Die katholische Kirche wird hier als eine einzigartige religiöse Vergemein­schaf­tung und Institution vorgestellt: gefährdet, paradox, anachro­nis­tisch und zugleich resilient, auf Einheit bedacht und als Akteurin der Welt­geschichte unver­zicht­bar. Expertinnen und Experten aus Theologie, Geschichts- und Politik­wissen­schaft greifen in drei Foren zentrale Themen aus Kallscheuers Werk auf und eröffnen das Gespräch mit ihren jeweiligen Erkennt­nissen. Otto Kallscheuer ist jeweils einge­la­den, zu replizieren. Der erste Teil des Symposiums „Papst und Zeit“ ist der Frage gewidmet, wie sich aus der kleinen Gruppe jüdischer Wander­prediger eine hochdiffe­ren­zierte Kirche entfalten konnte. Wie bildete sich jene spezifische Ämter­hierar­chie heraus, die auf den Bischof von Rom als Spitze konzentriert ist und mit dem Konzept der Sakramente eine Verbindung zwischen irdisch und himmlisch zieht. Der Krieg in der Ukraine hat die sicherheitspolitische Lage in ganz Europa auf den Kopf gestellt. Seither ist die Armeedebatte auch in der Schweiz in den Fokus gerückt. Wie viel ist die Armee den Menschen in der Schweiz wert? Ein Krieg auf europäischem Boden hätte vor wenigen Jahren kaum jemand für möglich gehalten. Seit über zwei Jahren ist dies aber wieder Realität. Seither hat sich in der sicherheitspolitischen Debatte in Europa viel getan. Auch hierzulande setzt sich die Politik mit der neuen Bedrohungslage auseinander. Bundespräsidentin und Verteidigungsministerin Viola Amherd liess verlauten, dass die Sicherheit der Schweiz und ganz Europas auf dem Spiel stehe. Hat sich das sicherheitspolitische Umfeld der Schweiz derart stark verschlechtert? Was braucht es, um die Sicherheit zu gewährleisten? Wie viel Geld für die Armee? Das Ringen um das Armeebudget läuft auf Hochtouren. Eine Mehrheit des Parlaments ist sich einig, dass das Armeebudget erhöht werden soll. In den vergangenen Monaten kamen verschiedenste Finanzierungsvorschläge auf den Tisch. Ist es richtig, dass das Armeebudget steigt? Und woher soll das zusätzliche Geld kommen? Zusammenarbeit mit der Nato: Notwendig oder gefährlich? Ob sich die Schweiz im Ernstfall eigenständig verteidigen könnte, ist umstritten. Thomas Süssli, Chef der Armee, sorgt sich bereits heute um die Verteidigungsfähigkeit der Schweiz. Auch die Diskussion um eine engere Kooperation mit der Nato sorgt für Zündstoff. Es wird etwa gestritten, inwiefern dies mit der Neutralität vereinbar wäre. Soll die Schweizer Armee an Bündnisfall-Übungen der Nato teilnehmen? Armeechef Thomas Süssli will seine Truppe neu ausrichten. Die Verteidigung soll wieder im Zentrum stehen. Damit das Militär die Schweiz künftig schützen kann, braucht es laut Süssli eine massive Erhöhung des Budgets – und wieder mehr junge Menschen, die für ihr Land kämpfen würden. «Die Durchhaltefähigkeit der Armee ist heute stark eingeschränkt», so lautet der Befund des Schweizer Armeechefs. Konkret heisst das: Das Militär könnte im Falle eines Krieges nur wenige Tage lang Gegenwehr leisten. Ein unhaltbarer Zustand, findet Thomas Süssli, denn die Lage habe sich stark verschlechtert. Mitte August 2023 hat er ein 60 Seiten starkes Papier mit dem Titel «Die Verteidigungsfähigkeit stärken» vorgestellt. «Der russische Angriffskrieg gegen die Ukraine bedeutet für Europa eine sicherheitspolitische Zäsur», heisst es darin. Und weiter: «Interessenkonflikte werden wieder vermehrt unter Anwendung militärischer Gewalt ausgetragen.» Armeechef Süssli will seine Truppe in den kommenden Jahren fit machen für die Herausforderungen der Zukunft: in der Luft, am Boden und im Cyberraum. Dafür braucht er viel Geld: Für die «Minimal-Variante» 13 Milliarden Franken, lieber wären ihm 40 Milliarden Franken. Damit wären allerdings nur die Kosten für Neubeschaffungen gedeckt, die laufenden Kosten nicht. Rechnet man alles zusammen, so kommt man auf einen Finanzbedarf von bis zu 100 Milliarden Franken. Die andere grosse Baustelle ist die sogenannte Alimentierung: Jedes Jahr verlassen im Durchschnitt etwa 11'000 Militärdienstpflichtige die Armee vorzeitig. Rund 60 Prozent wechseln in den Zivildienst und rund 30 Prozent werden aus medizinischen Gründen entlassen. Die Schweiz ist ein neutrales Land. Über 90 Prozent wollen laut einer aktuellen Studie der ETH Zürich, dass das so bleibt. Gleichzeitig unterstützt eine knappe Mehrheit von 55 Prozent eine Annäherung an die Nato. Armeechef Süssli will beidem gerecht werden: Die Neutralität bewahren und die internationale Kooperation verstärken. Letzteres mit einem klaren Ziel: Im Falle eines Angriffs würden die neutralitätsrechtlichen Verpflichtungen wegfallen, die Verteidigung könnte in Kooperation mit anderen Streitkräften geführt werden, etwa im Verbund mit der Nato – dafür soll das Militär nach dem Willen seines Chefs vorbereitet sein. Offen ist indes, wer dereinst angreifen könnte. Russland? Der Nachrichtendienst des Bundes (NDB) schreibt dazu in seiner jüngsten Lagebeurteilung: «Ein bewaffneter Angriff Russlands auf die Schweiz bleibt äusserst unwahrscheinlich.»

Pludselig stikker der jernpigge op af cementen på steder i byen, hvor hjemløse plejer at søge ly. Parkbænkene skråner, så trætte kroppe triller ned, hvis de prøver at sove på dem. Eller der er monteret armlæn midt på sædet, så det er umuligt at ligge udstrakt. Design og arkitektur, der signalerer "du kan ikke hvile her", går under lidet flatterende betegnelser som "ekskluderende design" eller "fjendtlig arkitektur".
