    “I don’t think there’s any mathematical way, looking at the field and the number of candidates, that there wouldn’t be a runoff,” political strategist David Axelrod told the Tribune last week. Underscoring the slim possibility of a final decision Tuesday night, he said: “I mean, meteorologically there’s a way to get hit by lightning, but that doesn’t mean it’s going to happen.” The horse rac Axelrod, the architect of former President Barack Obama’s political rise, said he thinks Cook County Board President Toni Preckwinkle likely will secure one of the two runoff spots with the backing of two powerful labor groups: the Chicago Teachers Union and Service Employees Union International. Early voting numbers by Friday had reached 74,000 and by Monday were expected to exceed the 89,000 early votes cast in 2015. Vote-by-mail, once known as absentee voting, is up. Of the 63,000 who applied to vote by mail — nearly triple the requests made in the last two city elections — about 24,000 ballots had been returned. One clue may come from Chicago’s voter registration numbers. They’re slightly up, which may add up to more voters heading to the polls. Right now, the city has 1.58 million registered voters on the rolls, up from 1.4 million in 2011 and 1.42 million in 2015 — the last two municipal election years. In 2011, 594,000 voters, or 42 percent of those registered, cast a ballot, while that number dipped to 438,700, or 34 percent of registered voters, in 2015, though the mayoral runoff between incumbent Mayor Rahm Emanuel and challenger Jesus “Chuy” Garcia, now a congressman, drew a whopping 600,000 voters.

    Texas - Congresswoman Veronica Escobar and several El Paso elected officials held a news conference Monday to ask President Donald Trump "to correct the record on his misleading State of the Union remarks about El Paso, and to apologize to El Pasoans for misrepresenting their hometown." During his State of the Union address last week, President Trump claimed El Paso became one of the safest cities in America after the installation of a border barrier. Trump's comment ignited a firestorm of criticism from local leaders. "The border city of El Paso, Texas used to have extremely high rates of violent crime - one of the highest in the country - and considered one of our nation's most dangerous cities," Trump said.     A third scandal to hit the Democratic administration of Virginia sent the Capitol reeling on Wednesday. Attorney General Mark Herring, in a statement he issued late in the morning, said he dressed in "brown makeup" and a wig to imitate rappers as a 19-year-old at the University of Virginia. Herring is next in line to become governor if both Gov. Ralph Northam and Lt. Gov. Justin Fairfax step down. Northam is facing calls to resign over a photo on his medical school yearbook page showing men in a Ku Klux Klan robe and blackface, and Fairfax has been accused of sexually assaulting a woman in 2004.     The first and foremost reason I was interested is that I thought Trump might signal his strategy on the border wall — e.g. whether he was willing to shut down the government again, or declare a national emergency, or whatever else. But he didn’t really do that. It’s not even clear that he has his strategy figured out. Now, arguably, the lack of a threat to shut down the government or to declare an emergency is itself newsworthy, a pulling back from the brink if you will, but there was also enough rhetoric about the importance of the wall and how dangerous illegal immigration is that I’m not sure I’d give too much credence to that theory.     A job in the government has long been underwritten by the understanding that while you wouldn’t strike it rich on the federal pay scale, you also didn’t need to worry about the corporate world’s mercurial whims. The focus was on serving the public, rather than pursuing profits. The pace could be frustratingly inefficient, but it also was not maddeningly chaotic. And the trade-off came with solid health and retirement benefits. That grand bargain — deployed for decades to lure talent into the government ranks — is threatened today by a bruising shutdown with no end in sight. And this is the third shutdown in one year.  The situation is exacerbated by a president who appears to view many government workers with contempt, deriding the federal bureaucracy as “the Deep State” and noting derisively via tweet that DJ Trump thinks most government workers are Democrats.     Russell  Vought took the helm of the Office of Management and Budget a little more than a week ago, after agencies began closing their doors. In just a few days, he has used his perch to make several controversial decisions aimed at blunting the impact of the partial government shutdown — moves meant to buy President Trump more time to drag out the closure, which is on the verge of becoming the longest in U.S. history. It was his decision to allow the Internal Revenue Service to pay tax refunds during the shutdown, something that hadn’t been previously allowed and that some Democrats called legally dubious. He was also involved in the effort to find money to pay food stamps in February, after it appeared that millions of Americans could lose the benefit.Vought wrote in 2016 that “Muslims do not simply have a deficient theology. At the very heart and center of the celebration of Kwanzaa is the ethical imperative and so-cial  obligation  of  the  cooperative  creation and sharing of an inclusive Good. This prin- ciple and related practice are rooted in itsan-cient  origins the  African  harvest  and  the communitarian  worldview  and  way  of  life that undergirded and informed it.     Homelessness in the U.S. has remained almost flat in 2018, highlighting the magnitude of the problem in Seattle, where the number of homeless people swelled by more than 10 times the national average, according to new federal data. Homelessness rose 0.3 percent nationally this year, according to a report released Monday by the U.S. Department of Housing and Urban Development. The agency announced the results of counts of homeless people from one night in January in more than 3,000 cities and counties, a study that’s been conducted annually for more than a decade. Seattle remained — as it has since 2015 — third in the nation when it comes to the sheer number of homeless people.Seattle Times
