Nearly two years ago, lawmakers passed a bill that allows most Texans to carry a gun without a permit. But experts say that doesn't mean gun owners are free of responsibility to themselves and those around them. "I mean, we love to carry them. We love to be able to say that we have the Second Amendment that is part of our DNA," said Alex Del Carmen, the dean of the school of criminology at Tarleton State University and the director of the Institute for Predictive Analytics in Criminal Justice. Baylee Friday also talked to Chief Jimmy Perdue of the North Richland Hills Police Department and the president of the Texas Police Chiefs Association, and the founder of the Brain Performance Center in Dallas Leigh Richardson about the physical, emotional, and mental aspects of using a gun.
The death of Tyre Nichols in Memphis shared many of the same hallmarks as other recent deadly police encounters: a traffic stop that turns violent, an outraged community and a critical release of video footage. But the case was unique in another way. All five police officers now charged with his murder are Black. Will the race of the officers matter with a jury? Can black officers be biased? What kind of training needs to be done to create colorblind policing? Dr. Alex Del Carmen, law enforcement expert at Tarleton State University, is here to talk about police training. Los Angeles Sheriff Alex Villanueva is not alone in suggesting to voters that crime is up because Democrats defunded police agencies after nationwide protests following the 2020 murder of George Floyd by a Minneapolis police officer. Yet in many communities, defunding never happened. One study examined the budgets of more than 100 cities and counties and found that 83% are spending at least 2% more on police in 2022 than in 2019. But is it too late to put the high crime genie back in the bottle? Crime expert Dr. Alex Del Carmen joins Rick on NewsTalk 820 WBAP ... HELP WANTED: 86% OF POLICE DEPARTMENTS ARE EXPERIENCING AN OFFICER SHORTAGELaw Enforcement Specialist // heads up the School of Criminology, Criminal Justice and Strategic Studies at Tarleton State University in Fort Worth. He helps train the next generation of cops DR. ALEX DEL CARMENPolice departments across the country are dealing with a shortage of officers. The National Police Foundation reports 86% of the departments nationwide are experiencing a shortage. It was already an issue, but the events so far in 2020 have the situation worse. Before this year, hiring for officers was on a five-year decline. "It's a hard time being a police officer," said Dean Esserman. Esserman was the former police chief in several cities in the northeast, and now works with the National Police Foundation. He said two big factors are causing the shortage: Municipalities are facing budget cuts due to the coronavirus and police morale is down due to the protests. "I think it seems that there's no middle ground today. One has to be on one team or the other," Esserman said. Another factor is that police chiefs and supervisors are not staying on the job as long anymore. Esserman said that creates a big divide in community policing, which agencies have been doing for decades. The number of open positions are astounding. Veteran cops are retiring and there simply aren't enough rookies coming in. The number of open positions are astounding. Veteran cops are retiring and there simply aren't enough rookies coming in. Can you blame cops for calling it quits? The average police salary in America is just $54,000. Is that enough money for someone who's paid to put their life on the line? To put it into perspective, you can make more than three times that managing a Walmart. Are all the calls for defunding police departments and the nonstop second-guessing of cops causing young people to cross law enforcement off their career list? What needs to be done to turn things around?
