C'est une information RFI. En Centrafrique, le pouvoir dit formellement « oui » à un dialogue politique avec l'opposition avant la présidentielle de décembre prochain. Le 30 mars, le président Faustin-Archange Touadéra a dit à demi-mot qu'il entrouvrait la porte à ce dialogue. Le 4 avril, il a autorisé dans les rues de Bangui une manifestation de l'opposition du BRDC, le Bloc républicain pour la défense de la constitution. Et ce lundi matin, son ministre-conseiller spécial Fidèle Gouandjika confirme officiellement qu'il y aura un dialogue politique entre le pouvoir et l'opposition. Avec qui et sur quels sujets ? En ligne de Bangui, Fidèle Gouandjika répond aux questions de Christophe Boisbouvier. RFI : le 4 avril dernier, l'opposition a organisé à Bangui une manifestation que vous aviez d'abord interdite et que vous avez finalement autorisée. Est-ce le signe d'une décrispation politique ? Fidèle Gouandjika : c'est le ministre de l'Intérieur qui a pris de son côté, sans aviser le Conseil des ministres et qui a interdit cette manifestation. Et le président de la République a tapé du poing sur la table et a instruit le ministre de l'Intérieur d'accorder au BRDC, le Bloc républicain pour la défense de la constitution, leur marche. Et donc, je pense que c'est un signe continuel de décrispation parce que le président a toujours tendu la main à l'opposition dite démocratique.En décembre dernier, le président Touadera a exhorté les opposants à faire preuve de maturité politique, sous-entendu à ne pas boycotter l'élection de décembre prochain. Mais est-ce que cet appel à la raison ne serait pas mieux entendu si vous donniez votre accord à l'ouverture d'un dialogue politique ? Le président de la République vient de marquer son accord pour l'organisation d'un dialogue politique avec le B RDC. Mais le président de la République ne va pas s'asseoir avec les leaders de l'opposition démocratique autour d'une même table pour faire ce dialogue. Parce que ces opposants-là ne sont pas à son niveau. C'est le gouvernement qui sera appelé à les entendre et certainement d'autres institutions républicaines qui vont s'asseoir avec eux pour discuter de cette affaire-là.Donc, il y aura un dialogue politique entre le gouvernement et l'opposition du BRDC, le Bloc républicain pour la défense de la Constitution ?Bien sûr ! Il faut bien dire que quatre leaders de l'opposition demandent à ce que l'on revienne à la constitution de 2016. Mais c'est une aberration, monsieur le journaliste ! On a vu ça dans quel pays du monde ?Et au niveau du gouvernement, qui pourrait participer à ce nouveau dialogue politique ?On attend du BRDC les points qu'ils vont soulever pour que le gouvernement s'attelle déjà sur ces points-là.L'une des requêtes de l'opposition, ce sont des élections inclusives. Et est-ce qu'au terme de ce dialogue politique, Anicet-Georges Dologuélé, Crépin Mboli Goumba et Dominique Yandocka, qui sont actuellement binationaux, pourront être candidats ? Mais la seule condition, c'est qu'ils renoncent à leur nationalité [non centrafricaine] le plus rapidement possible pour qu'ils restent dans le délai pour briguer la magistrature suprême de l'État. C'est simple, prenez l'exemple du Sénégal, de la Côte d'Ivoire, du monde entier.Donc oui à un dialogue politique ? Eh bien, le Président a marqué son accord et on verra peut-être que c'est Fidèle Gouandjika qui conduira les pouvoirs publics comme d'habitude. Et on verra.Donc, vous pourriez diriger la délégation du gouvernement dans ce future dialogue politique ?J'en ai la capacité et les compétences.Si Faustin-Archange Touadera se représente au mois de décembre prochain et se fait réélire, est-ce que vous ne craignez pas que plusieurs opposants, comme Martin Ziguélé, ne dénoncent « la présidence à vie d'un Bokassa sans empire » ?Le BRDC fait son opposition dans les chancelleries occidentales. Ils tiennent leurs réunions au Café de Paris. Il s'agit d'une élection inclusive. Il ne s'agit pas d'une présidence à vie. Il ne s'agit pas d'un Bokassa sans empire. Ça, c'est insulter la mémoire de Bokassa. Et voilà.Alors vous dites que l'opposition fait ses réunions dans les chancelleries occidentales et à Paris. Mais cette opposition réplique que vous êtes sous la tutelle du groupe russe Wagner, qui pille les ressources minières de la République centrafricaine et notamment la grande mine d'or proche de Bambari !!! Ça, c'est un disque rayé. Vous savez très bien que la République centrafricaine a signé une convention militaire et économique avec la Fédération de Russie et que les Wagner ont sauvé la démocratie de la République centrafricaine en évitant un coup d'État qui pouvait engendrer un génocide. Et nous ne sommes pas sous tutelle de Wagner. La Russie viendra avec nous. Nous allons commencer à exploiter nos richesses minières, notre pétrole et comme ça, la République centrafricaine sera dans un temps à moyen terme un pays émergent.Donc votre principal allié reste la Russie ?Mais nous avons la Russie, nous avons la Chine, nous avons les États-Unis, nous avons les pays arabes, nous avons le Rwanda, nous avons tous les pays de l'Afrique et nous avons encore la France qui cherche à revenir par la petite porte, qui invite çà et là le président Touadera et qui pense qu'elle peut corrompre le président Touadera. This Day in Legal History: Plaut v. Spendthrift Farm, Inc.On April 18, 1995, the U.S. Supreme