In this archive listen from 2013, we explore the global political impact of a leader whose legacy and influence is still being questioned today: Angela Merkel. As with any leader, a legacy isn't set in stone and as the dust settles on Merkel's chancellorship, which spanned from 2005 to 2021, questions are being asked about decisions she made during her time in power. Most pertinent today, with the arrival of war in Ukraine, is Germany's accommodating trade relationship with Russia. But there were dissenting voices on Merkel's leadership back in 2013. Amid the fallout of the financial crisis, Germany found itself as the key central player holding the fates of less buoyant European economies such as Greece and Portugal in its hands. Many in those countries felt that Merkel's hardline approach to fiscal measures, essentially holding the purse strings for much of Europe, was crippling their own nations. We take a close look at Brexit and ask whether the promoters and supporters of Brexit really understood what would be involved, how the European Union has – and should have – responded, and where it might all be headed as the UK hurtles towards Brexit Day. From referendum to the day the UK is currently planned to leave the European Union, it’s been three years in the making, but Brexit maintains its ability to surprise commentators, policymakers and the politicians pushing both for and against it. This week on the pod our expert panel -­ Nik Gowing, Anne McNaughton, and Alister Wedderburn - take a look at shocks to democratic systems with a focus on Brexit and ask whether we should have seen them coming, if we are responding properly when they happen, and where the next shock might come from. Our presenters, Sue Regan and Paul Wyrwoll, also discuss Australia’s recent population policy that aims to reduce migration by a third, and the use of consultancies by government. Alister Wedderburn is the John Vincent Postdoctoral Fellow at the Coral Bell School of Asia Pacific Affairs, and teaches at the school as well. Alister’s work is broadly concerned with the relationship between international relations and visual, literary, and popular culture. In addition, he is also interested in political and international political theory, post-structuralist and continental philosophy, and practices of resistance. Our hosts are: Sue Regan is a PhD Scholar and tutor at Crawford School of Public Policy. Sue is also Program Director at the Institute of Public Administration Australia (IPAA). Abstract: 'Thinking the Unthinkable: Brexit? Trump? Migration? Russia? Why leaders have lost the plot on multiple issues.' 'Why are leaders so out of step with those they represent, or who buy products from them ? A proliferation of ‘unthinkable’ events over the last two years starting with the Russian seizure of Crimea, the 60% crash in oil prices and Europe’s migration crises, has revealed a new fragility at the highest levels of corporate and public service leadership. What are the reasons? After the unexpected result of the Brexit referendum, many question the capacity and readiness of leading executives, public servants and politicians to think unthinkables before they happen. The old assumptions and norms underpinning decision-making can no longer assume to be fit for purpose. In a world where low growth seems to be the only certainty, many confess to being overwhelmed as they struggle to find new bearings. Nik Gowing, Visiting Professor at King’s College London, Department of War Studies, and Nanyang Technological University Singapore presents new research evidence from the past two years on why the top levels in government and corporates fail to anticipate then manage crises.
