Back in 2008, the TV show Breaking Bad asked a question that is still on a lot of Americans' minds: How far would you go to pay for medical care? In Breaking Bad, the main character ends up building a meth empire to pay for his cancer treatment, which is a solution we don't necessarily endorse, but you do what you have to do. Today we're going to be talking about real life (slightly less dramatic) examples of the lengths folks are forced to go to these days to navigate our for-profit healthcare system. From TikTok to Go Fund Me to class action lawsuits and appearances on the Dr. Phil show, ordinary people may not be selling meth, but they are turning to public platforms to get the care they need. We are joined today by Jill Parkinson, who recently went viral on TikTok talking about her own health care horror story and is channeling that experience into Medicare for All activism! https://www.youtube.com/watch?v=QS1dCAqcvb0 Show Notes Jill tells us her healthcare story, which begins with long-undiagnosed stomach pain since she was a teenager. In 2021 the pain got so bad that she went to urgent care. Diagnosed with endometriosis, Jill had two surgeries. She reports she did “everything right”: got marketplace insurance, paid her premiums, and paid the full amount of her deductible and out of pocket max of $7,500 upon checking into the hospital for surgery. Following the surgery, she needed to immediately begin taking a prescription to prevent more pain and surgery yet again. She faced an epic runaround with her insurance company, the specialty pharmacy, and the hospital. Once she sorted that out, she assumed insurance would cover the full cost of the prescription, because that's what insurance is supposed to do! Even though she had met her deductible, she ended up paying $1,500 out of pocket for the prescription, and still didn't get it on time. Go to the manufacturer's website for a discount. (This drug was $1,600 and the max that the manufacturer will take off is $300, making it $1,300.) "It's Obamcare's fault” Ask for a grant. “Karen as hard as you can. Karen harder than you ever have Karened in your life!!” “Hang in there, medicare is freaking awesome.” “This is why I can't quit my job. My insurance is too good.” “People with no money just don't get surgeries. We just die and the world continues on.” “When I had my son (my 3rd c section) the registration woman told me that if I didn't pay my copay before leaving, I wouldn't get to take my son home.” Would you rather have a literal pain in the ass or have a pain in the ass lawsuit? Vài tuần lễ kể từ khi phong trào đấu tranh Black Lives Matter chống kỳ thị người Mỹ da đen lan rộng trên toàn quốc, thống đốc chi nhánh của Ngân Hàng Trung Ương FED tại Atlanta, bang Georgia, Raphael Bostic công khai tuyên bố « kỳ thị chủng tộc là một vấn nạn đối với kinh tế Hoa Kỳ » do vậy, đã đến lúc thu hẹp những bất công xã hội phải là một trong những nhiệm vụ của FED để bảo đảm công việc làm cho người dân Mỹ. Sau hơn 100 năm kể từ khi FED được thành lập, Raphael Bostic là vị thống đốc gốc châu Phi đầu tiên đứng đầu Federal Reserve of Atlanta, một trong số 12 thành viên của Cục Dự Trữ Liên Bang Hoa Kỳ. Từ bất bình đẳng về kinh tế đến y tế Cái chết của người Mỹ da đen George Floyd cuối tháng 5/2020 và nhất là virus corona càng làm lộ rõ cách biệt giữa hai cộng động người Mỹ da trắng và da đen. Về cách biệt kinh tế và tài chính, tờ Washington Post số ra ngày 04/06/2020 tiếc là nước Mỹ đã không có một chút tiến bộ nào từ năm 1968 tới nay. Tương tự như những năm 1960, hiện tại 44 % người Mỹ da đen sở hữu căn hộ họ cư ngụ, trong lúc tỷ lệ này là 74 % trong cộng đồng Mỹ da trắng. Vẫn theo tờ báo này, với bằng cấp và trình độ  tương đương, thu nhập và tài sản của một người Mỹ da trắng lớn « gấp 10 lần » so với một người Mỹ da đen. Ngay cả 3 % thì vẫn có tới 1 người Mỹ gốc Phi trên 4 không có việc làm toàn bộ thời gian hoặc muốn làm việc nhiều hơn nữa theo như nghiên được FED công bố giữa tháng 5/2020. Về mặt y tế, thống kế của Mỹ cho thấy cộng đồng người Mỹ da đen đã trả giá đắt : Tháng 4/2020 bang Illinois, miền đông bắc Hoa Kỳ, ghi nhận 42 % ca tử vong vì Covid-19 là người Mỹ da đen trong lúc cộng đồng này chỉ chiếm 14 % dân số toàn bang. Riêng tại thành phố Chicago, gần 3/4 những bệnh nhân thiệt mạng là người Mỹ gốc Phi. Nhiều yếu tố giải thích hiện tượng này : thứ nhất đa phần không có bảo hiểm y tế cho nên đã đợi đến đường cùng mới vào bệnh viện. Thứ hai là cộng đồng Mỹ gốc Phi cũng như người gốc Nam Mỹ và nhất là thổ dân sống trong những căn hộ chật hẹp và đông người, do vậy tỷ lệ lây nhiễm cao hơn so với các cộng đồng