THE POLITICS OF TRIBUNES AND REFORM Colleague Douglas Boin. Boin details the divide between the Optimates and Populares. He explains how Clodia and her brother Clodius used the office of Tribune—the "people's protector" with veto power—to enact reforms. This strategy allowed them to challenge the Senate's authority and set the stage for Clodius's political dominance. NUMBER 14

County executive rejected extra prosecutors Dutchess County legislators voted on Wednesday (Dec. 17) to keep two new prosecutors and an administrative assistant in the district attorney's budget for next year, despite warnings from County Executive Sue Serino about "difficult decisions" ahead. By a quick voice vote, legislators rejected Serino's veto of their bipartisan amendment to add the positions to the $653.6 million spending plan that they passed Dec. 8. Their additions included five new DA positions overall, costing $711,000, plus other amendments that increased Serino's $651.4 million proposal by $2.2 million and the use of reserve funds, or savings, by $7.2 million. In a memo explaining her veto, Serino said District Attorney Anthony Parisi had decided to "walk back" an agreement to hold the positions vacant to offset $300,000 in spending on promotions for 22 of his attorneys. Serino said she sought a compromise: allowing Parisi to keep two of the five new positions, a third prosecutor and a junior accountant approved by the Legislature. Even without the three extra positions, Parisi's office would have 73 employees, compared to 68 when he took office last year, said Serino. "You all share in the responsibility for fiscal sustainability," she said before Wednesday's override vote. "We will need to compromise in the new year to work together to do what's right for our community while minimizing the impact on taxpayers." In a statement released shortly after the override vote, Parisi said the positions were "the five most critical" of nine he asked legislators to add to Serino's draft budget. Without them, the district attorney's ability to prosecute would have been "significantly reduced," he said, citing "growing demands" from the reform of state evidence-sharing rules and ongoing efforts to fight drug and violent crime and elder abuse. "Unfortunately, the county executive's vetoes failed to acknowledge the real-world consequences these cuts would have had on victims, law enforcement and the safety of our communities," said Parisi. All 15 Republicans voted for the amended budget, with nine of 10 Democrats (one was absent) voting against the plan. It anticipates $268 million in revenue from sales taxes, $107 million from property taxes and the use of $34 million in savings - $7 million more than Serino proposed. The tax levy will stay below a state-mandated cap, and the rate assessed on property owners will fall slightly, from $2.17 to $2.10 per $1,000 of assessed value. The budget also eliminates 10 vacant jobs and leaves 17 unfilled. Legislators also rejected a proposal by Serino to end an exemption from the county's 3.75 percent sales tax on clothing and shoes costing less than $110. (Dutchess consumers pay 8.125 percent sales tax, which includes 4 percent for the state and 0.375 percent for the Metropolitan Transportation Authority.) Letting the exemption expire as scheduled on March 1 would have yielded $5.4 million in additional revenue, including $133,000 for Beacon under a revenue-sharing agreement, according to Serino. Beacon's share of sales tax collections, which was $6.1 million in 2025, will still rise from 2.35 percent to 2.45 percent in 2026, or about $268,000. On Wednesday, legislators also approved each municipality's share of the $107 million property-tax levy. Beacon property owners will be assessed $4.7 million. After Jan. 1, Serino will have to work with a Legislature led by Democrats, who defeated five Republican incumbents in November to flip the 15-10 majority. Democrat Yvette Valdés Smith, who represents Ward 4 in Beacon and part of Fishkill as the minority leader, is expected to succeed Republican Will Truitt as majority leader.

