AI is becoming a matter of national strategy, as countries seek more control over their own technology. Our Heads of U.S. Public Policy Ariana Salvatore and Global Thematic Research Stephen Byrd look at the race for AI sovereignty and its implications for investors.Read more insights from Morgan Stanley.----- Transcript -----Ariana Salvatore: Welcome to Thoughts on the Market. I'm Ariana Salvatore, Head of U.S. Public Policy Research at Morgan Stanley. Stephen Byrd: And I'm Stephen Byrd, Head of Global Thematic Research at Morgan Stanley. Ariana Salvatore: Today, we'll be talking about AI sovereignty, what it means, what countries around the world are doing to advance their own goals, and what a more fragmented AI ecosystem could mean for investors.It's Thursday, August 20th at 2pm in New York. Stephen Byrd: And it's 9pm in Helsinki. Ariana Salvatore: As AI becomes more powerful and therefore more important to the global economy, countries are asking a basic question: How much of it do we need to control ourselves? That's at the heart of AI sovereignty, making sure governments around the world can access the computing power, data, energy, and technology they need even as geopolitical tensions may rise. Stephen Byrd: And that seems to fit into a broader trend we've been talking about for some time, a more multipolar world where governments are increasingly willing to intervene in markets around strategically important technologies. Ariana Salvatore: Exactly. We describe this as a potential ‘two worlds dynamic.' The U.S. and China have been gradually de-risking from one another, particularly in advanced technology. We've already seen policy tools, including export controls, tariffs, and incentives for domestic manufacturing. And as AI becomes more strategically important, our expectation is for policy intervention to increase rather than decrease. But what's interesting is that the U.S. and China aren't necessarily pursuing sovereignty in the same way. Stephen Byrd: So, let's unpack that. Can you start with the U.S.? What does the American approach look like? Ariana Salvatore: Yes. We think the U.S. is trying to do two things at once, basically. On one hand, it wants to preserve national security guardrails around some of the most sensitive AI capabilities. But on the other hand, it has an incentive to make sure the American AI tech stack is broadly available to allies and partners. So, there's an inherent tension there between those two objectives. Obviously, if you restrict access too much, you can encourage other countries to develop alternatives,. But if you allow unrestricted access, policymakers may begin to worry about losing control over strategically important technology. So, the way that we chart this is through a middle path. We think the direction of travel looks less like complete technological separation and more like selective access – tighter controls around sensitive capabilities alongside an effort to maintain the global reach of the U.S. AI ecosystem. Stephen Byrd: Whereas China's approach is more focused on building out an indigenous ecosystem. Specifically, we see policymakers in China pursuing greater self-sufficiency across the AI stack, from chips and computing infrastructure to cloud and models. Our China strategists argue that bifurcation could actually increase China's incentive to build a larger China-compatible AI ecosystem abroad, particularly across the Global South and other markets that aren't firmly aligned with the U.S. ecosystem. China's model emphasizes lower-cost models, open weight ecosystems, subsidized compute, cloud partnerships and infrastructure exports. So, the competition could increasingly be about not only which country has the most advanced model, but which ecosystem can achieve the widest adoption. Ariana Salvatore: That's right, and that brings us back to this idea of two worlds. So, Stephen, is the implication here that we're going to be heading toward two completely separate AI systems? Stephen Byrd: Not necessarily, I'd say. You know, the supply chains are still deeply interconnected, so our research does not suggest a sudden decoupling. But we could see greater duplication and less globally fungible infrastructure. Countries may increasingly want compute located domestically or regionally. Sensitive data may need to stay within particular jurisdictions, and companies may need different cloud cybersecurity or distribution arrangements in different markets. And that means the same global level of AI demand could require more physical infrastructure than it would in a completely integrated world. Ariana Salvatore: So, fragmentation, like other themes within multipolarity, are more economically inefficient. But potentially pretty important for the investment cycle. We think sovereign AI can make the system more redundant and more capital-intensive as a result. Our research teams think there are potential beneficiaries from that across semiconductors, data centers, networking, power, cloud, cybersecurity, and infrastructure software. Let's look at data centers specifically. If governments and enterprises increasingly require local hosting and greater control over sensitive data, you will inevitably need more geographically distributed infrastructure. Colocation operators, we think, can benefit because they provide the power, cooling, space, security, and interconnection that can allow customers to keep workloads in specific jurisdictions. So, the fragmentation we're talking about may introduce inefficiency at a system level while simultaneously creating incremental infrastructure demand. Stephen Byrd: And there's another constraint here that we probably shouldn't overlook, which is