Minister for Climate, Energy and the Environment Darragh O'Brien announced the successful projects that have been awarded funding under Phase 2 of the Community Climate Action Programme, alongside an additional €2.6 million in funding to support further high-quality projects from Local Authority reserve lists. The announcement forms part of the Government's continued investment in community-led climate action through the Climate Action Fund (CAF), with almost €27 million (over €26.9 million) being made available to Local Authorities – to support communities building low-carbon, sustainable futures. Irish Community Climate Projects The newly announced and additional €2.6 million allocation will enable additional large projects, identified by Local Authorities through reserve lists, to proceed in the coming months. Successful projects under this additional funding stream will be communicated to local authorities today. Announcing the funding, Minister O'Brien said: "Communities across Ireland are leading the way in climate action, delivering practical projects that reduce emissions, strengthen local resilience and improve quality of life. I am delighted to announce the successful projects under this latest phase of the Community Climate Action Programme, and to provide a further €2.6 million to ensure even more of these ambitious community projects can move forward. "This programme empowers communities to take meaningful local action on climate change, while also contributing to our national climate and energy goals. The scale of interest and quality of applications received demonstrates the commitment of communities nationwide to building a cleaner, more sustainable future." Community climate action – 'learning by doing': The Community Climate Action Programme supports projects and initiatives that facilitate community climate action through education, capacity building and 'learning by doing'. Projects funded under Phase 1 of the programme: Phase 1 of the programme has already supported approximately 650 community climate action projects nationwide. Projects funded under the programme have delivered a wide range of benefits for communities, including reduced energy costs, enhanced biodiversity, wildlife restoration, improved local amenities and stronger community engagement. Ambition for Phase 2: Phase 2 of the programme sees Local Authorities continue to partner directly with community groups to deliver projects that contribute to Ireland's climate and energy targets, while supporting communities to scale up local climate action initiatives. Projects supported under the programme address five key themes: Community energy. Travel. Food and waste. Shopping and recycling. Local climate and environmental action. The programme is administered through the network of Community Climate Action Officers (CCAOs) in Local Authorities, who provide guidance, support and practical assistance to communities – seeking to become lower-carbon and more sustainable. Minister for Climate, Energy and the Environment Darragh O'Brien announced a range of new and expanded measures under the New Residential Retrofitting Plan. These new measures included: new windows and doors grants. increased fixed grant levels for attic and cavity wall insultation with values set at up to 80% of median cost; and at up to 100% of median cost for those on qualifying welfare payments and for First Time Buyers (subject to scheme conditions). a greater focus on supports for undertaking retrofit measures on an incremental basis. increased heat pump grants to €12,500. improved grants to support Local Authorities and Approved Housing Bodies. new pilots focused on improving options for heat pump technology, including support for High Temperature Heat Pumps. providing support for older people accessing home energy retrofits under the Healthy Age Friendly Homes initiative. Energy poverty Minister O'Brien is delighted to announce that the Terms and Conditions in relation to the increased Approved Housing Bodies grant rates have now been finalised. These are now available to view on the SEAI's website: www.seai.ie/sites/default/files/publications/CEG-Application-Guidelines.pdf. Minister O'Brien commented: "I am delighted to announce the new grant rates for Approved Housing Bodies and households at risk of energy poverty participating in Community upgrade projects. In the Programme for Government we committed to take decisive action to provide warmer, more comfortable homes – as part of our drive to support energy affordability, security, and sustainability. "In the first quarter of the year, the Sustainable Energy Authority of Ireland (SEAI) data shows a very positive upward trend with clear evidence of growth in both demand and output. The retrofit sector is mobilising and responding to the growing interest in energy upgrades underpinned by SEAI grant support. Applications to SEAI for individual home energy upgrades are up 186% on Q1 2025, and overall applications are up 96%. "The National Energy Affordability Taskforce, will identify, assess and implement measures to enhance energy affordability for households. This work includes examining how to support increased uptake of home energy efficiency upgrades and continued development of the SEAI retrofit schemes in line with commitments in the Programme for Government." CEO of the SEAI William Walsh said: "These increased grants to Approved Housing Bodies and private, energy poor homes taking part in our community grant scheme, will make a big difference to those that need it most, giving them more control and security over their energy costs. This is how we reduce bills in the long-term — by breaking the link between the costs of running a household and volatile international fossil fuel markets. At SEAI we are here to help, no matter what stage a person is at. I really welcome the Minister's announcement today, which further adds to what is already available to help our most vulnerable." The new grant rates being made available today will support Approved Housing Bodies to upgrade some of their worst performing homes and switch to heat pumps. It will also support the upgrade of more multi-unit developments in Approved Housing Body ownership. New National Residential Retrofit Plan The new National Residential Retrofit Plan (2026) was launched in January. It phased in a range new, more affordable measures. Applications to SEAI so far in 2026 (year-on-year) have doubled. Over 29,000 applications were processed between January and March. These applications included: 7,000 have already applied for windows and doors grants. Grant go to €4,000 for windows; up to €1,600 for doors. Over 1,700 applications are in for attic insulation (up 80% year on year). Grants go up to €2,500. Over 1,000 applications came in for cavity wall insulation (up 60% year-on-year). Grants go up to €8,000 for wall insulation, including internal, external and cavity. Over 350 applications came in for ...