Joseph Postell suggests correcting the Chadha precedent by adopting a view of severability where delegations of power are unconstitutional without the accompanying legislative veto. IntroductionThe crucifixion, intended as a deterrent by Rome, is intedened to kill people in a demeaning, painfully slow way. The intention was to deter anyone from rebelling against Rome.A successful execution is when someone stays dead. A really successful crucifixion is when one is deterred and broken against any hope of rising above the empire. The irony of the cross is that Christ faces the consequences of being nailed to the tree like a covenant breaker. He does so showing that this age is not a place of rest because he is an innocent man sent to death. It important to note that while Rome miscarries justice we witness heaven's court overturning the miscarriage of justice. The death of Christ is necessary to bear the penalty of sin. However, the resurrection is even more necessary because it testifes to Christ's innocence. Luke wants us to understand that the death was not a failure, a plan B, but it was the intended plan to overturn the fall's consequences.Resurrection RevealedThe women, witnessing the burial, returned to the tomb on the first day of the week with spices, expecting to find Jesus' body. Instead, they encountered two angels in dazzling apparel who reminded them of Jesus' prophecy of his resurrection, leading the women to believe and share the news that Jesus had risen. We are forced to see that we do not prepare Christ for this age. It is Christ who redeems, secures, and is preparing us to dwell with him in paradise. Christ is our shield and defender who secures our place.Resurrection RejectedTwo disciples, Cleopas and another, walk to Emmaus. They are lamenting Jesus' death and dismissing the women's resurrection testimony. Jesus, unrecognized, joins them and rebukes their lack of understanding, explaining how the prophets foretold his death and resurrection. He then explains the scriptures, revealing himself as the Messiah and fulfilling the prophecies. Our problem is that we fail to see the depth of sin. Our bigger problem is we fail to see the resurrection power that is working with in us.Resurrection RegardedTwo men on the road to Emmaus invite a stranger, who is Christ, and their eyes are hidden from seeing him. They express their disappointment that Christ has died. They see this as Christ's failure rather than a necessity for Christ to fulfill his mission.Christ teaches them that this is what the prophets said. Christ is the embodiment of God's word. He fulfills the mission. He is the perfect God-Man who is hung upon the tree as a covenant breaker. The cross is not becasue Christ failed, but because Christ had to fulfill this mission. They end up inviting Christ to stay with them for the night. During a meal, Christ breaks bread, revealing his identity to them before disappearing. This encounter emphasizes Christ's role in preparing us for glory and highlights his patience and mission despite our doubts and misunderstandings.ConclusionThe cross is significant because it represents the depth of sin and the necessity of what it takes to overcome the consequence of the fall. Christ's sacrifice for redemption does not end in death, but ultimately in resurrection. Christ's resurrection is heaven's veto to the world's death sentence. It is because Christ has been raised that believers currently possess new life and a guarantee (down payment) of eternal life in Christ and with him in paradise forever.Let us never minimize the significance of the resurrection. Let us push forward in the confidence that our Lord is our shield and defender. He is the Lord of life and not death. As we take hold of Christ by faith we share in that victory.

MDJ Script/ Top Stories for November 12th Publish Date: November 12th Commercial: From the BG Ad Group Studio, Welcome to the Marietta Daily Journal Podcast. Today is Wednesday, November 12th and Happy Birthday to Al Michaels I’m Keith Ippolito and here are the stories Cobb is talking about, presented by Times Journal Cobb, Marietta teaching excellence pays off — in horsepower Nathan Deal calls for civility, bipartisanship GMDT’s The Nutcracker will be Thanksgiving weekend All of this and more is coming up on the Marietta Daily Journal Podcast, and if you are looking for community news, we encourage you to listen and subscribe! BREAK: INGLES 7 STORY 1: Cobb, Marietta teaching excellence pays off — in horsepower This week, two of Cobb County’s best teachers got the surprise of a lifetime—a brand-new car to drive for a year. In a tradition that never gets old, the Cobb Chamber, with help from Voyles Automotive Group, handed out free one-year car leases at their monthly luncheon. Hailey Howdyshell, a first-grade teacher at Hickory Hill Elementary, drove off in a sleek Hyundai Santa Fe Hybrid, while Amanda Dillard, a special ed teacher at Pope High, snagged a Kia Telluride. Other honorees? Caleb Garrett (Compton Elementary) got a Honda Passport, and Lakeisha Gray (Betty Gray Middle) scored a Jeep Wrangler. Teachers, you deserve it. STORY 2: Nathan Deal calls for civility, bipartisanship Former Gov. Nathan Deal didn’t hold back this