It is an amazing journey from the sharecropper fields of Tennessee to the tight-knit church community of Muncie, Indiana and through the halls of Northwestern University's Institute of Surgery in Chicago. Charles Manzel was murdered on his first night back with the Ogden Police Department May 9, 1921 after a stint as a foot-beat Patrolman from 1914 to 1919, while investigating a burglary-in-progress. That is what he is remembered for. But, dare we ask, while all Police Officers who made that ultimate sacrifice should be honored, what should they be remembered for? What happened to them? William Kerr Milligan, known to most as "Bill" or "Captain Bill", but to Mike St. James, he was "Pop", grandfather extraordinaire. Here we visit with the legacy of a Scotch-Irish immigrant who makes his own way coming to America at age 11. In this episode, which takes place in the late 20's into the 50's, we'll visit the dichotomy of a Man who is tasked with investigating the horrific slayings of females on a Thursday and is there to take his adoring grandson to baseball games on a Saturday and the inner strength he displayed that went unspoken, but is very much apparent through his history. Mike St. James has a way with words in describing "Pop" that are so vivid that he will take you back to Pop's living room while he sits in his chair smoking his pipe and reading his newspaper. Join us as we shake hands through the past decades with Bill Milligan as he rose from the rough streets of Junction City in the late 20's walking a foot beat to Captain of Detectives investigating two sexual predator serial killers at practically the same time. Hollywood couldn't have written a better story than the one that played out in real life, and we'd be remiss if we didn't mention he served in the US Army in the campaign in Mexico to capture Pancho Villa and WWI, and later the US Navy in WWII. Public Service personified. We are honored that Mike St. James took the time to share "Pop" with the rest of us, and may we all aspire to be a little more like Bill/Pop. Episode 11, The rest of the story, as Paul Harvey would say. Ogden, Utah - We revisit our old friends Pender, Noble, Keeter, Burk, Stettler, Finn, Dyer, you get the idea. As the episode is titled, these are the rest of their stories. Stories that, for whatever reason, we weren't able to get to in the podcast. A season recap, a clip show, and a return to their sagas and stories, but with something of a twist. These are some new tales on our old companions. Why was Pender policing an Ogden vs Salt Lake baseball game? What was Stettler dealing with in 1976 that is oddly familiar in 2022? Did Keeter and Ballantyne get a last laugh on Harman Peery? Why was the Saintly Tim Dyer dubbed the Unluckiest Cop on the Force from the local media? How were Finn and Milligan always in the right place at the right time? Ogden, Utah - Episode 10! A benchmark, and I have come across no one more deserving of the distinction of this benchmark than Tim Dyer. After researching this man and hearing of his unconditional support for the youth of the city, the man should have a statue built in his honor. His impact is still felt to this day and felt across generations of the citizens of Junction City, and it is our hope that you understand that we put our souls into this episode, given the caliber of Man that Tim Dyer was, may he never be forgotten. With live interviews with his daughter, his co-worker (Ralph) Spence Phillips, and the man himself, we hope that Tim's memory may live on forever, and may we all take a piece of Tim with us in understanding that our impact can live on through generations. We are pleased to bring you: The Legendary Tim Dyer.*NOTE - Please bare with us on the audio of Tim's interview. It is rough, but the stories are fantastic. And who are we to speak for Tim when he can tell you in his own words? Ogden, Utah - From the 1930's to the 1950's Henry Garcia Allred detected his way through and around Two-Bit Street, putting down a number of high profile burglaries and robberies. Born in Chihuahua Mexico and ultimately migrating back to Ogden. On his off-duty time he sang in musicals, acted in plays, and was in a barbershop quartet. How does a man possess the dichotomy to track down heinous murderers on a Friday and then sing in a play on a Saturday? Well, it turns out, unbeknownst to him, that his great-great-grand nephew is doing the same thing (minus the singing). We profile renowned Detective at the time HG Allred and sit down with his family member in an interview to discuss what being raised in a polygamous colony means in terms of real-world application to policing. On top of that we explore the culture from a polygamist colony in Old Mexico to the streets of Ogden, mixing that kind of upbringing with policing, and there's a couple of laughs along the way. NOTE: Neither of the Allred's involved in the episode engage or engaged in the polygamous lifestyle, but they were raised with that background with the modern Allred leaving that lifestyle and family to make his own way. Two family members raised under similar circumstances, doing the same job, in the same town, separated by 100 years and I find that fascinating. We hope that you do too.
Ogden, Utah - Junction City - Finn's career as a lawman and copper begins as the Roaring 20's begin, bursting onto the scene filled with promise and prosperity. But much as the Great Depression loomed to bring the Gilded Age crashing to an end, will the same happen to Finn? With an innate knack due to skill and street knowledge of putting himself in the right place at the right time, many would chalk it up to the Luck of the Irish early on. But his constant ability to be about that action boss, puts Finn in a category unto himself of the episodes we've done so far. This episode, where gunfights with gangsters and kidnapped boxers meets inner demons and unhealthy coping mechanisms for a man who had many life altering events happen to him in the span of a few short months. We will also cover Finn's good friend and partner L.L. Nelson in this episode who formed a friendship and dynamic duo with Finn that came to a tragic ending. Mayor Peery's bi-polar handling of all things police and political rears its head again as Finn is named Captain of Detectives and within three weeks Chief of Police. How does it all end and what is the lesson to be learned? Join us for a tale of Justice, Booze, Policing, Prohibition, Speakeasies, Gangsters, Boxers, Shootings, Robberies, The Most Dangerous Street in America, and all things Ogden on this episode and decide for yourself if the message Finn wants us to take away is only the action and rags-to-riches there-and-back type of tale, or is there something deeper that he would want us to learn from him?Note: This episode contains language taken directly from the article at the time. For me, this episode to date has been the most taxing to work on, but also the most rewarding, as I think for some of us there is a very There But For the Grace of God feeling to his tale. Check on your buddies and check on your People but above all, listen and decide for yourself.