People across the county are being encouraged to have their say on the proposal to install CCTV in an attempt to curb illegal dumping. The Local Authority's waste enforcement team is carrying out a public consultation until June 1st on the use of cameras in blackspots in Tulla and Kilrush. The system would initially be in place for eight weeks before a review period would determine it's continued use. Maghera Fianna Fáil Councillor, Pat Hayes, says it's been a 'torturous process' to get the relevant legislation enacted.

Metro mayors are the poster boys for devolution, but councils have a vital but often unappreciated role in combined authorities – soon to be renamed strategic authorities. With the government planning to ‘complete the map' of devolution in England and reform how strategic authorities operate, this episode of the Local Authority podcast examines the relationship between strategic authorities and their constituent councils. Longford County Council has launched MyCoCo, a new secure online payments platform that allows Local Authority housing tenants to pay rent online, providing a faster and more convenient way to access payment services. The MyCoCo platform enables Local Authority housing tenants to make payments at a time and place that suits them and supports greater access to digital council services across the county. This is an additional method for Local Authority housing tenants to make rental payments. Tenants continue to have the facility to make payments through the household budget, by standing order, by telephone, to the Rent Collector or in person at the Cash Desk. The online service has been carefully developed and tested in collaboration with Council staff across Housing, Finance and Information Systems, with strong governance and data protection measures in place. Cathaoirleach of Longford County Council, Cllr Garry Murtagh said, "The launch of the MyCoCo online payments system is another positive step in making local authority services more accessible for the people of Longford. By offering a secure and convenient way to pay housing rents online, the Council is responding to how people want to interact with services today, while continuing to support those who prefer traditional payment methods." Chief Executive of Longford County Council, Paddy Mahon, said, "MyCoCo is about improving the customer experience while ensuring strong financial controls and data protection standards. This platform provides a modern, secure and reliable way for Local Authority housing tenants to pay rent online and supports a more efficient service delivery across the organisation." The introduction of MyCoCo forms part of Longford County Council's ongoing programme to digitise services, increase digital inclusion and provide greater choice in how customers engage with the Council. While the platform is currently being rolled out to Local Authority housing tenants, it is planned to extend MyCoCo to other customer groups, including rate payers, in the future. Customers will continue to be supported through a phased rollout of the platform, with clear guidance and assistance available to those using the service for the first time. It's feared Clare could suffer "huge reputational damage" and be faced with heavy fines if it fails to meet its climate targets. This week's meeting of Clare County Council's Physical Development Strategic Policy Committee has heard that the local authority is required to reduce its carbon emissions by 51% before 2030 along with all other public sector organisations. A presentation delivered by Senior Executive Engineer in the council's Climate Action, Environment and Water Services Department, Conor McDonagh, revealed that electricity accounts for 50% of the council's energy usage. Transport is responsible for 32% while 18% is down to thermal energy. Minister for Climate, Energy and the Environment Darragh O'Brien has announced significant new funding of almost €35 million to further support local authorities as they continue to drive forward climate action in our communities. This funding underpins the continued commitment of Government to local climate action and recognises the key role of local authorities in supporting communities as we transition to a climate neutral economy. €35 million for climate action in communities €30 million START Scheme to support local climate action As part of the European Union's Just Transition Fund (EU JTF) programme, which is co-funded by the Government of Ireland and the EU, €30 million is being provided to local authorities in the Midlands EU Just Transition Territory to support their local climate action. The new scheme, Supporting a Sustainable Transition through Climate Action for a Resilient Territory (START) will support Local Authority-led Climate Action Plan infrastructure projects and feasibility studies that align with the EU JTF programme. The types of projects that local authorities can submit for consideration under this closed call include but are not limited to: Renewable energy solutions, enhancing community engagement, promoting sustainability; Enhancing energy efficiency of public and community buildings; Active travel and sustainable transport; Transforming former landfill sites into tourism/recreational spaces, developing community/heritage spaces, enhancing public amenities. Additional €4.9 million for Local Authority Climate Action: A further €4.9 million is also being made to