Good morning, RVA! It’s 52 °F, and you can expect another wonderful day ahead of us with temperatures in the mid 80s—another wonderful day to get out there and enjoy!Water coolerThe Richmond Police Department and VCU are both reporting that the person shot to death on the 400 block of Gilmer Street was 20-year-old student Cody Woodson. Woodson was murdered around 8:00 PM on Monday night. Ali Rockett and Reed Williams in the Richmond Times-Dispatch report that this is the second deadly shooting on the same block of Gilmer in as many days.As of this morning, the Virginia Department of Health reports 1,434 new positive cases of the coronavirus in the Commonwealthand 41 new deaths as a result of the virus. VDH reports 155 new cases in and around Richmond (Chesterfield: 81, Henrico: 43, and Richmond: 31). Since this pandemic began, 1,238 people have died in the Richmond region. Locally, we’ve seen reported case counts fluctuate over the past month or so, but, looking at Richmond City’s numbers specifically, I think you can spot a trend. One month ago, on March 7th, the seven-day average of new cases in Richmond sat at 27.4. Today, that number has increased to 42.1. Across the region we’ve seen about a 19% increase in new reported cases over the last month, almost entirely driven by the numbers in Richmond. I don’t know what the deal is, but it’s just another reminder to continue treating this disease seriously. It’s also another reminder to go pre-register for the vaccine at vaccinate.virginia.gov if you haven’t already. Everyone can pre-register, and it takes five minutes! Just go do it!Sabrina Moreno at the RTD reports that the Centers for Disease Control will award Virginia a $77.1 million grant “to help remove accessibility barriers limiting vaccine uptake and equitable distribution among the state’s most-affected populations.” Sounds like most of this money will flow back out to local health districts to support their work in Black and Brown communities and their vaccine hesitancy work (which can, but do not necessarily, overlap). That’s a lot of cash to dump into outreach programs! I’m really interested in what happens once the entire state is eligible for vaccination. Do we see a huge crush of folks queueing up at the Raceway? Has everyone who’s stoked to get vaccinated already done so? I just don’t think we know yet. With only a little over 30% of Virginians with at least one dose, we’ve got a lonnnnng way to go before we reach our herd immunity target of 75%. I imagine connecting with the huge and remaining chunk of folks not yet or not interested in getting vaccinated will be a lot of ongoing, hard work.Two boring updates! First, I’ve got the audio from Council’s third budget work session up on The Boring Show, which you are free to listen to while you enjoy today’s wonderful weather. I only recently got around to listening to last week’s second work session, and I really recommend that you try to find the time to do so. There’s a good back-and-forth between Councilmember Larson and CAO Lincoln Saunders about funding CIP projects in councilmembers' districts, and Councilmember Trammell delivers one of her classic monologues. I am sympathetic to some of the councilmembers' concerns, but, also, they have the full authority to amend the Mayor’s budget! I like to listen to these work sessions, hear the complaints from Council, and then compare/contrast to the budget amendments they ultimately submit. Second, that Planning Commission resolution to declare a citywide rezoning to allow ADUs passed. Onward and upward!VPM’s Whittney Evans recaps yesterday’s Commonwealth’s Attorney forum, if you missed it. And, over on the Virginia Mercury, Graham Moomaw reports from last night’s Democratic gubernatorial debate. I watched the latter, and for me the headlining moment came when Lt. Gov. Fairfax compared himself to George Floyd. Here’s Kenneth Gilliam, Jr., policy director for New Virginia Majority, on the comments: “There is so much to unpack about Fairfax’s comments this evening. but, without question, they were traumatizing for many and an insult to the lives lost due to white supremacist violence.” Here’s Jamil Smith, writer at Rolling Stone, “Justin Fairfax, who is credibly accused of sexual violence by two black women, joined the likes of Bill Cosby, R. Kelly, and Clarence Thomas by likening such allegations to a lynching. And he actually did it in Virginia, while talking about real lynchings.”The City installed these “stop for pedestrians” signs in the middle of Brookland Park Boulevard at its intersection with the Cannon Creek Greenway, and, seven days in, this one has seen better days. I guess it’s either “hilarious” to hit a sign protecting pedestrians with your car or that intersection is dangerous enough that it needs real improvements to slow traffic and make crossing there safer on foot or on bike.I don’t know