CS billeted on her for the rest of the war. Gwendoline Herbert was not only a local but after an interview with her headmistress, started work as a civilian in the Transport Section at the home of the code breakers. Betty Lawrie’s memories of her time working for The Foreign Office at Bletchley Park are as clear as day, including her part in getting a grandmother of a future Royal pickled. In August, Milton Keynes Council's taxi licensing department was mired in controversy when it was revealed that taxi driver Nadeem Ahmed Kiani had been working in the city for three years - despite having convictions for rape and serious sexual assault. An internal investigation is still taking place into how such an error was allowed to happen, while two councillors who sat on the committee that granted Mr Kiani his licence, Gladstone McKenzie and Stuart Burke, have resigned from that committee. Subhan Shafiq, who vouched for Mr Kiani's character, also resigned from his role as Mayor of Milton Keynes. This week, I uncovered an audit report from January 2013 which rated the taxi licensing department as 'weak' and revealed 81 CRB checks were overdue. Last night, Milton Keynes Council's health select committee voted through a motion saying it is 'improper' for former Mayor Subhan Shafiq to serve on the committee. Councillor Shafiq, who was forced to resign as Mayor of Milton Keynes after he was found to have vouched for a taxi driver (Nadeem Kiani) with four convictions for serious sexual assaults, was co-opted onto the committee last month. But committee chairman, Alice Bramall, tabled an urgent motion calling for that decision to be re-considered. It was passed by three votes to one.
