One of my long-time gripes about the climate-economic models that outfits like the IPCC produce is that they ignore politics. More broadly, they ignore social change and the way it can both drive and be driven by technology and climate impacts. This isn’t difficult to explain — unlike technology costs, biophysical feedbacks, and other easily quantifiable variables, the dynamics of social change seem fuzzy and qualitative, too soft and poorly understood to include in a quantitative model. Consequently, those dynamics have been treated as “exogenous” to models. Modelers simply determine those values, feed in a set level of policy change, and the models react. Parameters internal to the model can not affect policy and be affected by it in turn; models do not capture socio-physical and socio-economic feedback loops.But we know those feedback loops exist. We know that falling costs of technology can shift public sentiment which can lead to policy which can further reduce the costs of technology. All kinds of loops like that exist, among and between climate, technology, and human social variables. Leaving them out entirely can produce misleading results. At long last, a new research paper has tackled this problem head-on. Fran Moore, an assistant professor at UC Davis working at the intersection of climate science and economics, took a stab at it in a recent Nature paper, “Determinants of emissions pathways in the coupled climate–social system.” Moore, along with several co-authors, attempted to construct a climate model that includes social feedback loops, to help determine what kinds of social conditions produce policy change and how policy change helps change social conditions.I am fascinated by this effort and by the larger questions of how to integrate social-science dynamics into climate analysis, so I was eager to talk to Moore about how she constructed her model, what kinds of data she drew on, and how she views the dangers and opportunities of quantifying social variables. Fran Moore, an assistant professor in Environmental Science and Policy at UC Davis, works at the intersection of environmental economics and climate science. She studies the impacts of climate change from an economic and societal perspective — how to quantify these impacts, and also how people and communities adapt. Fran grew up in London, but moved to the US for college, in part because she wanted to do "something a little bit broader" than what continuing her science-focused academic track in the UK would have allowed her to do. This desire to look at things holistically and from an interdisciplinary angle has become a hallmark of her work, in which she uses a variety of statistical methods, economic and climate models. Recently, she has even used Twitter data to understand what type of weather people think of as normal, and how that might be changing. In this interview, Fran also talks about what is valuable in human society, and how economists try to measure human well-being. And, she and Adam get into a broader conversation about the relation between science and politics, the roles of climate scientists and academics generally in the public sphere, and whether by doing research climate scientists are really helping anyone or not. "That was part of my motivation to move more into the social sciences. Because my view was, I think, recognizing that the big questions we need to motivate action on climate change, on the science side, have largely been answered. At least on the mitigation side. Yet even as these effects begin to appear, we’re already growing numb to the changing climate patterns behind them, and we’re failing to act. In honor of Earth Day, this month’s podcast focuses on these side effects and what we can do about them. Ariel spoke with Dr. Nick Obradovich, a research scientist at the MIT Media Lab, and Dr. Fran Moore, an assistant professor in the Department of Environmental Science and Policy at the University of California, Davis. They study the social and economic impacts of climate change, and they shared some of their most remarkable findings. “The agency had no problem having me working 12- or 13- or 14-hour shifts as an analyst, but would not allow me the opportunities to lead, because ‘my loyalties would be divided [as a mother]’.” Fran Moore, a retired CIA senior officer, spoke with FF4T about her experience cracking the glass ceiling in the CIA, sorting though vast amounts of data in the internet age, and her personal definition of success. Biography: Fran Moore is a retired Central Intelligence Agency senior officer with 32 years of leadership and intelligence analysis experience. She served in a number of senior positions at the agency, including most recently as Director for Intelligence from 2010 to 2014. Fran now runs FPM Consulting, LLC, and serves on the board of Threat Deterrence Capital, guiding businesses that support US intelligence, security, and law enforcement needs. Quote Preview: “I was told, 'We think your loyalties will be divided between home and family and work, and we’d rather have someone who we know can give 100%.'” (2:10) “If you think about how hard national security challenges are for the US, if you don’t have the smartest mind regardless of gender, race, sexual orientation, or creed at the table, you’re not actually going to be able to solve those hard problems” (7:45) “The agency was out ahead in some respect for technologies that would allow us to sort through that data and bin it so that the most important information rose to the top. ... [However,] the deluge of volume [of information] has always outpaced our brilliance at those concept maps [for organization] to pull the most information forward.” (16:45) “If you’re an expert on Russia or China, you know enormous amounts. Sifting all of that big head, that big brain, into the tiny thimble-full of the most important things you want to put in front of a busy policy maker that’s relevant and useful to the decisions they are making is tough.” (17:00) “In business it’s all about mitigating risk and exploiting opportunity, well what intelligence analysis does is that tradeoff for policy rather than for the bottom line.” (18:10)