week when he spoke to the Cobb Chamber of Commerce, urging lawmakers to ditch the shouting matches and rediscover bipartisanship. In a candid chat with Superior Plumbing CEO Jay Cunningham, Deal reflected on how politics has changed—and not for the better. “It used to be you had to prove you could govern,” he said. “Now, it’s just about who yells the loudest and raises the most money.” Deal, who led Georgia from 2011 to 2019, highlighted his bipartisan work on criminal justice reform, calling it “the right thing,” not a political win. Before wrapping up, Deal shared a personal project: his children’s book, Veto the Governor’s Cat, inspired by his late wife, Sandra. “Kids listen to animals more than adults sometimes,” he joked. The book teaches lessons on courage, patience, and embracing differences. Cunningham called Deal “a man of humility and integrity,” thanking him for his service to Georgia. STORY 3: GMDT’s The Nutcracker will be Thanksgiving weekend The Georgia Metropolitan Dance Theatre is bringing the magic of The Nutcracker back to Marietta this holiday season, with performances Nov. 28-30 at the Jennie T. Anderson Theatre. Picture this: the Stahlbaum family’s festive party, a mysterious magician stirring up chaos, toy soldiers battling giant mice, and a journey through a snowy forest to the dazzling Kingdom of Sweets. It’s everything you love about the holidays, wrapped in one enchanting ballet. This year’s cast features dancers as young as seven alongside high school seniors, plus guest artists Alex Gonzaga, Raul Peinado, and D Patton White. Break: STRAND THEATRE STORY 4: Smyrna man accused of DUI after crash leaves driver seriously injured Eriberto Cante, 25, of Smyrna, is facing serious charges after a crash on Oct. 12 at the intersection of Church Street and N. Marietta Parkway. Police say Cante, driving a blue 2003 Toyota Rav4, ran a red light and was hit on the passenger side by another car with the right of way. The collision, caught on Cobb County’s Real Time Crime Center cameras, left a man unconscious with a brain bleed and fractured ribs. Officers reported smelling alcohol on Cante, who admitted to drinking five Modelo beers earlier. His blood alcohol level? A staggering .234. He also didn’t have a valid license. Cante was arrested Oct. 24 and released three days later on a $15,000 bond. STORY 5: Pro women's soccer team could be headquartered in Marietta Arthur Blank, the billionaire behind Atlanta United and the Falcons, is reportedly bringing an NWSL expansion team to Atlanta, according to The Athletic. The price tag? A record $165 million. The team, set to debut after the 2026 season, will play at Mercedes-Benz Stadium, just like Blank’s other teams. But will it call Marietta home? Atlanta United’s $90 million training facility on Franklin Gateway seems like a natural fit. With six fields, a podcast studio, and plans for hydrotherapy rooms, it’s already top-notch. Plus, Blank owns extra land nearby—plenty of room to grow. Marietta Councilman Johnny Walker is hopeful. “It’d be a win-win,” he said. Break: STORY 6: Mayor Tumlin reelected as Cobb County certifies tight race It’s official: Steve “Thunder” Tumlin will stay Marietta’s mayor, edging out challenger Sam Foster by just 89 votes. The Cobb County Board of Elections certified the Nov. 4 results Monday, locking in Tumlin’s 50.3% to Foster’s 49.7%. Close? Absolutely. Turnout was low—just 24.9% of Cobb’s 565,686 eligible voters showed up. Most voted on Election Day, but Acting Elections Director Michael D’Itri noted a few hiccups: abandoned ballots, long lines at Thompson Community Center, and a handful of discrepancies. “It was a tough day,” D’Itri admitted, but praised poll workers for pulling it off. Runoffs for Marietta City Council Wards 3 and 5 are set for Dec. 2. Early voting starts Nov. 22. STORY 7: Braves complete coaching staff, retain Hyers, Perez The Atlanta Braves shook up their coaching staff Tuesday, announcing a mix of familiar faces and fresh hires for Walt Weiss’ first year at the helm. Tim Hyers is back as hitting coach for his second season, and Eddie Perez—yes, the 1999 NLCS MVP—is returning for his 37th year with the organization. That’s loyalty. New faces? Tommy Watkins takes over as third base coach after years with the Twins, Dustin Garneau steps in as catching coach, and Darnell Coles joins as assistant hitting coach, bringing over a decade of experience. Tony Diaz rounds out the group as a major league coach. Oh, and Tony Mansolino, originally hired as third base coach, will now serve as Weiss’ bench coach. Big moves all around. Everyone agrees Pittsburgh needs more housing, but how to build it — and ensure at least some of it is affordable — is trickier. Mayor Ed Gainey proposed a package of ideas last year that included requiring developers to set aside affordable units in big, new buildings. Then came a competing proposal. Then months of talks. At the end, deputy mayor Jake Pawlak says he thought the city had found a compromise with City Councilor Erika Strassburger. Host Megan Harris is back with Pawlak talking about why he says the mayor's office was “blindsided” by her recent amendment to Gainey's plan — and why Gainey may veto it if he gets the chance.
