The House fails to pass the ROTOR Act, and the competing ALERT Act is introduced. The military is shooting down drones with a laser, combat action in the Middle East is disrupting commercial flights, former President Biden flies commercial, Breeze Airways continues to expand, and United adds a new passenger requirement to its Contract of Carriage. Plus, more feedback on the Lockheed Constellation, and the passion for flying. Aviation News U.S. House rejects aviation safety bill after Pentagon abruptly withdraws support When we talked about the ROTOR Act last week, we explained that the Senate unanimously passed the bill requiring ADS-B In and that a House vote was scheduled. Before the House vote, the Pentagon withdrew its support, saying that the bill could create “unresolved budgetary burdens and operational security risks.” The bill failed to meet the required two-thirds majority: 264 in favor and 133 opposed, with more than 130 Republicans voting against it. Rep. Mike Rogers, R-Ala., the chairman of the House Armed Services Committee, said, “This bill will undermine our national security. Requiring our fighters and bombers and highly classified assets to regularly broadcast their location puts our men and women in uniform at risk.” Rep. Sam Graves, R-Mo., the chairman of the House Transportation & Infrastructure Committee, called the ROTOR Act an “unworkable government mandate” that would be “burdensome” to some pilots. ALERT Act Aviation Safety Bill Introduced in U.S. House . Graves and Rogers put their support behind their own bipartisan bill, known as the ALERT Act, or Airspace Location and Enhanced Risk Transparency Act. It is broader, more process‑driven, and relies more on future FAA rulemaking. The ROTOR Act uses mandates and concentrates on collision‑avoidance and traffic‑awareness, especially mandatory ADS‑B In equipage for aircraft operating near airports, plus related airspace reviews and military‑civil coordination.​ The ALERT Act uses rulemaking to implement essentially all ~50 NTSB recommendations from the DCA midair, including tech, ATC staffing/training, helicopter routes, DCA‑specific procedures, and FAA safety culture reforms. Military Laser Downs CBP Drone, Tiny TFR Established When Federal Agencies Start Shooting at Each Other's Drones, We Have a Real Airspace Problem The Defence Department has a laser weapon that can shoot down drones. Recently, a TFR closed the airspace in El Paso due to a drone downing. Now, Congress has been briefed that along the Mexican border at Fort Hancock, Texas, a Defense Department laser weapon shot down a Customs and Border Protection drone. In response, the FAA issued a TFR for that area. In a statement, three lawmakers said, “Our heads are exploding over the news that DoD reportedly shot down a Customs and Border Protection drone using a high-risk counter-unmanned aircraft system.” Also, “We said MONTHS ago that the White House's decision to sidestep a bipartisan, tri-committee bill to appropriately train C-UAS operators and address the lack of coordination between the Pentagon, DHS and the FAA was a short-sighted idea. Now, we're seeing the result of its incompetence.” Hundreds of thousands of travelers stranded by flight disruptions after attack on Iran Military combat in Iran and the surrounding region has forced the diversion and cancellation of flights. Airspace was closed by Israel, Qatar, Syria, Iran, Iraq, Kuwait, and Bahrain. The United Arab Emirates announced a “temporary and partial closure” of its airspace. Reportedly, hundreds of thousands of travelers were impacted and either stranded or diverted to other airports. Important hub airports in Dubai, Abu Dhabi, and Doha were closed. Emirates, Qatar Airways, and Etihad typically move about 90,000 passengers per day through those hubs. Three US Fighter Jets Accidentally Shot Down by Kuwaiti Air Defenses On 1 March 2026, three USAF F‑15E Strike Eagles were shot down over Kuwait by Kuwaiti air-defense systems during combat operations against Iran. U.S. Central Command described it as an apparent friendly‑fire incident; all six crew members ejected and were recovered. Biden flies commercial from DCA and winds up stuck in delays like everyone else Imagine getting settled into your seat on a commuter flight from DCA to Columbia, South Carolina, and realizing that your seatmate is a former President of the United States. Breeze adding new nonstop options from Portland, Maine Breeze Airways is adding new, summer seasonal nonstop flights from the Portland International Jetport to Akron/Canton and Cincinnati. Breeze is also adding new Breeze Thru service options, providing same plane, one-stop flights to Savannah, Georgia, and Myrtle Beach, South Carolina. The Breeze Thru service to Savannah starts July 1, 2026, with the service to Myrtle Beach on July 2, 2026. BreezeThru flights include a quick stop at an airport along the way to your destination. Just hang out. There’s no need to change planes or recheck bags. Your reservation will have a single confirmation number for both segments. United Threatens To Kick Off Passengers Who Don't Use Headphones United Airlines has added a new passenger requirement to Rule 21 Refusal of Transport in its Contract of Carriage. Item 22 reads, “Passengers who fail to use headphones while listening to audio or video content.” Under the Contract of Carriage, “UA shall have the right to refuse transport on a permanent or temporary basis or shall have the right to remove from the aircraft at any point, any Passenger…” for the stated reasons. Three generations were present. With him, were his two daughters and their families. Harvey’s wife was not with them. Unfortunately, she had passed away.They were at his eldest daughter’s house in Richmond, Virginia. Meadow was a divorced woman with a single child. Her daughter, Wendy, was twenty and a sophomore at Randolph-Macon