energy. Compute ultimately needs power. So, access to reliable, affordable electricity becomes part of a country's competitive position in AI, which ties into our politics of energy theme that we outlined in January of this year. But as we've also noted, that creates a political constraint. Our thematic work has highlighted rising concern around the impact of data center growth on power prices and on local infrastructure. This has really shown up in a big way in the U.S. And that can mean more pressure to protect existing rate payers, more emphasis on low-cost power. And greater interest in behind-the-meter or off-grid power solutions that allow data centers to secure electricity without putting the same pressure on the grid. Ariana Salvatore: Which suggests that there's a cost, in fact, to AI sovereignty as well. Stephen Byrd: Absolutely. And if countries want more domestic compute, duplicated infrastructure, localized supply chains, and greater redundancy, the system may become more resilient, but potentially more expensive – and we're certainly seeing signs of it being more expensive. Compute and power are already constrained in many markets. Add to that regulatory requirements, localization, and potential restrictions on technology transfer, and reducing dependence can carry an inflationary cost. So, for investors, I think the question isn't simply whether sovereign AI increases spending. It's also where that spending has to occur, what gets duplicated, and which parts of the stack become strategically indispensable. Ariana Salvatore: So, Steven, to frame this for investors, the way we see this theme unfolding suggests that sovereign AI reinforces rather than undermines the broader AI CapEx cycle. We think competition between the U.S. and China is intensifying. Countries outside those two ecosystems increasingly will want greater national resilience and flexibility. And that combination can support additional spending on compute, data centers, networking, and power for years to come. Lastly, an increasingly important question is who controls and supplies that infrastructure, energy, standards, and supply chains that will allow those models to operate at scale? Stephen Byrd: And that may ultimately be the most important thing to watch. Sovereign AI is another example of geopolitics moving directly into the technology investment cycle and potentially changing not only where AI gets built, but how much infrastructure the world needs to build it. Une partie est partie en banque privée — avec des frais de gestion élevés et un capital bloqué pour encore 6 ans. Le reste, elle a décidé de le faire travailler elle-même.À 23 ans, elle achète une maison à Poitiers — un taudis avec du potentiel, dans une ville à forte tension locative étudiante. Elle la rénove entièrement, crée 5 chambres en colocation premium — douche privative, femme de ménage hebdomadaire, fibre incluse. Cashflow prévu : €600 à €700 net par mois.Les travaux devaient durer 7 mois. Ils ont duré 1 an et demi. Budget explosé de €25 000. Isolation mal faite, ponts thermiques, moisissures qui apparaissent sur les murs neufs. Elle ne peut pas louer dans les temps. Elle installe une VMC surpuissante en urgence — €7 000 de plus. Et à la fin de la première année d'exploitation, elle est déficitaire.Elle a pourtant tout vérifié : garantie décennale, avis Google, recommandation de l'agent immobilier. Ça a quand même mal tourné.Dans cet extrait de la Radio Libre, Delphine l'aide à comprendre ce qu'elle peut encore faire — assurance décennale, recours professionnel, procédure judiciaire — et ce qu'elle peut espérer récupérer. Puis elle élargit : malgré tout ça, le bilan à long terme n'est pas forcément catastrophique. Et la suite, pour Fanny, peut être bien meilleure que le début.

Face au vieillissement de la population et à l'augmentation des cas de maladie d'Alzheimer, de nouvelles solutions d'habitat émergent. Parmi elles, un projet inédit en Belgique francophone attire particulièrement l'attention : Vice Versa Habitat, une maison partagée destinée aux personnes de plus de 65 ans vivant avec Alzheimer ou des troubles cognitifs comparables.Située à Woluwe-Saint-Lambert, cette grande maison de près de 500 m² accueillera prochainement huit résidents. Les travaux débuteront cet été pour une ouverture prévue à l'automne. Au programme : 8 chambres individuelles, des espaces communs, une cuisine, une salle à manger, un atelier, un jardin et de nombreux lieux de vie pensés pour favoriser les échanges et maintenir une vie sociale riche.L'idée est née d'un constat simple : entre le maintien à domicile, qui devient parfois compliqué, et l'entrée en maison de repos, souvent redoutée, il manque des solutions intermédiaires. Ici, l'objectif n'est pas de créer une structure de soins mais un véritable lieu de vie partagé.Les futurs habitants conserveront leur autonomie autant que possible tout en bénéficiant d'un environnement rassurant. Des aides familiales seront présentes 24 heures sur 24 afin d'accompagner le quotidien, de soutenir les résidents en cas de besoin et de favoriser le bien-être collectif.Comme l'explique Chantal Dehon, impliquée dans le projet, l'accent est davantage mis sur la présence humaine que sur la surveillance. Chacun reste libre de ses choix, mais personne ne se retrouve isolé face aux difficultés du quotidien. L'entraide, la convivialité et les relations sociales constituent le cœur même du projet.Les soins médicaux ne sont pas intégrés directement dans la structure mais restent parfaitement accessibles. Médecins, infirmiers, kinésithérapeutes ou autres professionnels pourront intervenir selon les besoins de chaque résident.Autre particularité importante : le projet est porté par