if this is useful, but Venture Richmond posted some downtown-related numbers as part of their Annual Community Update. For example, did you know that downtown accounts for 53% of the city’s jobs? Or that downtown holds a quarter of the retail businesses and a third of the restaurants and bars? However, before you do! I found this visual description of the region’s transit governance system(s) and the accompanying narrative really helpful. Maybe even enjoyable!First and foremost — what is transit governance? Think of it as Government+, like how Disney+ is Disney plus a few other networks. So for governance, in addition to elected officials, laws and ordinances, and other formal institutions of the state, governance also can include “elected and non-elected government officers, nongovernmental organizations, political, parties, interest groups, …and other relevant actors in the decision-making processes that produce government action”. For example, bus riders, political parties, RVA Rapid Transit, and city officials all fall into the umbrella of transit governance. In regards to Richmond’s transit governance, there are 4 main bodies that comprise most of the decision-making, funding, and operation of transit here in Richmond. They all have different roles. Sounds like a day worth enjoying.Water coolerAs of this morning, the Virginia Department of Health reports 1,023 new positive cases of the coronavirus in the Commonwealthand 31 new deaths as a result of the virus. VDH reports 154 new cases in and around Richmond (Chesterfield: 51, Henrico: 61, and Richmond: 42). Since this pandemic began, 1,232 people have died in the Richmond region. Case counts across the state are on a downward trend—at least over the last five or so days. Plateau or nah? You can question the local case count similarly, I think. Check out the graph of the combined 7-day average of new reported cases in Richmond, Henrico, and Chesterfield. Hmmm…definite notes of plateau.Over on the vaccine side of the house, parts of Virginia are already in Phase 2: Everybody Else. As of yesterday, the Chesapeake, Norfolk, and Virginia Beach Health Districts have all moved in to Phase 2. Actually, looking at this map, there area bunch of Health Districts already in Phase 2. We’ll get there soon, y’all—hold tight. And until then, remain vigilant, wear a mask, keep your distance, and work from home if you can!Eric Kolenich at the Richmond Times-Dispatch has an update on something I wrote about yesterday and reports that University of Richmond’s board of trustees has decided to pump the brakes on leaving racists' names on two campus buildings. This comes after the faculty senate voted to censure the rector of the board of trustees. This all feels so predictable and avoidable, doesn’t it? I wonder if the board underestimated the amount of blowback they’d get or if they didn’t even consider it.Related, the RTD’s Chris Suarez sat through yesterday’s Council meeting and reports on how Council will move forward on disposing of the Confederate monuments. Well, kind of. In a very Council way, they couldn’t decide if they wanted to go through the disposal process themselves or if they wanted the Mayor’s administration to handle it instead. Or maybe the Mayor’s administration could do most of the work but keep Council in the loop? TBD! To Council’s credit, though, they have lost a ton of staff recently, and, with the budget season ramped fully up, I doubt Confederate monument disposal is high on anyone’s list.Jonathan Spiers in Richmond BizSense has the details on these perpendicular-to-the-street townhomes proposed for a site in Highland Park. Every one comes with a spiral staircase to access the shared lawn! I’m fascinated by this concept (the perpendicular townhomes, not the spiral staircases) and interested in if we start seeing more of these pop up. Converting a big lot in a single-family neighborhood into 12 homes is definitely one way to do some mild density.Tonight you’ve got two ways to learn more about the candidates running to represent you in various ways. First, the University of Richmond School of Law will host a virtual policy platform discussion with the Commonwealth’s Attorney candidates today at 12:00 PM, featuring both incumbent Colette McEachin and challenger Tom Barbour. After flirting with a bid for months, Snyder, 48, will release a campaign video on Tuesday that touts his business savvy while slamming outgoing Gov. Ralph Northam (D) and Terry McAuliffe, a Democrat trying to reclaim the office he held from 2014 to 2018. “My career has been about building businesses, creating new industries, making dreams become reality — all while disrupting the status quo,” Snyder says in the video. “We’ve had eight years of failed leadership by Northam, McAuliffe and the rest of the career politicians. It’s clear we need change.” Snyder makes no explicit reference to his