We are excited to announce that we are launching an application for our Charity Evaluations program. The new application form will help us simplify our evaluation process and obtain valuable information about organizations and their work at an early stage. Every year, we invite approximately 15 promising charities to participate in our evaluation process. To select this group of charities, we consider organizations around the world and assess whether they seem likely to do exceptional, cost-effective work to assist animals and, thus, become one of our Recommended Charities. To increase the chances of selecting and inviting the most effective organizations to our evaluation process, we have decided to introduce an application. Benefits of the new application process We expect that receiving essential information about organizations through the application form will help us make more informed decisions. Gathering relevant data from all organizations can help reduce potential biases such as misclassification bias, observer bias, and recall bias that may arise due to the high variance in the quantity and quality of publicly available information across organizations during the charity selection process. Ultimately, we aim to increase the likelihood of finding and recommending the most effective charities. The application form is intended to ensure charities meet the basic eligibility criteria and are willing and able to be evaluated. This will help to minimize the number of charities that decline our evaluation invitation, which can cause delays at the beginning of the evaluation season. Finally, we expect that this step will increase the transparency of our charity selection process. While we will not share the exact responses to the application questions for confidentiality reasons, we will be able to share anonymized, aggregate results to help clarify our decision-making at this stage. Limitations and how we will address them Having an application form requires more capacity on both sides. Charities need the capacity to respond to the application form, and our team needs the capacity to review applications before inviting charities. We aim to be mindful of everyone's capacity by asking only the most decision-relevant questions. With this in mind, we designed the application form in two dependent phases so that applicants who do not meet basic eligibility criteria (Phase 1) avoid spending unnecessary time responding to more in-depth questions (Phase 2). Because this is a new step we are implementing this year, we ran a pilot survey with potentially impactful charities to test the clarity and relevance of the application questions and gather more general feedback. We are very grateful to the pilot participants. Thanks to them, we have made important improvements to the application form and likely reduced the chance of unforeseen issues. Application content The application form is divided into two phases. Phase 1 consists of questions about the organization's basic details and eligibility. To meet the eligibility requirements to participate in our 2024 charity evaluations, charities must: Primarily work to help farmed animals and/or wild animals Not be in an exploratory or testing phase where there is significant uncertainty about which of the charity's programs will be scaled up Have been an organization for at least three years Have at least three paid full-time equivalents (including full-time, part-time, and contractors) Have an annual exp...

A #facility has now been provided to the taxpayers on the GST Portal, from 28th November 2020 onwards, to file an application online for unblocking of their EWB generation facility in Form EWB-05, in case their EWB generation facility has been blocked on the #EWB #portal. 2. To file an #online #application for #unblocking EWB generation facility on GST Portal, a taxpayer need to 1. Login to the portal and navigate to Services User services My Applications 2. Select application type as “Application for unblocking of E-way bill” and click New Application 3. Submit application in Form EWB-05, with the upload of up to 04 documents 3. The application so filed is populated to #dashboard of #jurisdictional #tax #official. The tax official can issue a Notice for a personal hearing to the taxpayer. Then the taxpayer can file their reply to the notice online, along with supporting documents. 4. At the conclusion of the proceedings, the Tax Officer can issue an order in Form EWB-06 approving the taxpayer application for unblocking the EWB generation facility. After which their EWB #generation facility will be #restored for the duration #specified in the order. 5. If the Tax Officer #rejects the taxpayer's application vide #order in #Form EWB-06, the EWB generation #facility will remain blocked and the taxpayer shall be required to file their pending returns in Form GSTR-3B / Statement in FORM CMP-08, so as to #reduce the #pendency to less than two tax periods, for the restoration of the EWB generation facility. 6. Members of the public who want to apply for available agricultural State land as part of the government contribution to the land reform programme, will need to follow a new process set out by Agriculture, Land Reform and Rural Development Minister Thoko Didiza on October 1. The adjudication and selection process will be open for applications from October 15 until November 15, after which all received applications will be compiled and captured in a database per district in each province. The District Beneficiary Screening Committee (DBSC) will screen the applications, conduct interviews against criteria as set out in the advertisement notice and make recommendations to the Provincial Technical Committee (PTC) for consideration. This part of the process will take about two weeks. Thereafter, the PTC will evaluate and review the DBSC’s recommendations and submit its recommendation to the national department for approval – a process which will take about three weeks. Thereafter, the National Selection and Approval Committee will consider all recommendations and approve suitable applications – which will also take about three weeks to complete. Both the successful and unsuccessful applicants will be informed in writing of the outcome of their applications. Unsuccessful applicants will have an opportunity to appeal the matter with the Land Allocation Appeals Committee. Where an application is successful, government offers a 30-year