College.Sitting across from them was his other daughter, Breeze, and her family: her husband, Bill and their son, Arlo.The group had enjoyed a good meal.Harvey Fielding said, “I stand here a proud and happy man. These get-togethers are too short and too infrequent.”His family murmured their agreement.He continued, “Congratulations Meadow, on being recognized by the National Association of Women Lawyers for the mentoring program you run for high school girls.”Everyone raised their glass and congratulated her. Then Harvey said, “Congratulations to Arlo for his scholarship to my favorite school, Randolph-Macon College. If I say so myself, it is an excellent institution of higher learning. I am pleased that you’re planning to major in Philosophy and Ethics.”Breeze laughed and said good-naturedly, “Father, it looks like you won. Arlo has your temperament. I tried to develop his artist side, but he has none.”“Wendy caught that bug,” Meadow said with a laugh. “Maybe you and I should trade kids.”Breeze was a talented artist. She inherited that skill from her mother. Like her mother, Breeze could draw, paint and sculpt. She and Bill earned their living selling the art they produced.Harvey dramatically lowered his voice and said, “Arlo, happy as I am that you’ll be joining your cousin Wendy at R-MC, unfortunately, I have to report that the quality of the teaching staff there has diminished significantly recently.”He was kidding and everyone knew it. They all laughed. He had retired from the college last year after thirty years of teaching philosophy and ethics.He waited for the laughter to die and then said, “And lastly, let us say bon voyage to our travelers. Breeze and Bill are off tomorrow for a well-deserved, ten-day vacation to St. Bart’s. While they are having fun in the sun, the rest of us will be suffering through a cold and dreary Virginia February.”Breeze said, “I’ll send you all photos from the warm and sunny Caribbean.”“No thanks,” Harvey chirped. “I don’t need to see pictures of you two naked.”The family laughed. Bill and Breeze were artists, but they weren’t free spirits. Everyone knew them to be serious, shy, quiet souls. They would never frolic naked on a beach or anywhere else for that matter.Harvey waited until he had everyone’s attention and then he said, “I will close the night with a quote from a brilliant philosopher.” He raised his glass and said, “To alcohol: the cause of, and solution to all the world’s problems. At least so says Homer Simpson.”Cheers and laughter broke out. Everyone raised their glass and drank.^^^After the meal, Bill and Breeze said their goodbyes. They had to catch an early flight out of Baltimore-Washington Airport and they were spending the night at a hotel near the airport.Breeze hugged her boy and said, “Enjoy the tour of the campus and sitting in on some classes. Promise me you will talk to the other students.” She looked concerned.“Ah Mom,” Arlo whined.Arlo took after his parents. He too was a shy person. He was naturally quiet, but it was more than that, he was awkward around people and uncomfortable to engage with them. He was not a “people person” and had never had a lot of friends.His behavior was partly due to his timid nature. His upbringing also contributed to his demeanor. When he was young, he only had limited opportunities to interact with other children. He hadn’t attended regular school. He was home schooled.His parents taught him what they thought was necessary and let books supplement their efforts. He became a big reader and gravitated to ethics because it was a field of study that suited his nature. He could read and think and pursue it alone.Arlo’s opportunity to connect with other kids was hurt by his family’s nomadic lifestyle. The family was forced to move to follow artistic projects. He was always the new kid in town and he often moved before anyone got to know him or he got to know them.His parents prayed he would outgrow his shyness. They hoped that college would be that time.Wendy was the next person to say her goodbyes. She was returning to school.“Bye Mom,” Wendy said. “My sorority is having an event.”Meadow knew that was code for “I have a party to go to”. She was fine with that. Wendy was a good girl and she kept her grades up. However, she felt they should give her nephew an opportunity to attend the party.She said, “Wendy, why don’t you take Arlo with you?”Wendy was planning to hook up with her boyfriend. She didn’t want to be stuck with her nerdy cousin. However, she knew she couldn’t object outright. She decided to roll the dice and invite him. She was betting his shy nature would cause him to decline.“Arlo,” Wendy asked brightly. “Would you like to go? There’s a party tonight. Lots of people will be there.”Arlo started to sweat. I spoke with Steven Fechter about his newest novel -- "The Big Breeze" -- the story of Joseph Bye a phenom baseball pitcher who at the peak of his career was hit by a car and crippled. Eventually, he became a painter of baseball pitchers. Many years after the accident, he learned that he was run-over intentionally. In part this is the story of what Breeze will he do about it. But I did not want to ask Mr. Fechter about attempted murder but about baseball -- and an American culture obsessed with its heroes. “The Big Breeze” is a primer on the mind and spirit of the baseball pitcher – and how fame is treated in this country.Mr. Fechter also wrote the play «The Woodsman» which he adapted for the film starring Kevin Bacon and Kyra Sedgwick.Fechter's reputation was established when he won first prize in the 2001 Slamdance Screenwriting Competition for “The Woodsman.”His website states his goal is to “write daring stories that take audiences into unfamiliar emotional spaces.” Recorded at 5Napkins Burger on Broadway and W. 84th Street in Manhattan.Alan Winsonbarcrawlradio@gmail.com Hosted on Acast.