D.B. Ballantyne, one of the first members of the local Vice Squad, pick-axe murder investigator, shot at by a popular local baseball player, and the primary officer in the greatest and most involved police chase I have ever heard of. Take a trip back into the 30's, 40's, and 50's of Junction City with David Burton Ballantyne, Sergeant of Detectives who supervised CE Noble and CK Keeter (Episodes 2&3) and later retired as Captain. The steady hand that guided many an Officer through the tumultuous times of our old historical friend Mayor Harman W. Peery, political turmoil, and the rapid expansion of Ogden at this time. NOTE: This is announced at the end of this episode, but we will be changing the format a little bit moving forward. In endeavoring to bring you the best and most comprehensive content we are moving from dropping new episodes every Thursday, to new episodes as soon as we feel they are complete. We will remain consistent and constant, however we are making this change so that we can ensure you get the full story without editing anything out. This episode also has a PSA over use of the language mentioned in articles quoted. Bottom line is that after episode 1 I started editing out what would today be considered offensive and racial terms. In retrospect, this was a well-intentioned but wrong decision on my part due to my own discomfort as it takes out certain contents and components that, while offensive, show the tone of the times. I will no longer be doing that and want it noted that any offensive terminology is the vernacular of the source I'm quoting and while I personally disagree, if we do not learn from history we will repeat it.
What drives a widowed mother of four to Police work in an actual era in which females in the profession were unheard of and controversial? Meet Fanny Adeline Jones Sanders, or Addie J Sanders as she preferred to be known. Addie was a remarkable woman. Not only was she not just satisfied with being a groundbreaker in the turbulent and violent times of the 20's, 30's, and 40's, but she stood her ground on right vs wrong and went toe-to-toe with that ol recurring character Mayor Harman Peery....and won, ultimately after a long fight, but a W is a W when it takes a grind to get there, and takes courage on multiple fronts. Interestingly, she saw a need for a specialized investigator of child and sex crimes, and without needing the title, cultivated her work toward those types of cases. To an absolute repeat groundbreaker we toast to you and salute you Addie! To a real one!Ogden Utah, Two-Bit Street, Historic 25th Street, Junction City, Ogden, True Crime, True Crime Podcast, Police, Police Podcast
Episode 5, the first benchmark of many. Our first sit-down interview with a living legend. Bill Stettler had a 30 plus year career that spanned the 60's, 70's, 80's, and 90's. Bill discusses with us his time in the Marine Corps and the many experiences of Ogden as a Police Officer. Bill was also gracious enough to discuss investigating the notorious Hi-Fi murders and several other cases that have stuck with him over the years. NOTE: This interview was conducted in August of 2021. We possess a portable studio in an effort to make our interview subjects as comfortable as possible. So, with this interview occurring in Bill's home, which is near an Air Force base, the sounds of freedom will be audible during portions of the interview. Bill's stories will carry us through these moments, but bare with us. Also, since the time of this interview the equipment has been significantly upgraded for a better listening experience. Chalk this up to growing pains, as I am continuously learning.
Baseball game riots, Black-Hand gangsters, and "Skulking dope peddlers", from 1900-1931 Captain James Robert "Bob" Burk's career spanned the gap between Pender and Noble/Keeter. Noted for his heavy hand and impeccable memory, Burk's legacy is tied into Black-Hand gang leader JH Martin, who due to the time period was able to change his name multiple times to avoid crimes in other locations, while also being one of Teddy Roosevelt's storied Rough Riders. Something we believe we uncovered in our research that had previously been lost to history, and certainly not tied to his crimes in and around Ogden. Burk's career is as colorful as the lights on 25th Street.Two-Bit Street, 25th Street, Historic 25th Street, Junction City, Ogden, Ogden Utah, True Crime, Police, Police Stories, Tales of Policing
Staying in the time period of the 1920's-1940's, the natural transition is to talk about Noble's longtime partner, Clifford Kenneth Keeter. CK Keeter had a 32 year career with many ups and a couple of downs. He worked an axe murdering serial killer case and some other famous homicides. Keeter also had what started out as a friendly turned contentious relationship with Mayor Harmon Peery. Mayor Peery, while contributing to the growth and success of Ogden, was somewhat of a colorful shady character who liked to look the other way on certain crimes likely because along with those came kickbacks. But with the bad came the good and Ogden grew financially. Keeter ended up caught in the crosshairs and to hear the outcome you'll have to listen to the storied career of Clifford Kenneth Keeter. For photographs of Keeter, 25th Street, the suspects, and the city at the time, go follow our Instagram at JunctionCityJustice. In the Police profession the word "Noble" is thrown out quite a bit. *Insert Your Own Thoughts Here, however, in this particular instance the word is entirely appropriate. Look up a picture of the man and he looks like anyone else from that era. But all 5'10 180 lbs of the average looking Charles Everett Noble was a policing powerhouse. From 1918-1942 C.E. Noble and took on 25th Street, Electric Ally, and the Ogden Underworld head-on. Another larger-than-life man packed into an everyman looking package, Detective CE Noble left a legacy worth remembering.
