The European Union's controversial new rules on polluting industrial imports went into effect on January 1st, following a two-year transition period. Heavy goods such as steel, aluminium and cement are now subject to a new fee levied according to the amount of CO2 emitted during their production. China issued a statement slamming the measure as unfairly targeting Chinese goods.
Adam Hearne is the CEO and co-founder of CarbonChain, which helps companies and banks decarbonise their supply chains through its software, which provides precise accounting of the global carbon emissions caused by industrial sectors. In this episode, we discuss specific, global ESG-related policies - including the Carbon Border Adjustment Mechanism (CBAM) and the EU Omnibus Simplification Package - how CarbonChain tracks regulatory developments and whether Adam thinks companies still be motivated to manage their value chain emissions if carbon regulation becomes less stringent worldwide.
The European Union has proposed changes to a 2023 law that effectively banned the sale of new internal combustion engine cars from 2035. Instead of cutting CO2 emissions by 100 percent from 2021 levels, carmakers would be required to reduce them by 90 percent, meaning small-scale production of petrol or hybrid cars could continue. The auto industry and some member states had been lobbying hard to get the rules relaxed in the face of slow market growth for EVs.
In 2020, Microsoft announced a major goal: by 2050 the company aims to remove from the atmosphere all the carbon emissions it has produced since its founding in 1975. When Phil Goodman joined the company in 2022, he quickly found that the market for Carbon Dioxide Removal (CDR) was just getting off the ground. That meant that in order to meet its climate pledge, Microsoft needed to help foster the carbon removal market. Episode Intro:A couple years ago, a Utah statewide ballot initiative called Clean the Darn Air was proposed to tackle the persistent air pollution which Wasatch Front residents deal with every year. The proposal was to tax the things that cause the pollution -- the carbon emissions – by levying a 10 cents per gallon tax on gasoline purchases and a penny per kilowatt for electricity. From this tax, Utah residents could eliminate an unpopular state sales tax on grocery store food, while also paying for various efforts to clean up the air.Well, before the 2024 election cycle the initiative did not pass. The organizers did not gather the needed number of signatures. But the effort did yield a lot of information about how Utah voters, both Democrats and Republicans, feel about such big proposals to address air pollution and climate change, and it showed what kinds of issues – if packaged with the right balance – a majority of Utah voters could actually support.I spoke recently with Katelyn Tenney, a PhD student at the University of Wyoming, and Therese Cavlovic, Professor of Economics at Weber State University, who together published a study which examines how Utahns value different ways of spending carbon tax revenues, and the kinds of policies that might actually gain broad political appeal in the state.Interview Summary:Katelyn Tenney, a PhD student at the University of Wyoming, and Therese Cavlovic, Professor of Economics at Weber State University, talk about their Utah-focused study on carbon tax design using a discrete choice experiment to test how residents value different ways of spending carbon tax revenues. This week on Talking Headways we're flashing back to exactly ten years ago to Episode 78 with Dr. Kevin Gurney, now at Northern Arizona University. We chat about measuring emissions at the street, block, and neighborhood level and the data that enables it. I wanted to flash back to this one this week because I recently saw Kevin pop up in a New York Times article discussing all the work that the administration is cutting, including three of his projects. I'll link the article in the show notes. But we talked about his work on the podcast ten years ago and it's important to understand what we may be losing, which is the measurement of emissions from cars and buildings in cities. In listening back to this episode, there are lots of things that are evergreen about it, in fact I would argue we still need policy that allows us to collect data and measure emissions so we can make better decisions as advocates and operators. I hope folks can listen to this one and be inspired by the work, but also become more dedicated to saving it. Send us a text In this episode, Jeff and Scott talk with Anders Anderson, a finance professor at the Stockholm School of Economics about, his research evaluating Sweden's nationwide e-bike subsidy. The program successfully doubled e-bike sales, but had only a modest impact on reducing car use—far less than survey responses suggested. People bought b-bikes, then didn't really use them. When accounting for actual emissions reductions, the cost of carbon abatement was around $800 per ton, which most people agree is more than the social cost of carbon. We discuss why the policy wasn't cost-effective and what better subsidies might look like.

The EPA announced plans to overturn a key scientific finding that has been used to regulate carbon emissions since 2009. The endangerment finding determined that pollutants caused by burning fossil fuels endanger humans and can be regulated under the Clean Air Act.