rivals for the GOP nomination: Del. Kirk Cox (Colonial Heights), a former speaker of the House of Delegates; state Sen. Amanda F. Jackson went on to lose the general election to Northam, who won the governorship four years later. Just over 24 hours after announcing his presidential bid, Senator Bernie Sanders of Vermont has already raised $6 million from more than 225,000 donors, his campaign said Wednesday morning. That amount far surpasses what any of his rivals have disclosed raising after their own announcements this year. Previously, Senator Kamala Harris of California had claimed the biggest early fund-raising haul that had been made public, with $1.5 million in 24 hours. In comparison, Sanders' campaign said its fund-raising in the first 24 hours came to $5.9 million. Sanders' early fund-raising success is not unexpected; after all, he raised well over $200 million when he ran against Hillary Clinton for the Democratic nomination in the 2016 election, and his list of online donors dwarfs those of his rivals. I know that it is still very early in the game, but is this a data point that we should take note of? Two new polls out today show pluralities say Democratic Virginia Governor Ralph Northam should not quit or be forced out over a racist photo that appeared on his medical-school yearbook page 35 years ago. Most African-American voters agree that he shouldn't go, according to one of the surveys. In a Quinnipiac University poll, 42 percent of voters said Northam should resign — but more, 48 percent, said he shouldn't. White voters are split evenly — 46 percent said he should resign, and the same percentage said he shouldn't — but a majority of black voters, 56 percent, said Northam should not quit. Even fewer Virginians said Northam should resign in a second poll out Wednesday, conducted by Ipsos Public Affairs for the University of Virginia Center for Politics. In that poll, which surveyed adults in the commonwealth, only 31 percent said Northam should resign, compared to 43 percent who said he shouldn't. Both polls show scant support for impeaching Northam. In the Quinnipiac poll, only 26 percent said Northam should be impeached, while nearly two-in-three voters, 65 percent, said he shouldn't. In the Ipsos/UVA poll, just 21 percent said the General Assembly should remove Northam, while 56 percent said state legislators shouldn't impeach the governor. How are we to interpret this data? What does say about the status of Lt. Gov. Justin Fairfax? It is reported that Russian President Vladimir Putin said today that his country's new missiles would point toward the United States if Washington deploys missiles in Europe. Putin emphasized that Russia will only respond if the United States makes the first move, but his remarks were among the strongest yet on a potential new arms race after the countries' mutual pullout from a Cold War-era nuclear weapons treaty. Is this an accurate translation of his position, with the proper context and nuance? The state’s black voters might forgive racist conduct by Gov. Ralph Northam simply because he is a Democrat, said Gregory McLemore, vice chairman of the Virginia Democratic Black Caucus. “We need to support our fellow Democrats. United you stand, divided you fall,” said Mr. McLemore, a city council member in Franklin, Virginia. “I can’t [forsake] Gov. Northam for acting white in America.” The Suffolk County District Attorney’s Office in Massachusetts has offered to hear from one of the women accusing Virginia Lt. Gov. Justin Fairfax of sexual assault, saying in a statement that office “resources” are available to her and underscoring that victims can come forward without being compelled to testify at trial. Rep. Ilhan Omar (D-Minn.) apologized this afternoon for what many saw as anti-Semitic comments discussing links between AIPAC, as well as other Zionist lobbying efforts and money, and American policy output. She quote tweeted journalist and Intercept co-founding editor Glenn Greenwald, who said: "GOP Leader Kevin McCarthy threatens punishment for @IlhanMN and @RashidaTlaib over their criticisms of Israel. It's stunning how much time US political leaders spend defending a foreign nation even if it means attacking free speech rights of Americans," and she added that McCarthy's motives were “all about the Benjamins.” When people asked what she meant, Omar tweeted, “AIPAC,” referring to the American Israel Public Affairs Committee, an influential pro-Israel lobbying group that has spent millions sending lawmakers on visits to the Jewish nation over the years. What did Congresswoman Omar say or tweet, and was it anti-Semitic? A Virginia state legislator, Delegate Patrick A. Hope, who intended to begin impeachment proceedings against Lt. Gov. Justin Fairfax, backed off today after African-American lawmakers demanded there not be a rush to oust Mr. Fairfax, who is black, over