An international panel of experts gathered in Brazil in 1985 to identify the remains of a man thought to have been the infamous doctor from Auschwitz. 'To see that this man was finally in his grave was important' says Eric Stover, part of the team of American and German experts who examined the body from a cemetery near São Paulo. Based on years of research and in-depth interviews with prosecutors, investigators, and diplomats—authors Alexa Koenig, Victor Peskin and Eric Stover examine the global effort to capture the world’s most wanted fugitives in their seminal book, Hiding in Plain Sight. The authors trace the evolution of international justice and how to hold accountable mass murderers like Adolf Eichmann, Saddam Hussein, Ratko Mladic, Joseph Kony, and Osama bin Laden. How are international war criminals brought to justice? Since the Nuremberg trials following World War II, international bodies like the International Criminal Court (ICC) have fought to prosecute war criminals for egregious abuses of human rights. From South America to Russia and from Rwanda to Kosovo, scores of war criminals have been prosecuted for their misdeeds. But how can war criminals be held accountable if they can't be found? What happens when alleged war criminals or terrorists are being shielded from prosecution by states? How has human rights prosecution evolved since the early days of the ICC? Join us for a discussion with human rights experts Eric Stover, Alexa Koenig and Victor Peskin about the evolution of war crimes prosecution and what still needs to be done to protect victims of human rights abuses. Having denounced the Guantánamo Bay detention camp as a “sad chapter in American history,” President Obama has vowed to restore our nation’s moral stature by closing the controversial facility. As the world awaits definitive action, the Council welcomes Laurel Fletcher and Eric Stover, co-authors of Guantánamo and its Aftermath, an in-depth study of former detainees. In a conversation led by Elizabeth Farnsworth, Fletcher and Stover discuss the implications of their study’s findings, explore what measures are currently being taken by the US government and human rights organizations on Guantánamo, and propose recommendations for the Obama administration.