une fondation d'utilité publique. L'objectif n'est donc pas la rentabilité immobilière mais bien la création d'une solution humaine et accessible. Les responsables souhaitent maintenir un coût comparable à celui d'une structure classique. Trois niveaux tarifaires sont actuellement envisagés afin de tenir compte des revenus de chacun.Le budget se composera de plusieurs volets : le loyer, l'accompagnement assuré par l'association, les services d'aide familiale et de garde de nuit ainsi qu'une participation aux frais de la vie quotidienne tels que l'énergie, les repas ou les charges communes.Les personnes intéressées pourront découvrir le projet lors d'une journée portes ouvertes organisée le jeudi 18 juin entre 15h et 20h. The Data Center Boom: Five Trends Engineering Firms Need to Know The data center market is experiencing unprecedented growth, driven by artificial intelligence adoption and changing infrastructure demands. For ACEC member firms, this represents both a substantial business opportunity and a chance to shape critical national infrastructure. ACEC's latest Market Intelligence Brief reveals a market poised to reach $62 billion in design and construction spending by 2029, with implications that extend far beyond traditional data center engineering. The launch of ChatGPT in 2022 marked an inflection point. What began as voice assistants has evolved into sophisticated language learning models that consume dramatically more energy. A standard AI query uses about 0.012 kilowatt-hours, while generating a single high-quality image requires 2.0 kWh—roughly 20 times the daily consumption of a standard LED lightbulb. As weekly ChatGPT users surged from 100 million to 700 million between November 2023 and August 2025, the infrastructure implications became impossible to ignore. AI-driven data center power demand, which stood at just 4 gigawatts in 2024, is projected to reach 123 gigawatts by 2035. Even more striking: 70 percent of data center power demand will be driven by AI workloads. This explosive growth requires engineering solutions at unprecedented scale, from power distribution and backup systems to advanced cooling technologies and grid integration strategies. Public perception about data center water consumption often overlooks important nuances in cooling technology. While mechanical cooling systems have historically consumed significant water resources, newer approaches could dramatically reduce water use. Free air cooling, closed-loop systems, and liquid immersion technologies offer low-water use alternatives, with some methods reducing freshwater consumption by 70 percent or more compared to traditional systems. As Thom Jackson, mechanical engineer and partner at Dunham Engineering, notes: "Most data centers utilize closed loop cooling systems requiring no makeup water and minimal maintenance." The "big four" hyperscale operators—Amazon Web Services, Microsoft Azure, Google Cloud Platform, and Meta—have all committed to becoming water-positive by 2030, replenishing more water than they consume. These commitments are driving innovation in cooling system design and creating opportunities for engineering firms with expertise in sustainable mechanical systems. The days of one-size-fits-all data centers are over. Latency requirements, scalability needs, and proximity to end users are accelerating adoption of diverse building types. Edge data centers bring computing closer to users for real-time applications like IoT and 5G. Hyperscale facilities support massive cloud and AI workloads with 100,000-plus servers. Colocation models enable scalable shared environments for enterprises, while modular designs—prefabricated with integrated power and cooling—offer rapid, cost-effective deployment. Each model presents distinct engineering challenges and opportunities, from specialized HVAC systems and high floor-to-ceiling ratios for hyperscale facilities to distributed infrastructure planning for edge networks. Two emerging trends deserve particular attention. First, the Department of Energy has selected four federal sites to host AI data centers paired with clean energy generation, including small modular reactors (SMRs). The Nuclear Regulatory Commission anticipates at least 25 SMR license applications by 2029, signaling strong demand for nuclear co-location expertise. Second, developers are increasingly exploring adaptive reuse of underutilized office spaces, Brownfield sites, and historical buildings. These locations offer existing utility infrastructure that can reduce construction time and costs, making them attractive alternatives despite some design constraints. Recent federal policy changes are streamlining data center deployment. Executive Order 14318 directs agencies to accelerate environmental reviews and permitting, while revisions to New Source Review under the Clean Air Act could allow construction to begin before air permits are issued. ACEC recently formed the Data Center Task Force to advocate for policies that balance speed, affordability, and national security in data center development, complimenting EO 14318. For engineering firms, site selection expertise has become increasingly valuable. Success hinges on sales and use tax exemptions, existing power and fiber connectivity, effective community engagement, and thorough environmental risk assessment. AI-driven planning tools like UrbanFootprint and ESRI ArcGIS are helping developers evaluate site suitability, identifying opportunities for firms. The data center market offers engineering firms a chance to lead in sustainable design, infrastructure innovation, and strategic planning at a moment when digital infrastructure has become as critical as traditional utilities.

