In this episode of the Aviation News Talk podcast, Max Trescott talks with Sean Elliott, Vice President of Advocacy and Safety at the Experimental Aircraft Association (EAA), about the FAA's groundbreaking MOSAIC final rule—and how it benefits all pilots, not just sport pilots or Light-Sport Aircraft owners. Sean explains that MOSAIC replaces the old, restrictive Light-Sport Aircraft definition with a performance-based standard, removing the long-standing 1,320-pound maximum takeoff weight limit and focusing instead on a clean stall speed (VS1) of no more than 59 knots CAS for sport pilot privileges and a landing configuration stall speed (VSO) of no more than 61 knots for LSA certification. This single change dramatically broadens the pool of aircraft that qualify, meaning many popular legacy models—like certain Cessna 172s and even Cirrus SR20s—can now be flown by sport pilots, and private pilots can operate them under sport pilot privileges with nothing more than a valid U.S. driver's license in place of an FAA medical. For older pilots or those with long-term medical concerns, MOSAIC is a game-changer. A private pilot who no longer maintains a Third Class or BasicMed medical can still keep flying a wide variety of capable, familiar aircraft—often including the same ones they've flown for years—so long as they meet the new stall speed limits and carry no more than one passenger. Sean and Max discuss how this provision gives seasoned aviators a safe and legal way to extend their flying years without the administrative burden or risk of renewing a medical certificate. MOSAIC also expands sport pilot privileges beyond the original daytime, fair-weather limitations. With additional training and endorsements, sport pilots will be able to fly at night under VFR, operate aircraft with constant-speed propellers and retractable landing gear, and take advantage of higher cruise speeds—removing many of the practical barriers that once kept sport pilots from flying more capable airplanes. The rule even opens the door for certain limited commercial operations by sport pilots, including banner towing, glider towing, and pipeline or powerline patrol—tasks previously off-limits without at least a private pilot certificate. On the aircraft side, the MOSAIC framework allows manufacturers to certify a much wider range of designs as LSAs under ASTM consensus standards. This could lead to modernized versions of classic Part 23 trainers like the Cessna 172 becoming available in factory-new LSA configurations, as well as innovative new designs in the experimental, gyroplane, and electric aircraft categories. Sean notes that this flexibility benefits the industry by encouraging innovation while keeping costs lower than traditional FAA certification pathways. Flight schools stand to gain as well. Because many mainstream trainers now qualify as LSAs, schools can use them to train sport pilots without investing in specialized two-seat LSAs that may be less versatile for other types of training. This flexibility could help schools reach a new segment of students—especially older adults returning to flying or beginners looking for a faster, less expensive path to the cockpit. Max and Sean also cover how MOSAIC affects aircraft maintenance. Repairman certificates for LSAs will still exist, and MOSAIC provides expanded privileges for light-sport repairman-inspectors and mechanics working on these aircraft, supporting both owner-maintenance and professional servicing. Sean stresses that while MOSAIC dramatically broadens options, it doesn't automatically change the certification status of existing aircraft—manufacturers or owners must still pursue LSA certification through the ASTM process. That means pilots should verify whether a particular aircraft is LSA-certified or qualifies for operation under sport pilot rules before assuming they can fly it without a medical. The conversation closes with EAA's commitment to supporting pilots, flight schools, and manufacturers through MOSAIC's rollout. EAA will work closely with ASTM to develop the updated industry standards needed to implement the new rules, while also providing education and advocacy to ensure pilots understand their new privileges and responsibilities. In listener mail, we look at jet emissions and what the industry is doing. Guest Ethan Lin is a 13-year-old who sells the Polish Ekolot Special Light-Sport Aircraft. His family purchased an Ekolot Topaz (N717KM) S-LSA in December 2022 after his father decided to switch careers and become an Air Transport Pilot. Ethan and his father started flying the Ekolot together, and because Ethan loved the plane so much, he contacted the distributor in December 2023 and asked about becoming a dealer. He's been selling Ekolots ever since. Because he is only 13 years old, his father has a role in the dealership, but Ethan handles customer service, selling the airplane, and coordinating meeting times. His father does the test flights with people who are interested in buying Ekolots, and he handles the financial side, including filing taxes. Ekolot Special Light-Sport Aircraft We discuss the difference between LSAs and S-LSAs and the proposed Modernization of Special Airworthiness Certification (MOSAIC) rule, which would redefine the light sport aircraft category. Ethan explains why his family bought the plane and what he likes about it. He markets the plane with the Ekolot Texas Instagram. The bonus is effective if Christie stays with Spirit for another year. Under the restructuring plan, Spirit bondholders would take a $350 million ownership position, erase $795 million of debt, and provide $300 million of debt-in-possession financing. The New York Stock Exchange delisted Spirit stock which now trades in the over-the-counter marketplace.  