khác tại Hoa Kỳ, như ghi nhận của giáo sư xã hội học, Hedwig Lee, đại học Wahington tại thành phố Saint Louis bang Missouri. Hơn một nửa thế kỷ sau bài diễn văn I have a Dream của mục sư Martin Luther King, John Allen, giám đốc viện nghiên cứu Brookings, trụ sở tại Washignton ghi nhận : từ về vấn đề y tế đến nhà ở, từ cơ hội tìm việc làm đến giáo dục, người Mỹ gốc Phi « tiếp tục phải trả giá đắt  từ những năm tháng nô lệ ». Ở cương vị đối thủ của Donald Trump trong cuộc bầu cử tổng thống Mỹ 2020, Joe Biden cam kết bơm thêm 700 tỷ đô la vực dậy kinh tế sau khủng hoảng Covid-19, hướng tới một tầng lớp trung lưu, mở rộng các biện pháp bảo hiểm y tế và nhất là tạo cơ hội bình đẳng hơn cho con em các hộ gia đình nghèo vẫn có thể bước vào các trường đại học. Trả lời đài RFI, nhà báo Phạm Trần từ Washington ghi nhận những hố sâu giầu nghèo và những bất bình đẳng trong xã hội Mỹ có khuynh hướng gia tăng trong bốn năm qua dưới thời tổng thống Trump Phạm Trần : Xã hội Mỹ bao giờ cũng có những vấn đề đó tồn tại. Tuy nhiên sau gần bốn năm Donald Trump cầm quyền, tình hình này gia tăng. Lý do : tổng thống Trump và một số những người cực đoan trong đảng Cộng Hòa không chủ trương nâng đỡ những người thiểu số, thậm chí coi họ như những người ăn bám trong xã hội. Bằng chứng cụ thể là chia rẽ giàu nghèo : chính sách kinh tế của tổng thống Trump nhằm giảm thuế cho các đại công ty Mỹ. Số tiền giảm thuế đó càng giúp các đại công ty và những người giàu có ở Hoa Kỳ giàu thêm, cho dù số này chỉ chiếm 1 % dân số cả nước. Những điều đó gây bất bình trong công luận, đặc biệt là những người da màu. Và dịch Covid-19 càng làm lộ rõ thêm chênh lệch giữa các công đồng khác nhau tại Hoa Kỳ ? Phạm Trần : Phần lớn những người nghèo là người da màu và dân thiểu số. Thí dụ như thổ dân, ở xa thành phố và nhà thương, không được giúp đỡ. Mỹ không có chương trình phát triển các chiến dịch xét nghiệm hay giúp đỡ thuộc men cho họ. Thành thử những dân tộc thiểu số, bình thường đã chịu nhiều thiệt thòi, với nạn dịch lần này tình hình càng bi thảm hơn. So sánh, người da trắng có khả năng tài chính tốt hơn, có việc làm tốt hơn, có phương tiện chữa trị hơn. Phần lớn người da trắng ở thành phố và các vùng công nghiệp, có cơ hội được giúp đỡ nhiều hơn. Nói tóm lại, các thiểu số, đặc biệt là người Mỹ da đen thiệt thòi hơn người da trắng. Các thăm dò, nghiên cứu cho thấy cả về y tế, giáo dục ... người da trắng có cơ hội được giúp đỡ nhiều hơn. Vào lúc Nhà Trắng tỏ ra bất lực trước đà lây nhiễm của địch Covid-19, kinh tế điêu đứng, vậy phải chăng hai sự kiện này tạo lợi thế cho đối thủ của tổng thống Trump là ông Joe Biden nhất là khi ứng viên của bên đảng Dân Chủ đặt sinh mạng con người lên trên hết. Ông Biden tuyên bố dẹp dịch phải là ưu tiên và không loại trừ việc ban hành trở lại các biện pháp phong tỏa để ngăn ngừa virus corona lây lan. Tuy nhiên song song thì cần tạo những cơ hội công bằng cho tất cả mọi người tìm lại được công việc làm … Thưa nhà báo Phạm Trần, ông đánh giá thế nào về tính khả thị của những hứa hẹn ứng cử viên Joe Biden đề xuất trong cương lĩnh tranh cử lần này ? Phạm Trần : Thật sự khó đoán được cử tri Mỹ nghĩ gì về Joe Biden khi họ đến phòng phiếu. Nhưng hiện tại có nhiều phản ứng thuận lợi về ứng cử viên tổng thống này. Ông Joe Biden khi chính thức nhận trọng trách ra tranh cử tuyên bố sẽ bảo vệ nước Mỹ trước tất cả mọi hành động Hoa Kỳ bị tấn công. Còn quá sớm để biết được về tính khả thi của những cam kết mà ứng viên Biden đề xuất. Tuy nhiên Joe Biden khẳng định ông không hành động vì bản thân, vì quyền lợi của mình, của phe nhóm ủng hộ ông ấy. Ứng cử viên Biden kêu gọi đoàn kết và xem cuộc tuyển cử lần này là cơ hội để phục hồi danh dự của nước Mỹ, phục hồi sự tín nhiệm vào nước Mỹ, phục hồi tư cách của người lãnh đạo Hoa Kỳ.   Liệu rằng chủ trương hướng tới lý tưởng một xã hội công bằng hơn có cho phép ông Biden chinh phục được Nhà Trắng hay không khi biết rằng trước đây những biện pháp mang tính xã hội của chính quyền Barack Obama từng bị chính giới đả kích kịch liệt và một phần công luận Mỹ bác bỏ ?    Phạm Trần : Vắn tắt chúng ta thấy tất cả các cuộc thăm dò về hai ứng viên Trump và Biden, trong ba tháng vừa rồi theo dõi tình hình, tôi chưa bao giờ thấy Trump hơn điểm Biden.Ứng cử viên đảng Dân Chủ dẫn đầu với khoảng từ 51 cho đến 53 % ý định bỏ phiếu. Tổng thống Trump chỉ được từ 40 đến 42 %. Riêng về bảo hiểm y tế Obamcare – ông Biden chỉ trích chính sách của Trump muốn hủy bỏ Obamacare. Theo ông Biden, luật y tế mang tên tổng thống Obama đã giúp cho ít nhất 20 triệu người Mỹ có bảo hiểm (...) và trong thăm dò, có tới 70 % người Mỹ chống đối việc rút bỏ Obamacare.
