This is the Catch Up on 3 Things for the Indian Express and I'm Flora Swain.It's the 10th of January and here are the headlines.While inaugurating the 10th edition of the Vibrant Gujarat Global Summit in Gandhinagar, Prime Minister Narendra Modi said the Central government is working towards making the country a developed nation in the next 25 years. He said, quote, "We have the goal of making it a developed country by the time it celebrates 100 years of independence. Therefore, these 25 years is India's Amrit Kaal." Unquote. Vibrant Gujarat is a biennial summit organised by the Gujarat government with a focus on bringing investment from other states and countries.The police questioning of Suchana Seth, a Bengaluru-based start-up CEO who allegedly murdered her four-year-old son at a Goa hotel in Goa, and the child's post-mortem has revealed that the boy was "smothered". A Karnataka government doctor who conducted the post-mortem, said the body did not show signs of rigor mortis – stiffening of the limbs of the corpse caused by chemical changes in the muscles. This indicated that the alleged murder took place at least 36 hours earlier.While Republic Day preparations are on full swing at the Kartavya Path in New Delhi, several Opposition-ruled states and the Central government have been engaged in a war of words over their tableaus being rejected. While Karnataka Chief Minister Siddaramaiah has called the Centre's move as an insult towards Kannadigas, Punjab CM Bhagwant Mann said that the Central government was suffering from an anti-Punjab syndrome". The Centre, however, has stuck to its decision, issuing clarifications regarding the disqualifications.A senior police official in Dahod has said they have not yet received any information about the surrender of 11 convicts in the Bilkis Bano gangrape case after the Supreme Court quashed the Gujarat government's decision to grant them remission. A police force remains deployed in the area where the convicts are living in order to maintain peace. He also said the convicts are "not incommunicado" and some of them are visiting relatives.Flagging concerns regarding the "influence" that social media platforms can have on democratic processes, Union Minister of Communications, IT and Railways, Ashwini Vaishnaw, said that while India currently has a regulatory framework that can deal with the issue to an extent, a "much more comprehensive legal structure" was needed.Speaking at The Indian Express Idea Exchange event, he also emphasised that there is a need for these platforms to be subjected to increased accountability.This was the Catch-Up on the 3 Things by The Indian Express.

Part of the International conference on Maharashtra in September 2021 - Gopa Sabharwal, University of Delhi Following the widespread dispersal of the Marathi speaking communities over an area much wider than that occupied by the present state of Maharshtra (the formally designated home state of the Marathi speakers – this paper focuses on the Marathi speaking people resident in what was earlier Belgaum (now Belgavi), a region that lay at the margins of two linguistic cultures Kannada and Marathi. This sizeable Marathi speaking diaspora have a long history of settlement in this region but were left out of the formal grouping of Marathi speaking areas following the linguistic reorganization of Indian states post independence. They were placed instead in Karnataka the home land of Kannada speakers, on the other side of the border and have ever since, lived in a situation of so near yet so far in many respects specially their cultural and linguistic identity. Their lives in Karnataka have led to a continued tussle between them and the Kannada speakers at various levels social, cultural, political and economic. They have deep ties with the mother state so to say but also have a hybrid culture of their own with intermarriages with the Kannadigas and emotional ties to the land they are settled on. Following an earlier in-depth study of various aspects of ethnic identity formation of this group of settlers in Belguam (in 1993), the current paper intends to look at how the articulation of their linguistic identity and its manipulation by various stakeholders has progressed over the last two decades. It seeks to set out the many dimensions of articulation of ethnic identity and political, economic and educational agendas and the reactions to these by various agencies formal and informal. The recent establishment of the alternate State legislature of Karnataka in Belgaum and the renaming of the town to Belgavi are cases in point.

A decades-old border dispute between Maharashtra and Karnataka has caught fire again, with Maharashtra Chief Minister Uddhav Thackeray staking claims to some long-disputed territories between the states. Maharashtra, for the last 60 years or so, has been laying its claim on areas such as Belagavi, Karwar, Nippani, Vijayapura, Dharwad and Uttara-Kannada – that are currently a part of Karnataka, arguing that Marathi-speaking regions should come under Maharashtra. And recently, in a public book launch event on 27 January, as CM Thackeray revived the state governments agenda asking for the disputed areas to be made into a union territory until the problems are resolved, Karnataka Deputy Chief Minister Lakshman Savadi spat back at him saying that Mumbai should be made into a Union Territory.While Thackeray accused the Karnataka government of deliberately changing Belgaum's name to Belagavi... even threatening to take the matter to court, Savadi condemned the statements made by Shiv Sena top brass and said that Marathi people in Belgaum are like all Kannadigas in the state. The Karnataka government seems to making efforts to make the State become one of India's largest exporters. Its new industrial policy is said to help create more jobs as well as facilitate research and development. But one controversial policy could derail this initiative. Kannada and Kannadigas have suffered from an illegal, unconstitutional ban on dubbing into Kannada, that is over 50 years old. The dubbing ban has been steadily contested by a #DubbingBeku movement, where multiple films have finally been dubbed into Kannada, and a dubbed movie was released in over 100 theatres in the state in 2018.
