MCALLEN, Texas - Various economic development organizations from across the Rio Grande Valley recently made a pitch to three investors from India. McAllen Economic Development Corporation had an advantage: it could point to a successful collaboration with an Indian firm. McAllen EDC Vice President Ralph Garcia told the story of how Zoho, a billion-dollar tech company, was recruited to his city. “They're a tech company out of India, a billion-dollar business,” Garcia said of Zoho. “They don't need to be asking for support. But what we did with them was very unique.” Garcia explained. “In visiting with them the challenge they were having (is that) they had purchased a site in Austin and were trying to launch that project there. They were having a lot of trouble, especially with recruitment competing with Tesla, Dell, and others, not being able to find that labor pool of people. “So, they expanded that search and when they did that, they started noticing a lot of people coming from the Rio Grande Valley. Rather than uproot those folks, bring them to Austin and have them go into an economy that's already challenged with costs, they chose to come here instead.” Garcia said that was when McAllen “got creative” with Zoho. “We incubated them the first year in McAllen at no cost to them. We put them in a facility, set them up and they started recruiting and hiring people. Today, they have about 60 employees,” Garcia said, “They're still being incubated. But they're actually purchasing a piece of land here in the city where they're going to build a technology campus. And for us, that's exciting.” But, said Garcia, it took effort on MEDC's part to make Zoho feel at home. “It took effort on our part also to understand that it wasn't just getting the big fish here. It was helping them find a way to be successful in the community. And that was really important to them. They see that relationship. They like the Valley. They like working with the other communities in this room. So, there's there's been some good opportunity that's developed with that.” Garcia made MEDC's pitch at an event hosted by the Council for South Texas Economic Progress. MCALLEN, Texas - Ralph Garcia, vice president of international business recruitment for McAllen Economic Development Corporation, has spoken about new industrial space being created on the north side of his city. “As we continue to grow as a community, one of the challenges that we have on the south side, being close to the border, is availability of real estate. And so the City took the initiative on the north side,” Garcia explained. “They purchased a 1,200-acre site along with the McAllen Foreign Trade Zone. The FTZ purchased an additional 211 acres and it's right between an airport and an old military base.” Moore Air Base is an inactive U.S. Air Force facility that was sold to private concerns and partially transferred to the Department of Agriculture. “That airport is still used, so that's a site that we're promoting for new development, new projects,” Garcia said. Garcia made his comments in an in-depth presentation to site selectors who were brought down to the Rio Grande Valley by the Council for South Texas Economic Progress. The event was held at the Forum by Regency in Pharr. “We're currently working on a project for a high-tech facility that's being quoted out to several different construction companies in our area. It's about us $50 million or $60 million project we're excited about. We hope to get something going here pretty soon,” Garcia said. Garcia also spoke about the McAllen Foreign Trade Zone. He said it was established in 1968 and covers 800,000 square feet. “The Foreign Trade Zone really was our community trying to establish a base for industrial developments. The Foreign Trade Zone still caters to a lot of our industry. If you're bringing in raw materials from other parts of the world and you want to bring it into an FTZ without having to pay duties or taxes you can still do that,” Garcia said. Some of the revenue the McAllen FTZ generates goes to McAllen EDC, Garcia explained. “Some of that we get to spend an economic development which is quite unique. With much of Texas icing over due to Arctic weather's dangerous slide across the Plains over normally not 10-degree San Antonio, Ralph Garcia has had access to power for no longer than 45 minutes at a time for the last 48 hours. In this sustained cold-weather assault, millions have lost power because of the failure of state energy planners and reduced energy flowing from all power networks, but most conspicuously gas power plants. The climate crisis is no game. But the disabled community is an overlooked, incredibly vulnerable, demographic that often goes overlooked. Now 24, Ralph was born with Muscular Dystrophy and requires a range of treatments every day that require access to electric power. Without power, as hundreds of thousands of San Antonio residents, Ralph and his mom have closed themselves off in his bedroom, packed the window with sheets and blankets to try to stay work. His mother, struggling with the impact of radiation treatment for cervical cancer, was sleeping on the floor beside him during this interview.

MCALLEN, RGV - McAllen Economic Development Corporation and the Binational Council of Economic Development of Reynosa (COBIFER) recently took a potential Chinese investor on a tour of Mexican seaports. The two groups believe there are logistical advantages for companies to use Mexican ports when moving raw materials and goods between the United States and China. Joaquin Spamer, a Mexican businessman based in the Rio Grande Valley, sells U.S. cotton to Asia. He has dubbed the use of Mexican ports in the Pacific Ocean basin the “Third Coast” approach. Spamer, a member of the McAllen EDC board of directors, was on the recent trip. The tour included visits to the seaports of Lazaro Cardenas and Manzanillo, which are on the Pacific side of Mexico, and Altamira and Veracruz, which is on the Gulf of Mexico side. s Lazaro Cardenas is the largest Mexican seaport and one of the largest seaports in the Pacific Ocean basin, with an annual traffic capacity of around 25 million tonnes of cargo. Manzanillo handles Pacific Ocean cargo for the Mexico City area.The tour also included visits to Mexico City, where almost 22 percent of Mexico’s gross domestic product is produced, and Monterrey.In addition to Spamer, MEDC was represented by Ralph Garcia, who handles business recruitment and expansion for MEDC in Reynosa. Representing COBIFER on the tour was its president, Luis Cantu.On the tour they met with state government officials, economic development leader, investors, and port terminal chiefs.The Mexican tour followed a recent visit to China by McAllen and State of Tamaulipas leaders. “We wanted to showcase the competitive advantages of the Third Coast option,” said Garcia.The above podcast features an exclusive interview with Garcia about the Mexican tour.

Ralph Garcia and Nate McCarty, road drivers for ABF Freight, recently completed a nine-day journey to deliver a truckload of wreaths — a load they refer to as “sacred cargo” — that were placed on the graves of veterans laid to rest in Arlington National Cemetery. As part of the Wreaths Across America convoy, they were two of hundreds of volunteer truck drivers who used donated equipment and fuel to deliver nearly 600 truckloads of wreaths to veteran cemeteries in all 50 states.
