Bunlar hangi dönemden itibaren istikrarsızlaştırma aracı olarak kullanıldı sorusunun cevabını bir kenara bırakarak doksanlardan sonraya odaklanabiliriz. Vekil grupların oluşum süreci elbette önemlidir. Emperyalist müdahale araçları savaşçı gruplarla sınırlı olmadığı için genel bir ad olarak bağımlı yapılar kavramının daha uygun olduğunu söyleyebilirim. Bağımlı yapılar zaman içinde birbirini etkileyerek dinî, mezhebi ve etnik çeşitlilik arz etmiştir. En sonuncuları arasında PKK ve FETÖ vardı. Daha eskiye doğru gidildiğinde ASALA gibi terör örgütleri karşımıza çıkar. Yirminci yüzyılın ikinci yarısında yıkıcılık bakımından en tehlikeli yapılar arasında herhalde bunlar vardı. Türkiye son on yılda bunların hepsiyle farklı düzlemlerde fiilen mücadele etmek zorunda kaldı. Sayın Erdoğan'ın, hafızalarda kalan konuşmalarından birinde “topunuz birlikte gelin” derken kastettiği de bunlardı. DAEŞ de kast edilen yapılar arasındaydı. İsrail'i de kolonyal bir yapı olarak bunlar arasında görmek gerekir.

Perşembe günü bu köşede “Diaspora, Lobi ve Menendez” başlıklı yazıda, diaspora topluluklarının etkileri üzerine bir çerçeve çizerek diasporaların bulundukları ülkelerdeki siyasete müdahale etme biçimleri ve lobicilik faaliyetlerini analiz etmiştim. Bugünkü yazıya da bir zemin teşkil eden diasporaların, uluslararası ilişkilere etkileri müstakil bir başlık olarak tartışılmaya değer. Örneğin son yıllarda Dağlık Karabağ'ın özgürleştirilmesi ile başlayan süreçte yaşanan tartışmalarda ABD ve Fransa'daki Ermeni diasporasının önemli etkileri söz konusudur. Nitekim 2020'de 44 gün süren mücadelede, diasporadaki Ermeniler çeşitli lobiler üzerinden Türkiye ve Azerbaycan'a yönelik karşıt propaganda yapmış ve etki edebilecekleri siyasetçiler üzerinden bunu yaygınlaştırmışlardır. Karabağ'ın özgürleştirilmesi sürecinde Azerbaycan'ın yanında yer alan Türkiye'ye yönelik yabancı asker konusu başta olmak üzere birçok alanda dezenformasyonlar üretilmesi bunu açık biçimde göstermektedir. 2020 sonrasında Azerbaycan-Ermenistan ve Türkiye-Ermenistan normalleşmesine yönelik önemli bir tehdit haline gelen aşırılık yanlısı grupların Türkiye'ye yönelik tutumunda olumlu bir değişiklik söz konusu değildir. TERÖR VE ŞİDDET DÖNEMİ Diasporanın 1915 olayları sonrasındaki seyri bu karşıtlığın nasıl oluştuğu ve bugüne dek nasıl geldiğini göstermesi açısından açıklayıcıdır. 1915'te zorunlu sebepler sonucunda ortaya çıkan tehcir siyaseti, Ermenilerin Türkler ve Türkiye'ye yönelik politikasında doğrudan rol oynamıştır. Özellikle diasporadaki aşırılık yanlısı çetelerin bu konudaki tazyikleri, Türkiye karşıtlığının oluşmasında ana faktördür. Öyle ki söz konusu çeteler, Batı'da terör ve şiddet eylemleri ile ciddi krizlerin oluşmasına neden olmuşlardır. 1921'in Mart ayında Berlin'de Talat Paşa'nın aynı yılın Aralık ayında da Roma'da Sait Halim Paşa'nın suikast sonucunda hayatlarını kaybetmesi, diasporadaki Ermeni çetelerin terör eylemlerinde geldikleri noktayı göstermesi açısından önemli örnekliklerdir. Tehcir politikalarının sorumlusu oldukları gerekçesiyle işaret edilen bu isimlerin yanı sıra Ermeni çetelerin kendi eylemlerine destek vermeyen bazı Ermeni tüccarları da katletmesi, çete mantığının hangi aşamalara geldiğini göstermektedir. 1920'lerde başlayan bu süreç, 1975'te Türkiye'ye karşı terör aracılığıyla savaşma amacıyla kurulan ASALA terör örgütü ile farklı boyutlara ulaşmıştır. 1970'lerin başından bu yana hedef haline getirilen Türkler ve Türk diplomatlar ASALA'nın kanlı terör eylemlerine maruz kalmış ve suikast sonucunda öldürülmüşlerdir. Büyük çoğunluğunu ASALA'nın gerçekleştirdiği bu terör eylemlerinde 30'un üzerinde diplomatın hayatını kaybetmesi, bilançonun ne denli ağır olduğunu da ortaya koymaktadır. TERÖRDEN SABOTAJA

