Cependant, les activités humaines, la surpêche, la pollution, le changement climatique mettent en péril cette ressource précieuse. Environ 12 milliards de dollars d'investissements seraient nécessaires pour financer une « économie bleue » durable, un secteur en cours de structuration. Avec notre envoyée spéciale à Mindelo, Avec un potentiel estimé à 405 milliards de dollars pour la région d'ici à 2030, il semblait évident pour le Cap-Vert, petit État insulaire, de se tourner vers les opportunités qu'offre l'économie bleue. Praia a donc été parmi les premières à se lancer dans les « blue bonds », ces émissions obligataires lancés par la Banque mondiale pour financer la protection des océans. « On l'a lancé depuis deux ans. Maintenant, avec les "blue bonds", les banques financent des activités dans le domaine de l'économie bleue, au niveau du tourisme, de la pêche, de la transformation et de l'aquaculture. Avant, les gens disaient que l'économie bleue était un secteur de risque élevé. Mais ils commencent à voir que cela ne représente pas un risque si élevé. C'est possible, c'est virtuose. Elle peut donner beaucoup de revenus à l'économie et aux familles », explique le ministre de la Mer, Jorge Santos. La Banque ouest africaine de développement (BOAD) s'implique déjà dans ce secteur, comme l'explique son « monsieur climat », Ibrahim Traoré. Pour le dernier plan quinquennal – qui se termine cette année –, la banque s'est donnée comme objectif de verdir 25% de ses financements. Parmi eux, certains sont en réalité des projets « bleus », comme les investissements réalisés au niveau des ports, de la « green économie » ou le financement de digues. La stratégie de la banque est donc d'aujourd'hui de « faire en sorte que la différence entre l'économie verte et l'économie bleue soit distincte et que les critères d'investissement et les critères en lien avec la question du changement climatique soient bien définis et bien déterminés ». Faciliter l'accès aux financements localement L'agence française de coopération technique, Expertise France, souhaite contribuer à ces chantiers et travailler notamment à la construction d'une architecture financière adaptée. Avec le nouveau programme européen Océan durable de l'Afrique de l'Ouest (WASOP), Laure Kuhn Bruma, sa coordinatrice, souhaite poursuivre le travail mené avec la Banque d'investissement et de développement de la Cédéao (BIDC). Celle-ci a obtenu son accréditation auprès du Fonds vert pour le climat et développé une ligne de crédit pour l'agriculture durable. « On est en train de voir avec la BIDC s'il est possible de ‘'blue-iser'' en quelque sorte cette ligne de financement. Cela pourrait avoir du sens afin – avec notre assistance technique – d'identifier et de développer un produit financier qui soit adapté à l'économie bleue durable », détaille Laure Kuhn Bruma. Objectif : permettre des retombées de financements locaux plus importants : « La BIDC  va chercher des fonds auprès d'un organisme multilatéral qui va permettre de développer des lignes de financement dans les banques nationales, commerciales et institutions de microfinance. On a un accès au financement qui est amélioré. » Début novembre, au Cap-Vert, les banques de développement ouest-africaines ont également rejoint la Coalition océan du réseau Finance en commun (FiCS) avec l'ambition de mobiliser près de 12 milliards de dollars pour une économie bleue durable dans la région.  À lire aussiLa «blue economy», le nouvel eldorado maritime pour les investisseurs?