leasehold, with an option to buy. This form of leasehold places certain obligations on the State as the lessor and beneficiaries as the lessees. Some of the lease agreement’s legal and compliance matters include, besides other, that all beneficiaries who have been allocated State land and signed lease agreements will be subjected to a compulsory training programme, which will include entry-level training on the commodity of their choice, basic record keeping and basic financial management, as well as enterprise development. The lease agreement signed between the State and the beneficiary will be a legally binding contractual agreement and will not be transferable under any circumstances. A beneficiary will also not be allowed to sub-lease or sublet a portion of land or the whole of the farm under the leasehold between him/her and the State. Government’s responsibilities include entering into a lease agreement with the beneficiary, 30 days after the approval of an application. Government will also be required to ensure that basic infrastructure is in good shape and register the infrastructure and assets on the farm. Beneficiaries will also receive monthly, or yearly, invoices with payment due dates; while government will undertake quarterly inspection visits by the land administration unit to ensure that State infrastructure and assets are maintained, among other responsibilities. Further, Didiza also announced that in the next two weeks, government will issue advertisement notices regarding 896 farms – measuring over 500 000 ha – of under-used or vacant State land. This will include 43 000 ha in the Eastern Cape; 8 333 ha in the Free State; 3 684 ha in KwaZulu-Natal; 121 567 ha in Limpopo; 40 206 ha in Mpumalanga; 12 224 ha in the Northern Cape and 300 000 ha in the North West. There is no land in Gauteng and the Western Cape that will be advertised, the Minister said. The advertisement notices will be in the local, district and provincial newspapers, websites and local radio stations, and application forms will be made available in the district offices and provincial offices of the Department of Agriculture, Land Reform and Rural Development as well as municipal district offices. PROGRESS TO DATE Since President Cyril Ramaphosa’s announcement in his February 2020 State of the Nation Address, the department has released 135 117 ha of land to 275 farmers. Welcome, Medicare Nation! Today I want to explain a brand new bill being introduced in the US House and Senate. It’s the BENES Act (Beneficiary Enrollment Notification and Eligibility Simplification Act). This bill impacts people eligible for Medicare, specifically those who are nearing the age 65 enrollment period for Part B. The bill was introduced by Rep. Raul Ruiz (Dem.-CA) and Rep. Patrick Mann (Rep.-PA) in the House and by Sen. Bob Casey (Dem.-PA) and Sen. Chuck Schumer (Dem.-NY) in the Senate. I hope I can clear up any confusion for you! Let’s look at the current PROBLEM, which boils down to a LACK OF INFORMATION: The current system lets CERTAIN people know when to enroll in Medicare. If you are receiving SSI(disability) or SS benefits, then you will receive a letter as your 65th birthday approaches, advising you of your enrollment period and Medicare effective date. What about those NOT receiving those benefits? THAT is the problem! If you don’t receive current SSI or SS benefits, then the government has no “trigger” to alert you that it’s time to enroll as you approach age 65. If you don’t enroll during your initial enrollment period (three months prior to, including, and following your BIRTHDAY MONTH—for a total of seven months), then significant late penalties can apply. These can raise the premium you pay by as much as 30%! In 2014, ONE MILLION people paid a late penalty. The average monthly premium is $105 and the average late penalty adds an average of 30% to your monthly premium—EVERY MONTH! Remember the following: If you have worked for 10 years (40 quarters paid into FICA), then you have paid the minimum to qualify for Medicare Part A, premium-free. Part A is the “accommodations” part of Medicare, meaning it covers overnight stays in medical care facilities. Part B covers outpatient services, which includes everything you might need in health care, excluding overnight stays. Under current law, the government will NOT send you any notification of your approaching enrollment period, and then they will assess you a substantial late penalty if you don’t enroll when you should. “It’s all about the mighty dollar, folks!” Let’s look at what the BENES Act will do to correct the PROBLEM: The Act will make it possible for those turning 65 (10,000 Americans EVERY DAY!) to avoid mistakes and will give uniform information about the Part B enrollment process. Each individual will receive a “clear and detailed” notice of Part B enrollment rules that will help them make informed decisions. The government will send a notification when you are 64, letting you know that your initial enrollment period (that 7-month window around your birthday) is approaching. I’m excited about the possibilities of this new law, but it has to get passed first. Congress will reconvene on September 6 after their summer break, and if you want to stay informed about the progress of the BENES Act, then see our resources section. Here’s a listener question from Teresa in Philadelphia: How do I enroll in Medicare? Well, Teresa, there are some options. If you are turning 65 and not currently receiving SSI or SS benefits, then you need to visit www.ssa.gov, go under Menu—Benefits—Medicare, and then scroll down to “Apply for Medicare only.” Click on “Start a New Application” and follow the directions. It should take about 10 minutes! Do it prior to your 65th birthday. My caution is that your personal information must have been updated with the Social Security Administration or there will be delays. If you have moved to a new address, changed your marital status or name, then you will have to go to the local SS office to enroll. You can call 800-772-1213 to enroll over the phone, but it is a LONG process. If you are over 65 and still working and are covered by your employer’s credible insurance plan, and NOT under Part B---then you will have to go to the local office and have two forms with you: the Employer Attestation Form (to prove there have been no gaps in insurance coverage since your 65th birthday) and the Application to enroll in Part B.