Court delivered its opinion in Plaut v. Spendthrift Farm, Inc., a significant decision reinforcing the constitutional principle of separation of powers. The case arose after Congress enacted legislation requiring federal courts to reopen certain final judgments in securities fraud cases that had been dismissed under an earlier statute of limitations ruling. The plaintiffs, whose claims had already been dismissed with finality, sought to revive their lawsuits under this new provision.In a 7–2 decision, the Court struck down the law, holding that Congress cannot force Article III courts to reopen final judgments. En Centrafrique, la candidature éventuelle du président Touadéra à l'élection de décembre prochain fait polémique. D'un côté, ses partisans lui demandent d'y aller. De l'autre côté, l'opposition, qui a marché pacifiquement dans les rues de Bangui le 4 avril, dénonce la « future présidence à vie d'un Bokassa sans empire ». Mais plusieurs opposants sont prêts à aller à cette présidentielle si le pouvoir accepte d'ouvrir un dialogue politique. Martin Ziguélé a été Premier ministre de 2001 à 2003. Aujourd'hui, il est député du parti d'opposition MLPC. De passage à Paris, il répond aux questions de Christophe Boisbouvier. RFI : Depuis la nouvelle Constitution du 30 août 2023, Faustin-Archange Touadéra, le président, est autorisé à se présenter pour un troisième mandat. Et le 28 décembre dernier, lors de son discours sur l'état de la nation, il a dit « J'exhorte les opposants à faire preuve de maturité politique », sous-entendu à ne pas boycotter le scrutin présidentiel. Qu'est-ce que vous ferez ? Martin Ziguélé : Je pense qu'il faut d'abord rappeler que le président Touadéra a prêté serment en mars 2016 sur une Constitution qui limite le nombre de mandats à deux et la durée à cinq ans. Et les dispositions de la Constitution n'étaient pas du tout changeables, parce que tout tire sa source juridiquement de la Constitution du 30 mars 2016. Donc, pour nous, il n'y a pas de débat sur cette question. Le président Faustin-Archange Touadéra doit respecter son serment. Il est à la dernière année de son deuxième et dernier mandat. Il n'y a pas de troisième mandat qui tienne.Mais il y a eu un référendum constitutionnel, c'était en juillet 2023, qui a dit oui à une nouvelle Constitution qui a été adoptée le 30 août 2023… Oui, mais justement ce référendum a été fait en violation de la décision de la Cour constitutionnelle qui a dit qu'on ne peut pas engager une procédure politique pour changer la Constitution du 30 mars 2016. Pour nous, c'est une escroquerie politique. C'est un coup d'Etat constitutionnel. C'est la même chose qu'un coup d'État militaire au Niger, au Mali, au Burkina ou ailleurs.Est-ce à dire que, quoi qu'il arrive, vous allez boycotter la présidentielle à venir ? Je n'ai pas dit ça. J'ai dit que nous demandons un dialogue politique pour nous asseoir avec Monsieur Faustin-Archange Touadéra, que ça soit lui, que ça soit le rôle de Wagner, qu'il ne faut pas sous-estimer, toute cette catégorie de personnes intéressées manipule la vie politique en Centrafrique pour nous redonner un Bokassa sans empire. Une présidence à vie en fait. Et ça, nous n'en voulons pas.Mais si le préalable à tout dialogue politique, c'est pour vous l'interdiction pour Faustin-Archange Touadéra de se représenter, il ne va jamais accepter ce dialogue, non ?Nous voulons dialoguer sans préalable sur le plan politique. Nous voulons que les élections soient inclusives. C'est quand même le minimum.En fait, ce que vous proposez au président Touadéra, c'est un deal : « D'un côté, on accepte que vous vous présentiez pour un troisième mandat, mais de l'autre, vous enlevez les dispositions de la nouvelle Constitution qui interdisent aux binationaux d'être candidats » ?Ce dont je suis sûr, c'est que l'opposition démocratique demande un dialogue politique. Ce qui sortira de ce dialogue, je ne peux pas le prévoir d'avance, mais ce sera certainement un compromis pour nous permettre d'avancer vers des élections inclusives et surtout transparentes.Aux termes de l'article 67 de la Constitution du 30 août 2023, tout candidat à la présidentielle doit être centrafricain d'origine et n'avoir que la seule nationalité centrafricaine. Alors vous, vous n'êtes pas binational, vous n'avez que la nationalité centrafricaine, donc a priori vous êtes tout à fait éligible si vous décidez de ne pas boycotter la présidentielle à venir…Absolument. Je suis éligible parce que mes deux parents ont leur état-civil centrafricain.Mais ne pourraient pas se présenter à la prochaine élection présidentielle les binationaux comme Anicet-Georges Dologuélé, Crépin Mboli-Goumba, Dominique Yandocka... Est-ce que finalement cette nouvelle Constitution, elle ne fait pas votre affaire puisqu'elle élimine plusieurs des autres candidats de l'opposition ? Mais par principe, le progressiste que je suis ne peut pas accepter qu'on catégorise les Centrafricains par le fait que, dans leur vie ultérieure, après leur naissance, ils aient pris une deuxième ou une troisième nationalité au gré de la vie. Quel est le sens profond d'une telle démarche si ce n'est pas l'exclusion, tout simplement, et un calcul politique pour écarter les uns et les autres ? C'est pour ça que nous ne pouvons pas accepter cette Constitution et cette disposition de la Constitution. C'est pour ça que nous demandons