During this episode, Wing Commander Shane Rutherford discusses his Joint Forces Staff College, Joint Advanced Warfighting School (JAWS) thesis entitled: Back to the Future: Political Paralysis Cost Britain America, What Will it Cost the United States? His thesis received the Paul Cerjan distinguished writing award from the National Defense University. The year is 1763 and despite presiding over a vast commercial and political empire, Britain's. parliament has failed to embrace the buds of what will eventually become understood as collective responsibility. Instead, the British government is characterized by paralysis and polarization. Worse, the government has been exposed by separate internal factions that are infatuated with economic speculation, personal power, wealth, status, and estate. Consequently, the common ground could only be found in a common enemy, leading to strategic mistakes, such as the mistreatment of allies and partners that would prove catastrophic at Yorktown some two decades later. The Colonies are mistaken as a periphery issue, debated infrequently in the Houses of Parliament, and in 1765, it elects to pass a taxation law without deliberation, known as the Stamp Duty Act, that lights the tinderbox of rebellion in America. Concurrently struggling with the application of a constitutional monarchy, a deteriorating political situation set the stage for the abuse of executive power. The conditions were set for catastrophic strategic failure. Our guest today is Charlton Evans, founder and CEO of End State Solutions, a firm focused on certification and airworthiness for drones and other forms of advanced air mobility. Given some of the recent milestones and rumors about drone regulations in the United States, we thought you would appreciate a discussion on the hot topics in FAA drone regulations from a true subject matter expert, whose firm recently helped Matternet receive the industry's first drone type certification. We covered a lot of ground with Charlton, starting with the first unmanned aircraft type certifications in the restricted category in 2013 and ways in which those operations failed to properly address the needs of the oil&gas industry at the time. We then followed regulatory and industry milestones to present day, discovering along the way the remaining challenges and opportunities facing the drone industry.Charlton assigns responsibility to both the FAA and the industry for the state of commercial drone adoption among enterprises. Since 2013, there have been fewer champions within the FAA doing the heavy lift to tackle advanced air mobility and drive integration of drones into the national airspace system – resulting in a natural bureaucratic filter to innovation at the FAA. At the same time, the industry is still notorious for not coming to the table with fully developed products and concepts of operations. The gap between rigorous safety-centric FAA processes and the spirit of rapid innovation borrowed from the tech world still exists but is definitely closing as both the industry and regulators gain more experience from ongoing projects and initial operations. There is a ton of insights from this deep dive with Charlton, but let us highlight a few: you'll hear what Charlton means by “any change is a change” or “ there is no certification by obvious”, how the FAA needs to get more comfortable with an appropriate assessment of risk, what three things type certification applicants need to bring to the table, how appropriate the durability & reliability type certification process really is, the black hole of 21.17(b) certification, in what ways drones and Light Sport Aircraft are similar, opportunities for innovation, and of course advice for entrepreneurs. As mentioned, Charlton Evans is the founder and Chief Executive Officer of End State Solutions, a firm focused on certification and airworthiness for AAM, drone delivery, HAPS and RPAS. Charlton was a Harrier Pilot and Tactical Air Controller in the Marine Corps and still flies for business and pleasure as a commercial pilot. Charlton has led several successful civil and military drone certifications as well as historic BVLOS flight operations. Recently End State Solutions assisted with the FAA type certification of the Matternet M2 delivery drone. Charlton also led historic linear infrastructure and disaster response flights with the type certified ScanEagle UAS that resulted in the induction of ScanEagle N202SE into the Smithsonian Institute in 2016. We mix all of this [and] we get very rich geospatial data, which we are using in a lot of decision making when it comes to, where we are sourcing from. Hunters have come up with euphemisms to make what they do sound… well, less unpleasant. For example, animals aren't killed, they're “harvested.” Corporate America is now adopting this verbal ploy, for CEOs urgently need to soften the image of their constant hunt for ways to kill jobs. Their urgency is that they're now pushing a huge new surge in cuts – this time targeting college-educated, white-collar professionals. Their weapon is the same sort of neutron bomb they've used to dispatch millions of blue-collar workers: Robots. But robot is a negative term, so it's been replaced with a nondescript acronym: RPAs – “Robotic Process Automation.” These sophisticated automatons are armed with artificial intelligence, enabling them to take over cognitive work that had been the niche of such highly-paid humans as financial analysts, lawyers, engineers, managers, and doctors. More than just an incremental extension of a long, slow automation process, this is a Big Bang. It's presently ripping through the workforce at warp speed and most of America's vulnerable employees have no idea of what's coming. In a survey of corporate executives last year, nearly 80 percent of them had already put some forms of RPA in place, with an additional 16 percent planning to do so within three years. That's 96 percent of corporate employers! McKinsey, the world's biggest corporate strategy consultant, had calculated in 2019 that the thinking robotics would displace 37 million US workers by 2030. Now, seeing the current corporate stampede to impose RPAs on US workplaces, McKinsey has upped its projection to 45 million job losses in this decade. Returning to the hunting analogy, professional jobs requiring human-level judgement have been presumed to be beyond the range of robotic firepower. But, as one labor economists now notes, with the mass deployment of RPA technology, “that type of work is much more in the kill path.”