support Local Authority climate action across Ireland. This will break down as follows: The three Irish cities in the EU Climate Neutral and Smart Cities Mission – Cork, Dublin and Galway – will be able to access funding of €2 million next year. This will help the cities to deliver projects which move them to becoming climate neutral by 2030. A new fund of €1.5 million will be set up to assist local authorities with their Decarbonising Zones (DZs). DZs are spatial areas which have been selected by local authorities as the focus for climate mitigation, adaptation and biodiversity projects. There is a new €2.5 million European Regional Development Fund scheme for local authorities in the northern and western region. It offers funding for local projects in Decarbonising Zones on adaptation or the protection of biodiversity and green infrastructure. The Department is committing €1 million in funding. Climate Action Regional Offices (CAROs) will receive €2.4 million in 2026 – an increase of €400,000. The offices support local authorities to deliver climate action, helping them develop local climate plans and sharing best practice across the regions. These announcements follow a funding commitment at the end of 2025 of €26.9m to fund community climate action projects and a Community Climate Action Officer in each Local Authority to 2027. Commenting on the funding, Minister O'Brien said: "Our local authorities are the leaders in making sustainability at a community level a reality. Through the Community Climate Action Programme, hundreds of projects across communities have been and will be funded with the support of over €50 million from the Climate Action Fund from 2023 to 2027. I'm delighted now to announce, in addition, the launch of a new €30 million Just Transition scheme investing further in the Midlands, and to increased climate funding for local authorities in 2026 of almost €5 million. This funding demonstrates our commitment to local authorities and communities, supporting them to deliver the meaningful, place-based climate action required for their specific needs." Last month, former Democrat Speaker of the House Nancy Pelosi suggested that local and state authorities in California, a sanctuary state, could arrest federal agents for enforcing federal immigration law, saying that while “the president may enjoy absolute immunity courtesy of his rogue Supreme Court, those who operate under his orders do not.” The former speaker, as well as other mayors and governors who see fit to nullify federal law, should take a moment and reread the supremacy clause of the U.S. Constitution, which “details that local state authorities are subject to treaties and the laws that the federal government makes. And, therefore, pursuant to those laws, they are subordinate,” argues Victor Davis Hanson on today's edition of “Victor Davis Hanson: In a Few Words.” “We know in 1961-63, we had another attempt to nullify the supremacy clause. Southern governors in Mississippi and Arkansas and Alabama said, 'Federal law does not apply here. The Supreme Court ruling does not apply here. In our opinion, we can run our schools the way local people want. And we're gonna resist you.' The Eisenhower, and then later the Kennedy administration, said, 'No, you're not. We have the federal government's military, and we can federalize and hold you in contempt and arrest you because of the supremacy clause.'"
Local authorities have improved their environmental performance by 20% over the past three years, with close to four-fifths of the National Enforcement Priority meeting the required standard in 2024. That is according to the Environmental Protection Agency (EPA), which has published its Local Authority Environmental Enforcement Performance Report 2024. The disappointing news from a Clare perspective, however, is that Clare County Council was ranked among the worst performing local authorities in the country when it comes to enforcing environmental protection legislation. The EPA's report shows this county's local authority met the required standard in respect of just 11 of the 19 National Enforcement Priorities last year. Minister James Brown, who has defined it as “unacceptable in a housing crisis”, has brought a memo to Government on Compulsory Purchase Orders at local Council level. Minister Brown's declaration of war on dereliction follows a warning to Local Authorities from Junior Housing Minister John Cummins that “inconsistency” in tackling vacancy and dereliction is “undermining national efforts”, as he accused some councils of being “too slow to take decisive action”. Today on Sauna Talk, we welcome a very special guest. Dr. Hans Hägglund. Who is Dr. Hans Hägglund? Hans Hägglund MD, PhD, is a medical doctor and professor at Uppsala University, in Northern Sweden. Professor Hägglund has a strong research back ground in clinical research within medicine. He graduated from Karolinska institute, Sweden and did his post doc at Fred Hutchinson Cancer Research Center in Seattle, USA. Between 2013 and 2018 he served as the director of the Cancer Center at Uppsala University Hospital. Professor Hägglund also had the position as the national cancer coordinator at The Swedish Association of Local Authorities and Regions (SALAR) between 2019-2022. He currently holds a position as a senior consultant at Karolinska University Hospital in Stockholm, which is where we catch up with him for this episode of Sauna Talk.