le dialogue politique, parce que les personnes que vous citez, certaines d'entre elles ont été candidates déjà à plusieurs élections, donc elles auraient pu être président de la République.Anicet-Georges Dologuélé a été candidat en 2015, il est passé à deux doigts d'être président de la République. Et est-ce qu'on peut dire à quelqu'un qui a participé à des élections, qui a été même en tête des élections, est-ce qu'on peut lui dire cinq ans après que « vous, vous n'avez plus le droit d'aller aux élections, parce qu'entre temps, nous avons pensé qu'il faut mettre en place une Constitution qui est comme un champignon qui pousse en plein été, on dit, bon, maintenant ceux-là ne peuvent plus postuler ».Je vous rappelle que cela a été tenté en 2005 et il a fallu la sagesse du président Bongo pour que tout le monde revienne dans la course. Et cela a été encore retenté en 2011. Et il a fallu la sagesse du président Sassou Nguesso pour que tout le monde revienne dans la course. Et maintenant Touadéra retente ça en 2025 et nous voulons un dialogue politique centrafricain pour régler cette question-là. This Day in Legal History: Fair Housing ActOn this day in legal history, April 11, 1968, President Lyndon B. Johnson signed the Civil Rights Act of 1968 into law, a pivotal expansion of civil rights protections in the United States. Commonly referred to as the Fair Housing Act, the legislation was enacted just days after the assassination of Dr. Martin Luther King Jr., whose legacy of nonviolent activism heavily influenced its passage. The law made it illegal to discriminate in the sale, rental, financing, or advertising of housing based on race, color, religion, or national origin.It aimed to dismantle the systemic barriers that had long segregated American cities and suburbs, including redlining, racially restrictive covenants, and other discriminatory practices. Title VIII of the Act directly addressed these inequities and empowered the federal government to enforce fair housing standards for the first time. Though political resistance to housing integration had stalled similar legislation for years, the national mourning following Dr. King's death shifted public and congressional sentiment.Johnson, in a nationally televised address, described the signing as a tribute to Dr. King's life and a necessary step toward realizing the full promise of civil rights in America. Subsequent amendments expanded protections to include sex, disability, and familial status, making the Fair Housing Act one of the most comprehensive civil rights laws on the books. Enforcement mechanisms, however, remained a challenge, and litigation over housing discrimination has continued into the present day.The law has been central to major legal battles over zoning laws, gentrification, and access to affordable housing. It also laid the groundwork for subsequent legislation aimed at combating economic and racial segregation. While the Act did not instantly eliminate housing discrimination, it marked a legal turning point that recognized the home as a critical site of equality and opportunity.A small team from the Department of Government Efficiency (DGE), created under Elon Musk's initiative to reduce government spending and staffing, has arrived at the Federal Deposit Insurance Corp. (FDIC), according to an internal email from the agency. While the team is working with FDIC leadership to identify internal efficiencies, it does not have access to sensitive or confidential bank data, including resolution plans, deposit insurance records, or examination materials. The FDIC emphasized that the DGE operatives are full-time federal employees working under formal interagency agreements and have not sought access to confidential information.DGE has previously drawn concern from industry participants during its visit to the Consumer Financial Protection Bureau due to fears over data exposure. The FDIC oversees highly sensitive information about major U.S. banks and their failure plans, which regulators rely on during crises. The number and identity of DGE team members at the FDIC have not been disclosed, and the agency declined to comment further.The agency is also preparing for staff reductions, following the Trump administration's deferred resignation program that has already led to the loss of 500 FDIC employees. The timing of DGE's involvement comes as global markets react to new tariffs announced by President Trump, prompting concerns from former officials about weakening regulators' ability to respond to potential financial instability.DOGE Arrives at FDIC but Doesn't Have Access to Bank Data (2)At least three major law firms—Kirkland & Ellis, Latham & Watkins, and Simpson Thacher & Bartlett—are in talks with the Trump administration to reach a joint agreement that would commit over $300 million in pro bono services to causes favored by the White House. The potential deal is also intended to resolve federal investigations into the firms' diversity programs, which the administration has scrutinized for alleged discriminatory practices. If finalized, the arrangement would bring the total pledged in pro bono services from various firms to at least $640 million.President Trump, speaking at a Cabinet meeting, hinted that a handful of firms remain in negotiations, emphasizing that many firms have already paid significant sums or made concessions.
