A growing rift between Target corporate crime policies and law enforcement was highlighted by Sacramento County Sheriff and former Assemblyman Jim Cooper during the weekend, who said that Target has been asking law enforcement not to arrest people in stores despite being called out over multiple crimes occurring inside.For several years, Target, like most other retailers in California, has struggled with crime. Stores in urban settings have resorted to using glass cases in the aisles that can only be opened by employees to deter shoplifting. At others, more enhanced forms of security have been developed. Most retail stores, including those other than Target, have also instilled rules that prevent intervention by employees during robberies because of possible problems that can occur, and leaving the matter largely to security or police.  And, despite the extraordinary precautions, Target has still closed many stores, primarily in the Bay Area, because of the massive amount of crime.However, criminals going after Target and the numerous arrests have caused some negative PR for the company. Many with Target, as well as other retail locations, also fear a national backlash when video of people arrested for shoplifted are made public. They also want to avoid shootings or major injuries, such as a security guard shooting and killing a thief who threatened to kill him at a San Francisco Walgreens earlier this year. As a result, many stores have put in policies that don't allow law enforcement to make arrests in stores.Support the show

On this week's episode we speak with Sacramento Police Chief Kathy Lester. Kathy Lester was raised in Rancho Cordova and enlisted in the Army after High School. She attended the Defense Language Institute in Monterey, CA where she became fluent in Russian, and served as a crypto logical linguist. Additionally, she was cross trained as a combat medic and range master. Kathy served both stateside and in Korea and Japan while she was attached to the 373rd and 368th Military Intelligence Battalions. She was awarded the Combat Lifesaving Medal, the National Defense Medal and the Meritorious Service Medal. She joined the Sacramento Police Department in 1994 as a dispatcher, became a community service officer and was sworn in as a police officer in 1996. During her long career with Sac PD she has worked in almost every Department and today she is the first woman to hold Chief of Police position. During our conversation, we really got to know Kathy Lester and we discussed all things policing in the City of Sacramento.

Sacramento police now believe at least five individuals fired guns in the downtown shooting that left six dead and 12 injured early Sunday morning. Investigators say they believe gangs played a role in the shooting. Reporter: Scott Rodd, CapRadio  Since 1959, California's Commission on Peace Officer Standards and Training, or POST, has set rules of conduct for law enforcement in the state. The commission will hold a special meeting on Thursday to work on defining what kind of police misconduct is serious enough to revoke an officer's badge. (SACRAMENTO, Calif.) — At least two shooters opened fire early Sunday in Sacramento in the city's second mass shooting in five weeks, killing six people and wounding 12 others as bars closed for the night and crowds emptied onto downtown streets, police said. Three men and three women were killed, Police Chief Kathy Lester said. Their bodies remained on the pavement hours after the gunfire erupted around 2 a.m.

In March 2018, two Sacramento police officers shot and killed Stephon Clark, an unarmed black man. Following the District Attorney's decision not to prosecute the officers, protesters took to the streets in opposition. Despite a largely peaceful protesters, Sacramento Police decided to arrest 84 people. Among the detainees were three reporters. Sacramento Bee reporter Sam Stanton discusses what he saw, as his colleague was put in handcuffs. Later in the show, Democratic Assemblymembers Kevin McCarty and Shirley Weber chime in to promote a plan that would raise the standard under which officers could use deadly force. 1. Steve Kerr said there's "no way" Steph Curry will play in the first round of the Playoffs. 2. After undergoing minor knee surgery, Kyrie Irving has a similar timetable to that of Curry, and could miss some of the Playoffs. 3. The Kawhi saga continues. Leonard, who was set return two weeks back, still hasn't played. The Spurs reportedly called a team meeting to address Kawhi, and the issue still seems unresolved. 4. The Philadelphia 76ers have secured a winning record for the first time in 6 years. They are currently in the 4th seed, and have the 2nd easiest remaining schedule. 5. The Houston Rockets have secured their first 60 win season in franchise history. 6. The Sacramento Kings game against the Hawks was delayed last week, due to protests for Stephon Clark, an African American man who was slain by Sacramento Police. They recently wore shirts during warmups that had Clark's name on the back, and Demarcus Cousins offered to pay for Clark's funeral.
