Last week, the Department of Homeland Security issued an order barring Harvard from enrolling foreign students, claiming that Harvard had created an unsafe environment by allowing “anti-American, pro-terrorist agitators” to assault students on campus. The order said that students enrolled at Harvard must transfer schools or lose their legal status.A federal judge has blocked the effort for now, but thousands of international students are unsure if they will be able to return to Harvard in the fall. Trump warned that Putin is “playing with fire,” prompting a veiled threat from a top Russian official referencing World War III. Meanwhile, Trump reportedly warned Israeli PM Netanyahu not to sabotage U.S.–Iran nuclear talks, fearing unilateral action from Israel. Donald Trump y la universidad de Harvard, la más antigua del país y una de las más prestigiosas del mundo, nunca se han llevado bien. En su primer mandato ordenó que se investigase a esta institución académica por sus políticas de discriminación positiva. El asunto terminó ante los tribunales en 2018 cuando un juzgado de Massachussetts falló a favor de la universidad. Dos años más tarde se produjo otro encontronazo a cuenta de las clases presenciales durante la pandemia. En su segundo mandato el Gobierno Trump ha endurecido el escrutinio sobre Harvard. Esta vez les ataca por cuatro vías: critica su elitismo académico, pone en entredicho sus políticas de diversidad, les ha tocado el bolsillo con presiones de tipo financiero y les impide matricular estudiantes extranjeros. Una de las primeras medidas ha sido la reactivación de investigaciones sobre las políticas de admisión de Harvard. A través de los departamentos de Educación y Justicia, se han reabierto casos relacionados con presuntas prácticas discriminatorias en los procesos de selección, particularmente contra solicitantes de origen asiático. Este asunto ya fue sentenciado hace seis años, pero el Gobierno presiona para revisar el fallo del Tribunal Supremo de 2023, que limitaba el criterio de la raza en las admisiones universitarias. Harvard, que ha ajustado sus políticas para cumplir con esta decisión, se enfrenta ahora a auditorías federales que buscan pruebas de que lo están incumpliendo. Otro frente de ataque es la presión económica. En marzo, el Gobierno propuso recortar la asignación de fondos federales para investigación en universidades que no alineen sus programas con las prioridades definidas por el Gobierno, como, por ejemplo, la promoción de “valores patrióticos”. Harvard, que recibe mucho dinero en subvenciones para investigación científica, es el objetivo principal dad su orientación progresista. Trump les acusa directamente de usar fondos públicos para promover la “agenda woke”. Junto a eso el Gobierno ha puesto en tela de juicio la gestión de la universidad. En abril se publicó un informe en el que se cuestionaba la gestión de su fondo patrimonial de más de 50.000 millones de dólares. Desde el Gobierno se plantea elevar los impuestos a las universidades, algo que afectaría a todas, pero especialmente a Harvard, que es una de las más ricas. Para colmo de males en los últimos días les ha prohibido matricular a estudiantes extranjeros que hoy conforman aproximadamente el 27% de todo el alumnado. La respuesta de la universidad está siendo firme pero cautelosa. La universidad defiende su compromiso con la diversidad, la libertad académica y la excelencia investigadora. Entretanto busca aliados en el Congreso y el sector privado para contrarrestar las presiones federales. La polarización política complica sus denuncias y esto se ha terminado convirtiendo en una guerra abierta que supera con mucho el ámbito académico. Los republicanos aplauden lo que hace Trump mientras que los demócratas se duelen por lo que consideran un ataque a la autonomía universitaria. El objetivo en última instancia del presidente es ese mismo: desafiar el poder de las universidades de élite, reducir su influencia cultural y alinearlas con su propia agenda política e ideológica. Por ahora Harvard está resistiendo, pero de este combate saldrá muy magullada, de hecho, es muy posible que dentro de cuatro años nadie la reconozca. The fact that so much of the world relies on our currency has long been understood as our exorbitant privilege — the reason we have so much leverage in the global economy and are able to borrow at lower interest rates.But the Trump administration has a much more complicated relationship with the dollar. It has come to see dollar dominance as a burden we bear on behalf of the rest of the world. But in its attempts to move away from dollar dominance, is the Trump administration on the verge of creating a financial crisis?Kenneth Rogoff is a former chief economist at the International Monetary Fund and a professor of economics at Harvard University.
