For anyone who follows this podcast, it's never a surprise when you hear the words “I don't know.” Not due to a gap in knowledge of any kind or the question being one of an odd variety, but because it simply lives behind this giant wall of silence called the U.S. classification system. The Korean War has been over since 1953 and yet, we still don't know the full extent of U.S. culpability in using biological warfare against North Korean / Chinese forces. Censorship is a different matter. For a country ostensibly on the side of “free speech”, the United States often uses censorship to shore up their narratives among the American people. Today I'm joined by the journalist Jeff Kaye to talk about his work on the Korean War. He has illustrated how the US used biological warfare attacks against the North Korean and Chinese troops and civilian populations. We discuss the USAF and Marine Corps pilots who confessed to using biological weapons, and how the US government's story was that they were tortured and/or brainwashed into confessing. However, communications and signals intelligence document that there were biological attacks occurring, which is consistent with both the confessions, international commissions' findings, and other US documents that came out later. When the US POWs returned to the US, they were subject to interrogation under Project ARTICHOKE, a predecessor program to MKULTRA. It is not certain that this caused the flyers' recanted confessions, though it is fair to speculate that this could have been a factor. Mr. Kaye also documented how many of the same people who were involved with the biological warfare program were, in fact, the same people who were involved with the MKULTRA programs. Mr. Kaye's work directly addresses several key controversies of the Cold War and is crucial for understanding the Korean War, biological weapons programs in later years, international relations with the Koreas and China, and the MKULTRA programs. By scouring the Senate Intelligence Committee’s torture report and some declassified CIA documents, reporter Jeff Kaye has confirmed that there were two separate rendition, detention and interrogation programs run by separate branches of the agency’s Counterterrorism Center. The first, which we refer to as “Program A” in this podcast, is already known. Consultants James Mitchell and Bruce Jessen were paid over $80 million , we are told, to reverse-engineer torture techniques from the military’s Survival, Evasion, Resistance and Escape (SERE) program designed to train troops and spies to resist torture. Kaye builds a strong case that this effort amounted to human experimentation — for the purpose of designed to identifying the most effective torture techniques. “Program B” relied on “standard” interrogation tactics that included some forms of coercive interrogation, and it was not subject to the management and monitoring systems of the first one. Kaye says the separate programs were “stovepiped” so that front-line personnel assigned to one program didn’t know about the other. But top CIA management, —including current director Gina Haspel, former director George Tenet, and top lieutenants Cofer Black and Jose Rodriguez —, had to have known about both programs., Kaye argues. Dr. Jeff Kaye is a retired psychologist who has been practicing journalism for 15 years.
