Marine Corps Commandant Gen. David H. Berger recently released his 2030 Talent Management Plan and needless to say it has raised some eyebrows. One of the takeaways is how for the past 36 years the Marine Corp has been happy to let roughly 75% of first-term Marines walk out the door after their initial four years are up. The plan proposes shifting from a "recruit and replace" model to a "invest and retain" model - a significant break from tradition. But will this shift be beneficial for future conflicts? And how do Marines feel about it? Joining Ryan and Shaun to talk about it are Retired Marine Corp veterans Brad Washabaugh and Todd Kemper. You can read more about the TMP at Task and Purpose. Chris, Melanie, and Zack explore how the U.S. military recruits and retains top performers. In the recently released Marine Corps' talent management report, Marine Corps Commandant David H. Berger explains that the Corps “must bring into the service the right people with the right skill sets, measure their talents, and then match their skills to the duties they desire and are suited to perform.” But military leaders realize that the competition for talent is fierce, and they must be willing to challenge long-standing assumptions to succeed. Can they? Will the right package of incentives — combined with the desire of a small but significant number of American men and women to serve in uniform — ensure that the U.S. military will have the right people, in the right place, at the right time? Or do we need to consider moving to a different model, including possibly one based on compulsory service for all able-bodied men and women? Older and wiser Zack Cooper has a grievance with grad student Zack Cooper, Melanie throws shade on the Biden administration's economic policies, and Chris faults those playing politics with the lives of millions of innocent men, women, and children in Afghanistan. Shout outs to NASA astronaut-candidate Chris Williams, to Vice President Kamala Harris for wearing wired instead of Bluetooth headphones, and to the Atlantic Council's Mathew Burrows and Evan Cooper for a new report on U.S. efforts to promote democracy around the world. General David H. Berger, Marine Corps Commandant, is aggressively pushing a dramatic redesign of the Corps for future war incorporating new missiles, advanced sensors, unmanned platforms, and hypervelocity weapons. His Force Design 2030 effort has drawn enthusiastic support from those who agree that the Corps must change to remain relevant on a more lethal battlefield. But it has generated an equally fervent amount of criticism from others who think the effort is overly focused on China—rendering the Corps irrelevant across a range of other potentially more likely scenarios. To achieve its vision, the Corps is doing away with tanks, reducing conventional artillery, shrinking units, and placing new demands on the Navy, already struggling to modernize its fleet. But it is adding anti-ship missiles, doubling-down on unmanned systems, and reenergizing a profound discussion about the importance of naval power. Will a redesigned Corps make it irrelevant for land operations against conventional militaries of larger state powers or irregular forces like terrorist groups? Or are General Berger’s designs essential to America’s future ability to conduct nearly any military operation in any theater against a host of potential enemies?Join us for an in-depth conversation about all of this with nationally recognized experts who hold informed opinions on both sides of this issue: Dr. Frank G. Hoffman, Lt. Col. USMCR (Ret.), Distinguished Research Fellow at the National Defense University, and Mark F. As listeners of this podcast know, the Marine Corps is taking a new direction. The latest document to lay out this vision is Force Design 2030. The commandant, Gen. David H. Berger, aims to cut the size of the Marine Corps and let go of some legacy systems (most notably tanks) in order to -- in the words of a recent article in the Economist --- turn the Corps into "a commando-like infantry force with nimbler weapons: drone squadrons will double in number and rocket batteries will triple." In Berger's view, the Marine Corps must make these changes in order to work with the other armed services to deter the People's Republic of China, if necessary, or win a war against it.   Ryan spoke with Berger to get the inside story of these reforms, which he describes as being in their earliest phase. "This is not the end of the journey" he said, "but rather the beginning." And he calls upon more voices to chime in with criticism to ensure the Marine Corps is ready for the future of war.    Further reading and listening: Force Design 2030 David H. The U.S. Marine Corps stands on the brink of revolutionary change, driven by General David H. Berger, 38th Commandant of the Marine Corps. Just six days after taking office this summer, General Berger issued his Commandant’s Planning Guidance, in which he made a bold break from long-held imperatives that have driven the Corps’ organizing, acquisition, doctrinal, and training efforts for a half-century. Agreeing with his predecessor’s assessment that “The Marine Corps is not organized, trained, equipped, or postured” for the future, General Berger has laid out an audacious plan to reorient the Corps and design a force to meet the demands of Great Power Competition and future war.Join us for an in-depth conversation with the Commandant, in his first presentation for the general public, to gain greater insight into why he believes such dramatic change is needed, his orientation of the Corps to the Indo-Pacific, how the service plans to move forward, and what it implies not only for the Marines, but also for the U.S. Navy, the defense industrial base, and the ability of operational commanders to meet rapidly evolving future threats.
