Earlier this year the global video sharing platform You Tube dominated TV viewership in the United States, knocking Disney off the top spot and leaving major media names like Netflix, Paramount, Amazon and Fox in its wake. In a first for the streaming platform, the time people spent watching YouTube on television accounted for 10.4 percent of total TV in the month of July. In terms of its world reach, the platform is now available in more than one hundred countries and pulls in nearly three billion users every month, the majority of which are between 25 and 34 years old, that's younger than the core audience for traditional television. Launched in 2005, YouTube has since expanded and diversified, but it's niche area for dominating the market is still in user generated content and the advertising income it draws in provides the platform with its main source of revenue, leaving the traditional TV market in its wake.So, on this week's Inquiry, we're asking ‘Is YouTube's disruption of TV now complete?' The global security environment is in a state of flux. Not only is Europe contending with the kinetic threat posed by Russia's war of aggression against Ukraine, but emerging threats – including climate change, AI, cyber, quantum computing, food and water shortages, and advanced robotics – are increasingly becoming threat multipliers. In this context, strategic foresight has become an important capability for governments and government institutions to enable informed and better decision-making. This panel discussion, which is jointly hosted by the IIEA and Deloitte, aims to provoke an open discussion about the present and future threat environments and to reflect on how organisations can best develop and utilise strategic foresight capabilities to navigate a changing, contested, and challenging security context. About the Speakers: Dr Raluca Csernatoni is a Fellow at Carnegie Europe where she specialises in European security and defence, as well as emerging disruptive technologies. Csernatoni is currently a guest professor on European security and counterterrorism at the Brussels School of Governance and its Centre for Security, Diplomacy and Strategy, at Vrije Universiteit Brussels in Brussels, Belgium; Dr Florian Klein founded and leads the Centre for the Long View (CLV) network, which is Deloitte's global centre of excellence for scenario planning and AI-enabled sensing. Florian has authored several books on mega trends and on designing strategic decision systems; Dr Eamonn Noonan of the EPRS Policy Foresight Unit has been involved in the inter-institutional ESPAS network (European Strategy and Policy Analysis System) since 2015. He recently returned from an EU Fellowship at St. Antony's College Oxford. As an Irish diplomat, he had postings to Luxemburg and Norway. He has studied in Florence, Mainz and Cork.

This is the second part of our conversation with Dr Sandra Meeuwsen on her thoughtprovoking PhD work where she used philosophical archaeology to shed light on how modern sport came to have such a contradictory face that is has today. In the first part, Sandra shared her personal journey of working in the institutions of sport for three decades and started sharing on the methodology and key philosophical ideas informing her PhD work. In this part, we hear more about psychoanalytical theories, Nietzsche’s concepts of the Apollonian and Dionysian, and whether and how Sandra sees some hope for a brighter future for modern sport. Dr Sandra Meeuwsen is a philosopher of sport who worked in various vital positions in sport since the early 1990s. She encountered these contradictions of sport in daily work which led her to embark on a PhD project to understand these issues. She completed her PhD in 2020 at the Faculty of Philosophy and Moral Sciences of the Vrije Universiteit Brussels with the thesis "A Critique of Sportive Reason; a philosophical archaeology of modern sport”. Modern sport has an increasingly contradictory face: on the one hand, we can see a positive impact of sport in our societies, but on the other hand, we increasingly often hear about abuse and misconduct in sport, including sexual harassment, doping and corruption. How can we make sense of these contradictory trends and how can philosophical analysis help us to vision a more balanced, or more meaningful future for sport? Dr Sandra Meeuwsen is a philosopher of sport who worked in various vital positions in sport since the early 1990s. She encountered these contradictions of sport in daily work which led her to embark on a PhD project to understand these issues. She completed her PhD in 2020 at the Faculty of Philosophy and Moral Sciences of the Vrije Universiteit Brussels with the thesis "A Critique of Sportive Reason; a philosophical archaeology of modern sport”. In her thesis, she drew on Foucault, Agamben, Spinoza and psychoanalytical approaches to analyse our ‘knowing’ about what sport is - and what is excluded - and the shifts in this knowledge we’ve had since the rise of modern sports to its current existence. Focusing her work on the world's most complex disputes - from Syria, to Iraq, to Gaza and many others - Prof. Berti reveals the hidden sides of crime and terrorism, their financing and execution and analyses the possibilities for building resilient and peaceful communities.The Speaker:Prof. Benedetta Berti is the Head of Policy Planning in the Office of the Secretary General at NATO. An Eisenhower Global Fellow and a TED Senior Fellow, Benedetta is also Associate Researcher at the Institute for European Studies at Vrije Universiteit Brussels and a Senior Fellow at the Foreign Policy Research Institute. In the past, she has held teaching and research positions at West Point, the Institute for National Security Studies and Tel Aviv University, among others. Her research focuses on armed groups, internal wars, and protection of civilians. Prof. Berti is the author of four books, including "Armed Political Organizations. From Conflict to Integration" (Johns Hopkins University Press, 2013) and her work and research have appeared, among others, in Al-Jazeera, Foreign Policy, Foreign Affairs, the National Interest, the Wall Street Journal and The New York Times; as well as in academic journals including Studies in Conflict and Terrorism, Parameters, the Middle East Journal, ORBIS, Democratization, Civil Wars, Government & Opposition and Mediterranean Politics. New machine learning technology boast claims that their results that are identical to that of a human lawyer. Embedded in these technologies, however, are assumptions that are made on the basis of information available, rather than statistical correctness. This leads to exclusions that are unrealistic, and raises concerns about replacing human judgement in law with these technologies. Mireille Hildebrandt, a Professor of ‘Interfacing Law and Technology' at Vrije Universiteit Brussel, of ‘ICT and the Rule of Law' at Radboud University (the Netherlands), is a lawyer and philosopher whose main research is concerned with the functioning of the rule of law in cyberspace. Her extensive intellectual interests in ethics are rooted in her academic background in criminal and constitutional law while she takes anthropology, history and philosophy into account. Her current research investigates the rule of law with the rise of ICT and Big Data whose decision-making process is invisible yet has become crucial part of our daily life. Also, currently, she is leading the ERC AdG research on COHUBICOL: Counting as a human being in the era of computational law (2019-2024). (See www.cohubicol.com.)