FAA plans to review 737 MAX engine issue after bird strike incidents Two bird strike events in 2023 with Southwest Airlines aircraft (one in March and one in December) have caused the FAA to assemble a review board that will evaluate the safety of the CFM LEAP-1B engines. After the bird strikes, smoke entered the cockpit although the pilots landed the planes safely. The review board will assess safety data and suggest fixes for manufacturers or airlines. These might lead to mandates. A Seattle Times article suggests that any mandated modifications could delay further the certification of the MAX 7 and MAX 10 models. JetBlue Looks to Trim Pilot Workforce Captain downgrades and base displacements are coming to JetBlue late next year. The airline says it will cut 343 captain positions out of the airline's roughly 4,500 pilots. JetBlue lost $60 million in the third quarter and plans to ground more Airbus A220 and A321neo aircraft in 2024 as a result of ongoing Pratt & Whitney engine troubles. The airline is talking with the Air Line Pilots Association to offer early retirements. Our guest today is Charlton Evans, founder and CEO of End State Solutions, a firm focused on certification and airworthiness for drones and other forms of advanced air mobility. Given some of the recent milestones and rumors about drone regulations in the United States, we thought you would appreciate a discussion on the hot topics in FAA drone regulations from a true subject matter expert, whose firm recently helped Matternet receive the industry's first drone type certification. We covered a lot of ground with Charlton, starting with the first unmanned aircraft type certifications in the restricted category in 2013 and ways in which those operations failed to properly address the needs of the oil&gas industry at the time. We then followed regulatory and industry milestones to present day, discovering along the way the remaining challenges and opportunities facing the drone industry.Charlton assigns responsibility to both the FAA and the industry for the state of commercial drone adoption among enterprises. Since 2013, there have been fewer champions within the FAA doing the heavy lift to tackle advanced air mobility and drive integration of drones into the national airspace system – resulting in a natural bureaucratic filter to innovation at the FAA.  At the same time, the industry is still notorious for not coming to the table with fully developed products and concepts of operations. The gap between rigorous safety-centric FAA processes and the spirit of rapid innovation borrowed from the tech world still exists but is definitely closing as both the industry and regulators gain more experience from ongoing projects and initial operations. There is a ton of insights from this deep dive with Charlton, but let us highlight a few: you'll hear what Charlton means by “any change is a change” or “ there is no certification by obvious”, how the FAA needs to get more comfortable with an appropriate assessment of risk, what three things type certification applicants need to bring to the table, how appropriate the durability & reliability type certification process really is, the black hole of 21.17(b) certification, in what ways drones and Light Sport Aircraft are similar, opportunities for innovation, and of course advice for entrepreneurs. As mentioned, Charlton Evans is the founder and Chief Executive Officer of End State Solutions, a firm focused on certification and airworthiness for AAM, drone delivery, HAPS and RPAS. Charlton was a Harrier Pilot and Tactical Air Controller in the Marine Corps and still flies for business and pleasure as a commercial pilot. Charlton has led several successful civil and military drone certifications as well as historic BVLOS flight operations. Recently End State Solutions assisted with the FAA type certification of the Matternet M2 delivery drone. Charlton also led historic linear infrastructure and disaster response flights with the type certified ScanEagle UAS that resulted in the induction of ScanEagle N202SE into the Smithsonian Institute in 2016. Bat Hawk and South African National Parks have a relationship in the Anti Rhino poaching effort. Bat Hawk has also provided aircraft for other games reserves all over Africa. This versatile light aircraft has also been used for crop-spraying, aerial reconnaissance, tours and even in a command and control role.Terry has also been crew on the America's Cup winning Team, Alinghi, working as a Chef. Summary102 Max talks with two pilots who encountered carbon monoxide in the cockpit just days apart from each other. They’ll tell us how they discovered the CO, what they did about it, and what caused it. One pilot, flying in a Cessna 182RG, purchased a Sensorcon portable CO detector a few months ago and in cruise, measured 40 to 80 ppm of CO, depending upon where he held the sensor. A mechanic found that the C-clamp holding the EGT probe was loose, allowing exhaust gases to leak through the hole the probe is mounted in. The other pilot, who was flying a C180 Skywagon, had readings of 72 ppm in cruise. That pilot had a backfire at startup, and backfires can damage the exhaust system to the point where they cause a carbon monoxide leak, so you probably want to have your exhaust system checked out if you have a backfire when starting an aircraft. At the destination, a mechanic found that the #1 Exhaust riser had broken at its collar where it bolts to the cylinder, creating an exhaust leak. Leandro Corradini is a multi-discipline pilot and has been intimately involved with the paragliding and paramotoring world. His love of light weight, portable, personal aircraft led him to identify a gap in the ballooning market for this type of aircraft, so he decided to do something about it. After two years of planning and design, he launched his new Light Sport Aircraft, named FLYDOO, two weeks ago, and a new balloon company was born. As you will hear in this interview, Leandro is passionate but realistic about the innovation his company is delivering. He has identified his market as other sport aviation pilots (such as paragliders or glider pilots) and also existing balloonists looking to down scale or looking for something lighter for their recreational flying.

It’s held in July each year in Oshkosh, Wisconsin, and it’s run by EAA, the Experimental Aircraft Association. Over 10,000 airplanes fly in for the event, 40,000 people camp on the campgrounds, and over 500,000 people attend the week long show. AirVenture is the best of everything about aviation, and it’s a must visit destination for every pilot. Jack Pelton is the Chairman of the Board and CEO of EAA, and he’s the former CEO of Cessna Aircraft Company. Before that, Jack was Cessna's Senior VP of Engineering. While at Cessna, he was an active advocate for GA, often meeting with members of Congress about general aviation issues. Today that work still continues for Jack and his staff, as advocacy is just one of many facets of the Experiment Aircraft Association. Jack talks first about what's special and unique about EAA. He then discusses some of the advocacy issues that the association is currently involved in, including STCs that allow avionics for experimental aircraft to be used in certificated aircraft, and future changes needed for the Light Sport Aircraft category. Jack then talks about the many activities planned for AirVenture 2018. These include the 100th anniversary of the Royal Air Force and a visit by the Gloster Meteor, the oldest flying Jet. The only flying XP-82, a twin fuselage Mustang, is also expected to fly to the show.