accusations of sexual assault while the state's white governor and attorney general are refusing to resign after they admitted wearing blackface in their youth. This situation is getting more complex by the day. Mr. Hope circulated a resolution on Sunday that would have directed a House of Delegates committee to determine whether allegations of sexual assault against Mr. Fairfax by two women, Meredith Watson and Vanessa C. Tyson, “constitute conduct sufficient to provide grounds for impeachment.” He had said on Friday evening that he would introduce articles of impeachment today if Mr. Fairfax, a fellow Democrat who denies the allegations, had not resigned by then. Mr. Hope backed down after a Sunday night conference call among House Democrats turned heated, according to two Democrats directly familiar with the call who spoke on the condition of anonymity to discuss party matters. Mr. Hope said on Twitter on Monday that discussions with his colleagues had “led to additional conversations that need to take place before anything is filed.” Members of the Virginia Legislative Black Caucus, who have been agonizing over what to do regarding all three of the state's executives for over a week now, believe the claims against Mr. Fairfax should be litigated in a legal setting, not a political venue.Forty years ago today, Iranians engaged in a bloodless revolution. Venezuelan President Nicolas Maduro has written an open letter to the people of the US. “I forged myself in the heat of popular and union struggles in a Venezuela submerged in exclusion and inequality. I am not a tycoon, I am a worker of reason and heart … rooted in a model of inclusive development and social equality, which was forged by Commander Hugo Chávez since 1998 inspired by the Bolivarian legacy.” He frames this in a socialist historical context of a class struggle. “Your national representatives of Washington want to bring to their borders the same hatred that they planted in Vietnam … The history of the usurpation of power in Venezuela is as false as the weapons of mass destruction in Iraq. It is a false case, but it can have dramatic consequences for our entire region.” What are we to make of this? US President Donald Trump also intends to disturb noble dialogue initiatives promoted by Uruguay and Mexico with the support of CARICOM for a peaceful solution and dialogue in favor of Venezuela. We know that for the good of Venezuela, we have to sit down and talk, because to refuse to dialogue is to choose strength as a way. Keep in mind the words of John F. Kennedy: "Let us never negotiate out of fear. But let us never fear to negotiate." Are those who do not want dialogue afraid of the truth?Thousands of Haitians protest corruption and rising living costs. At least two people died and 14 police officers were injured Thursday, police said, as thousands of Haitians protested against rampant inflation and demanded the resignation of President Jovenel Moise on the two-year anniversary of his inauguration. "For two years, Jovenel has promised to fill our plates. But I can't eat lies," protester Josue Louis-Jeune said in the capital of Port-au-Prince, banging a metal plate with a spoon. As Haitians reel from 15 percent inflation over the past two years, a sharp drop in the value of the gourde — the national currency — against the US dollar has only intensified price increases on mostly imported everyday essentials. Unlike the October 17 and November 18 anti-corruption protests, however, where demonstrators demanded an accounting of $2 billion in allegedly misused money from Venezuela's PetroCaribe oil program, Thursday's demonstrations mostly centered on the economic malaise that has been gripping the country and led to some bakeries and other stores shuttering their doors earlier in the week in disgust.Also, it's Friday: that means its panel time, as my panelists discuss the major stories of the week. A second accuser comes out against embattled Virginia Lieutenant Governor Justin Fairfax. Fairfax is denying the latest sexual assault allegation made against him. He is calling for a full investigation into the allegations, because he believes it will show that he is telling the truth. He said this is an obvious and vicious smear campaign against him, and he will not resign. Lawyers for Meredith Watson sent a letter to Virginia lawmakers today claiming Fairfax raped her in 2000 when they were both students at Duke University. She claims she immediately told friends about the rape after it happened. The National Enquirer's parent company, American Media Inc., says it will "thoroughly investigate" blackmail allegations made by Amazon CEO and Washington Post owner Jeff Bezos, who said yesterday that the Enquirer threatened to publish intimate pictures of him unless he backed off an investigation of the tabloid. President Donald Trump's trade war is magnifying some of