Bu denli terörle boğuşup da bu denli iyi olabilen bir ekonomi daha yoktur sanırım. Yok, siz derseniz ki bu ekonomi yeterli değil, bilmelisiniz ki Türkiye'nin en büyük ekonomik sorunu terördür. O yüzden umulan ve arzu edilen yerden Türkiye hala biraz uzaksa katlandıkları karşısında bu makul görülebilir. O yerden çok uzak değilse bu gerçekten büyük başarı olarak görülmeli, açığı kapatacağı anlaşılmalıdır. Teröre şu kadar milyarlar, bu kadar paralar harcandı gibi bir analiz yapmak değil niyetim. Çok daha temel bir mesele; düşünsenize bombalar patlarken ekonomik aktivite, yatırım vesaire geliştirmeye çalışılıyor. Ancak ve sadece büyük bir iyimserlikle bunlar mümkün olabilir. Zihinlerin arkasında güçlü ordu düşüncesi olmasa hiç olmazdı. Neyse ki bugün Türkiye terörden kurtulma hususunda çok daha iyimser hatta her zamankinden daha iyimser, ordu çok ileri teknoloji yerli ve milli savunma sanayi ile her zamankinden daha güçlü. Bu ülke terörle mücadelede daha iyi olduğu her gün ekonomisi de daha iyi olacak. Terör bitene kadar mücadele durmamalı. Meclis'te, sahnede, şehirde, dağda, denizde, sınır içinde veya sınır dışında... Gösterilen tahammül çok fazla... Bazen Türkiye'nin “aşırı” demokratik olduğunu düşünüyorum. Yahut demokratik olması beklenecek konularda daha katı, katı olması beklenecek konularda daha demokratik... Şükür ki sahada terörle mücadelenin gerekleri eskiye göre çok daha etkin yapılıyor. Emeği geçenler iki cihanda abat olsun. Ama PKK ve uzantılarının destekçileri, FETÖ destekçileri, EOKA destekçileri, Taşnak-Asala destekçileri her yerden çıkıp durmaya devam ediyor. Bir yüzyıl inşa edilecekse, bir yüzyılın temelleri atılacaksa teröre daha fazla tahammül göstermek ahmaklık olur. Sıfır terör güçlü ekonomi demek, sıfır terör güçlü Türkiye demek... Teröre destek nereden geliyorsa gelsin önü kesilmeli. Devlet gelsin müdahale etsin demiyorum. Devlet sahada görevini yapıyor. Ama toplum kendi farkındalığını göstermeli. Toplum kendi müdahale etsin de demiyorum. Ama sivil toplum içinde terör seviciliği hiç neşet edememeli. Şiddet ve terör ve bunların her türlüsü ile bu sosyolojinin her bileşeni arasına sınır çekmeli. Hani Avrupa Birliği, Terörle Mücadele Yasası'nı değiştirmesi için Türkiye'ye tavsiyede bulunup ilişkileri geriyor ya; bu konu üzerinde her geçen gün daha fazla düşünme ihtiyacı hissediyorum. Bu nasıl yasadır ki terör seviciliği bu kadar yaygın? Meclis dâhil terör seviciliği her yerde fink atıyor. Terörle Mücadele Yasası yetersiz olduğu konularda iyileştirilmeli. Ama önce yeni anayasa... Al Asala, is an Arabic word that translates to "authenticity" in English, which is exactly what Al Asala dabke represents, and more! Al Asala is a dynamic group of young people who infuse authentic Palestinian folkloric dance with Canadian influences for a largely digital audience.  Through their creativity and media savvy, they have created an huge platform for themselves across Canada, North America, and worldwide. Not only are asala's bullied and look down upon, the elders in the community expect a lot from them and expect them to be down their knees and thanking their parents for the opportunity to be in abroad. Whiles born in abroad kids are always being treated specially because they hold the European nationality and are considered “broni (white person)” because they were born in abroad. There is a difference between asala's and born in abroad kids due to their different backgrounds. Not only are asala's bullied and look down upon, the elders in the community expect a lot from them and expect them to be down their knees and thanking their parents for the opportunity to be in abroad. Whiles born in abroad kids are always being treated specially because they hold the European nationality and are considered “broni (white person)” because they were born in abroad.
