EDINBURG, Texas - Thomas Ray Garcia, lead coordinator for the Hidalgo County Prosperity Task Force, has provided more information on the RGV Recompete Coalition.The Coalition, consisting of the four counties of the RGV, along with various higher education institutions, has made an application to the US Department of Commerce to secure an $85 million grant under the Recompete Pilot Project. According to the Department of Commerce, the Recompete Pilot Program will invest $200 million toward projects that spur economic activity in geographically diverse and persistently distressed communities across the country. Specifically, the program targets areas where prime-age (25-54 years) employment significantly trails the national average. The program aims to close this gap through by utilizing EDA's place-based approach and delivering large, highly flexible grants based on community-driven strategies to address unique workforce and economic development needs of individual communities or regions.”“The idea is to get residents out of poverty through a systemic process of getting them educated, getting them trained, getting them counseled and mentored, and then getting them gainful employment,” Garcia said. “That also means working at the back end and trying to systemically ensure that the jobs are there. So what we've tried to do at the Prosperity Task Force is both match job seekers to jobs, plus get new jobs here in Hidalgo County.”Garcia added: “That's a big part of what this Recompete grant would help us do. We are still in the process of putting together the framework of doing the things that we set out to do in the Recompete grant, even in the case we don't get it. But, the Recompete grant would make reality a lot of what we're aiming to do by eradicating poverty in Hidalgo County, and by working collaboratively across all of our different sectors, and in this case, a regional effort. To our family and friends we are sad to announce the passing of our father Tommy R. Morris also known as Tommy, Soapy, and Daddy/Pappa, Bootscooter. Dad was one of six in a family of four girls and two boys with our dear Aunt Bonnie remaining, Thomas married our mother Joan when she was 16 and began their love story. Again many things occurred within the 5 years from 2017-2022. Right around the same time I finally figured out the story of Elizabeth and the 11 orphans in my old house, and just before Thomas Ray started to introduce himself to me (as discussed in chapter Eight) a friend of mine called me up and asked me if I've ever been to the Rapids Theater in Niagara Falls New York. If I was being honest, I never heard anything about it. He went on to tell me about how The Sci-fi channel had done paranormal shows there, and it was known for being “haunted”, or in my words, “spiritually active”. My friend knew the owner and suggested that we do an event there. Always open to trying new things, I agreed. Within a few days of discussing the possibility of hosting an event there, we reached out to the owner and asked if we would be welcome to do so. Without any hesitation, he granted us full access to the Theater.

Thomas Ray is a 16-year-old student angler aspiring to become a professional one day. Thomas goes by @theokayangler on social media, but he is light years ahead of many when it comes to knowing how to wrangle fish. Thomas is the son of a competitive 3 gunner and shares many of the similarities between competitive shooting and competitive fishing. He talks about different rods, reels, fishing lines, and when you should use one over the other. He talks about the bait he uses the most and the freshwater fish he loves to fight to reel in. Thomas spends many weekends in fishing tournaments and when he's not competing, he enjoys catching and releasing fish. He is wise beyond his years as he shares the importance of conservation and how we can be better about not polluting our waterways. I'm personally excited to see what this young man's future holds!
