今シリーズで政策デザインの講義をしていますが、前回、政策は誰が作るかというテーマで、立案実施過程における官民連携や広域連携などの重要性について話しました。今回はそれに関連して海外での具体例をとりあげてみたいと思います。偶々先般アメリカのシアトルに行き、地域の経済成長戦略を誰がどのように策定して実施しているかについて色々と話を聞いてきましたので、まずその内容をお話したいと思います。 シアトルというのはご存じと思いますが、アメリカの西海岸の北のワシントン州にあり、もうカナダの国境に近い所です。バンクーバーまで200㎞ほどの所にあります。シアトル市自体は人口約70万、周辺の都市圏グレーター・シアトルと言いますが、そこまで含めると380万人で、世界的に有名なアマゾンやスターバックス、それからボーイングやマイクロソフトなどの企業の本拠地がある所です。このうちアマゾンやスターバックスはシアトルの市内に本社がありますが、ボーイング社の主力工場のあるエバレットは少し北の方にあります。それからマイクロソフトの本社はレドモンドという所で北東の方にあります。それぞれシアトル市内から30,40㎞離れているので、これ全部まとめてシアトルと言うとすれば、福岡で言うと糸島市や久留米市、宗像市の辺りも全部含めて福岡都市圏と言っている感じです。 このシアトルにはグレーター・シアトル・パートナーズと呼ばれる官民連携の組織があって、シアトル都市圏全体の成長戦略をここでやっています。具体的にはTDA(Trade Development Alliance of Greater Seattle)と呼ばれる事務局があり、これがシアトル市だけではなくて、大きく言うとワシントン州の中にある3つのカウンティをまとめています。大企業や銀行、商工会議所、そして一方ではその3つの郡の行政当局、それからワシントン州の代表などの人達を束ねて、地域経済の発展のために国際貿易や国外の市場への進出、或いは外資の導入、企業誘致などを推進しています。 もう一つカウンティを加えてピュージェット湾地域協議会という組織があります。ピュージェット湾は少し聞き慣れませんが、シアトルがある湾です。この地域全体の経済政策、それからもう一つは交通網の整備、そしてまた個別の産業振興策の2040年までの中長期の計画を策定していて、今2050年の計画を立てようとしているところです。 この計画に沿って実際に、シアトル市とその少し東側にあるベルビューというまちをLRT、路面電車で繋ぐなど、今どこに行っても建設ラッシュです。 何故ベルビューと繋ぐかというと実はその先のレドモンド、さっき言ったマイクロソフト社の本社のあるところとシアトルにあるワシントン大学とのちょうど中間にあって、この周辺に、アマゾン、Tモバイル、IBM、Google、Alibaba、Baiduなど世界的な企業がどんどん投資をしようとやって来ているわけです。 日本の自治体も企業誘致をやっていますが、なかなか進まないことを考えると羨ましいところです。でもそれだけの企業が何故そこに集まってくるかというと、担当者によれば3つあると言っていました。まず第一は圧倒的に高学歴の人材が豊富なことです。ワシントン大学を中心として色々な大学のほか、新しいグローバル・イノベーション・エックスチェンジ(GIX)というような教育施設を中国の清華大学と一緒になってつくって、イノベーションの観点から良い人材を皆ここに集めようとしています。第二が今言ったように交通網も含めて、将来に向かってある程度戦略的に産業政策をやっているということです。三番目がベルビューというのはシアトルの真ん中のダウンタウンと違って、非常に生活環境の良い綺麗なところだということです。日本でも自然が豊かなところは沢山あるので、そこだけを強調しても中々上手くいかないですが、しかしこれは大事な要素です。 そのような全体の魅力によって高学歴の人や技術者、イノベーティブなことをやる人達も集まってきます。集まってきたいなと思う魅力があってこそ、そこに人が住むわけで、そしてそこに企業が来ても単に働く場としてだけではなくて生活環境としてここが素晴らしいところになります。 今日のまとめです。今日はシアトルという街、それが特にその周辺の地域と一緒になってこのような地域経済を活性化させるプロジェクトを自分達で作る、それも官民連携かつ広域で作っているという例をお話しましたが、これが日本にとってどのようなインプリケーションか、次回にお話したいと思います。
