Il s'en est expliqué lors d'une cérémonie de signature du texte : « si vous voulez respecter l'État de droit, vous devez commencer avec celui qui a écrit la loi en premier, Moïse » - des propos cités par le Washington Post. Le texte devra être affiché, précise USA Today, des salles de classe de maternelle aux amphithéâtres universitaires à partir de l'an prochain. La photo qui accompagne l'article représente le gouverneur à un pupitre, bras écartés et mains ouvertes, comme s'il était en train de prêcher. La majorité républicaine de Louisiane, écrit le Wall Street Journal, avait déjà fait passer l'an dernier une loi obligeant à afficher la devise « In god we trust », nous croyons en Dieu, dans toutes les classes.La Louisiane est le premier État à imposer l'affichage des « Dix Commandements », et sa décision, écrit le New York Times, « relance le débat sur le degré de porosité entre l'Église et l'État ». Il est détenu depuis 30 ans dans le quartier des condamnés à mort en Alabama. Une injustice, affirme son avocate Kacey Keeton qui ne cesse de clamer l'innocence de son client.Margaux Ratayzyk a rencontré Kacey Keeto, qui affirme que les premiers à avoir été informés de son handicap, pourtant diagnostiqué lorsqu'il avait onze ans, ne sont revenus sur son cas que plusieurs années après le début de la procédure.Elle estime que le cas Rocky Myers regroupe un grand nombre de problèmes que l'on retrouve aux États-Unis dans le système d'application de la peine de mort, mais aussi dans le système de justice pénale. « Parce qu'il était pauvre et qu'il n'avait pas les moyens de s'offrir les services d'un avocat », explique Kacey Keeto, « Rocky Myers s'en est vu désigner deux par l'État : l'un n'avait pas de réelle expérience en matière pénale, le second entretient des liens avec des groupes suprémacistes blancs ». Et ce dernier avocat « a tout fait au cours du procès pour créer un désaccord entre Rocky Myers et le jury, qui était majoritairement blanc ».L'exécution de Rocky Myers a été programmée une première fois en 2004, puis repoussée à 2015 à force de procédures d'appels et de lenteur administrative.