the toughest farm conditions since the crisis that bankrupted thousands of farmers in the 1980s — and threatening a constituency crucial to his reelection hopes. What are immediate realities of these policies and possible long-term effects? The report is the president's trade policies have sent US agricultural exports plunging, exacerbating already difficult economic conditions facing farmers. Average farm income has fallen to near 15-year lows under Trump, and in some areas of the country, farm bankruptcies are soaring. What impact has this trade war with China had on US farms? Let's look at soybeans. The state of play is simple. American soybean exports to China, the world's dominant importer, have been smashed this season as a direct result of China's targeted duties. China is a soybean monster. Last year, according to customs data, China imported 88 million tons of soybeans, slightly down from 95.5 million in 2017. China is the only country to hold a strategic pork reserve. The result for US producers is that this year, soybean prices have been walloped, and their major buyer has sought and received millions of tons of produce from competitors such as Brazil and Argentina.Virginia's top three Democrats, Gov. Ralph Northam, Lt. Governor Justin Fairfax and State Attorney General Mark Herring have been tainted by scandal. Northam and Herring are dealing with having donned black-face, and Fairfax is accused of sexual assault; all this came out within a four- or five-day period. Understanding the sensitive nature of these issues, we wanted to try to discuss them intelligently, respectfully and carefully to cut through the noise and political posturing and deal with the realities that these issues present. President Trump has said ISIS/Daesh will have lost all the territory it once controlled in Iraq and Syria by next week. He has claimed the caliphate has been decimated, and some of our great generals told him that officially we will be informed very soon that the caliphate will be 100 percent eliminated. The militant organization is a physical force, but more importantly, it's an ideology. I don't think you kill an ideology with an army. You can only kill an ideology with a better ideology. Meanwhile, US officials have said in recent weeks that Daesh has lost 99.5 percent of its territory and is holding on to fewer than five square kilometers (fewer than two square miles) in Syria in the villages of the Middle Euphrates River Valley, where the bulk of the fighters are concentrated. The president shocked the US defense establishment and foreign allies in December when he announced his plan to withdraw the US from Syria, where a group of roughly 2,000 US soldiers has been stationed.

Attorney General Mark Herring, in a statement he issued late in the morning, said he dressed in "brown makeup" and a wig to imitate rappers as a 19-year-old at the University of Virginia. Herring is next in line to become governor if both Gov. Ralph Northam and Lt. Gov. Justin Fairfax step down. Northam is facing calls to resign over a photo on his medical school yearbook page showing men in a Ku Klux Klan robe and blackface, and Fairfax has been accused of sexually assaulting a woman in 2004. Senator Ben Sasse (R-NB) requested a unanimous consent vote for the Born-Alive Abortion Survivors Protection Act, that vote was held this past Monday and Senator Patty Murray (D-WA) objected to protecting survivors of attempted abortions. Virginia Democratic Lt. Gov. Justin Fairfax issued a strong statement denying an allegation of sexual assault. Later in the day, Lt. Gov. Fairfax suggested to the press that Governor Ralph Northam (D-VA) was behind the leaked allegation in an attempt to sully his name. The lawyers representing Covington Catholic High School student Nick Sandmann and his family have reportedly sent letters to 54 organizations and individuals, including media personalities and Democratic politicians, threatening potential legal action for libelous statements about the high school junior and his classmates. The lawyers representing Covington Catholic High School student Nick Sandmann and his family have reportedly sent letters to 54 organizations and individuals, including media personalities and Democratic politicians, threatening potential legal action for libelous statements about the high school junior and his classmates. We are only a few days away from the Virginia statewide elections for Governor, Lieutenant Governor, and Attorney General. Fairfax, a 38-year-old, father of two, talks about his upbringing, family, and the values that led him to run for statewide office. If elected, Fairfax will only be the second African American elected to serve statewide in Virginia's history. Justin and I talked about his desire to expand Medicare, eliminate the very troubling school to prison pipeline, and reform the criminal justice system.