Le centre-ville de Johannesburg en Afrique du Sud, autrefois quartier des affaires animé, est aujourd'hui devenu un lieu énigmatique : le crime a pris de la place avec la présence de gangs et de toutes sortes de trafics, mais c'est toujours un haut lieu de culture. Si depuis la fin de l'apartheid, le secteur économique s'est déplacé vers le nord de la ville, les artistes, eux, sont restés fidèles au centre. On y trouve de nombreuses résidences d'artistes, parfois juste en face d'immeubles squattés. Dans l'August House, les peintres s'inspirent de ce centre-ville abîmé et donnent de l'espoir en mettant l'art en plein cœur de la ville. De notre correspondant à Johannesburg, Pour entrer dans ce grand immeuble du centre-ville. Il faut ouvrir une petite porte en verre. Puis direction l'ascenseur. Premier arrêt dans l'appartement de Shandre, qu'elle occupe depuis un an. « Mon matelas est posé sur le sol. Autour, il y a mes chaussures. Et ici à gauche, c'est ma petite collection de livres avec tous mes romans préférés. Et ça, c'est un mannequin avec ma tenue de diplômé. Parce que je viens tout juste d'obtenir mon diplôme ». Comme une cinquantaine d'artistes, la jeune diplômée de 26 ans habite ici, dans une grande pièce éclairée par le soleil, où les pinceaux côtoient les ustensiles de cuisine. « On a de grandes fenêtres qui donnent sur la ville. Pour moi, c'est important parce que je travaille sur l'identité. En Afrique du Sud, il y a un problème de xénophobie. Et juste en bas de l'immeuble, ici, il y a beaucoup d'immigrés qui travaillent. Très souvent, je vois la police arriver, juste sous mes yeux. Ils viennent pour tout leur confisquer, les légumes, les fruits, tout ce qu'ils ont. C'est trouve ça vraiment inhumain. Ce sont des scènes qui m'inspirent, car c'est un sujet que j'aborde dans mes œuvres. C'est donc important pour moi de vivre ici, pour voir ce qu'y s'y passe. » Le Jazz en peinture vu du Township À chaque nouvel étage, une nouvelle porte dévoile un nouvel univers, comme celui de Kamogelo : un jeune papa, son fils, est d'ailleurs devant la télé ce jour-là. Parce que dans ces appartements, les canapés du salon cohabitent avec les peintures inachevées. « Tout ce qu'il y a au sol, vous pouvez marcher dessus, ne vous inquiétez pas ! Donc juste ici, ce sont mes peintures sur le Jazz. Pour cette série de tableaux, je m'inspire du Township d'où je viens. Là-bas, il y a des anciens qui se réunissent tous les dimanches. Qui apportent leurs collections de disques de jazz. Et qui accompagnent la musique avec leur danse. C'est une pratique qui date de l'époque de l'Apartheid. Et je m'en inspire. » À l'image de cet immeuble dont le loyer d'environ 350 euros par mois, on trouve une dizaine d'immeubles comme celui-ci à Johannesburg. Comme des grandes colocations d'artistes. Tous sont situés en plein centre-ville. « Le rôle d'un artiste, c'est d'inspirer les gens, et de changer l'image que l'on a des choses. Il s'agit de raconter de belles histoires. Dans le centre-ville, oui, il y a de la criminalité ! Mais il y a aussi beaucoup de beauté, et c'est cette beauté que nous devons partager en tant qu'artistes », avance Kamogelo. « Chaque pièce abrite un cœur, avec une histoire unique » Au dernier étage se trouve un groupe d'étudiants internationaux en plein cours de dessin. Melissa est derrière une porte en bois blanche : « En temps normal, c'est plus calme qu'aujourd'hui. Ici, c'est une échappatoire qui me permet de me vider l'esprit. Et les autres artistes vous inspirent, vous encouragent. Je n'avais jamais connu ça auparavant, quand je travaillais dans mon coin. » « Et comment pourriez-vous décrire ce bâtiment en une seule phrase ? » « Je dirais que c'est une sorte de labyrinthe sombre. Et dès que vous ouvrez une porte, vous entrez dans une pièce lumineuse, avec de la couleur et de l'inspiration. C'est magique ! Chaque pièce abrite un cœur, avec une histoire unique », développe Melissa.
