The State Department of Education is advancing a set of rules that give schools and teachers some clarification on a law that includes a ban on books with sexually graphic content. Plus, Senators from Iowa and Nebraska are supporting Federal legislation that would return land in northwest Iowa to the Winnebago Tribe of Nebraska.

According to the National Weather Service there will be increasing clouds in the Cedar Rapids area with a high near 67 degrees. It will also be breezy, with winds of 15 to 20 mph gusting as high as 35 mph.We should still have highs in the 50s on Saturday and Sunday, but it appears that next week will begin the slide into colder temperatures.A judge Wednesday sentenced 18-year-old Jeremy Goodale to life in prison with the possibility of parole after 25 years for his role in killing his high school Spanish teacher with a baseball bat.District Judge Shawn Showers said this wasn't a “typical” murder case — noting the brutal nature of the killing. 66-year-old Nohema Graber, a teacher at Fairfield High School, was killed in 2021 by Goodale and Willard Chaiden Miller. Both students were 16 at the time of the killing.Showers, who considered all the juvenile factors required in sentencing a teen, said there were mitigating factors in the case, including Goodale's genuine remorse, which was unlike “your co-defendant” – referring to Chaiden Miller. He also said Goodale's plea of guilty and acceptance of responsibility also was a mitigating factor.State education officials will not provide Iowa school districts with a list of library materials now prohibited under new K-12 book restriction rules, despite calls and suggestions for it to do so by school librarians and administrators and a state board member.The Iowa Board of Education voted Wednesday to move ahead with proposed rules seeking to clarify restrictions under a new state law that prohibits books and curriculum in K-12 schools that contain descriptions of sex acts. The law also prohibits the teaching of sexual orientation and gender identity through sixth grade.The law passed solely by the Republican majority also requires school administrators to alert a student's caregiver if a student wants to use pronouns that differ from their sex assigned at birth.Iowa cornerback and special teams standout Cooper DeJean has suffered a significant lower-leg injury in practice and will miss the rest of the season, the team confirmed Wednesday evening in a news release.“This is truly heartbreaking for Cooper,” Iowa Coach Kirk Ferentz said in a statement. “He has played extremely well and is a real playmaker on our team. We will all support Cooper during his recovery, which will continue into the new year.”DeJean, an Associated Press midseason All-American, has widely been projected to be a first-round pick in next year's NFL Draft should he choose to forego his senior season.

Why would two sixteen year old boys murder a Spanish teacher with a baseball bat, then go on to brag about it on Snapchat? This is the question Special Agent (Ret) Tom Myers and the All Things Crime host, Jared Bradley attempt to answer during this bonus episode! Nohema Graber was a 66 year old Spanish teacher in a small town in Iowa called Fairfield. Originally from Mexico, she had lived an amazing life. She was a flight attendant for a time, then worked her way up to be one of the first commercial airline pilots for the airline she worked for. She eventually moved to Iowa with her family and began teaching Spanish in the local high school. She would take walks in a nearby park every day and by all accounts was an extraordinary individual. In the fall of 2021 she had a student named Willard Miller in one of her classes. Apparently Miller had received a bad grade (most likely deserved) so he and his friend, Jeremy Goodale, took the following two weeks to plot out and execute a plan to murder Mrs Graber. They took items to the park, including a wheelbarrow and a baseball bat, and watched Mrs Graber to learn her routine. Then, on that fateful day, they struck Nohema with the bat, drug her off the trail, beat her again with the bat, killing her. They then tried to hide her body under the wheelbarrow and other items, and relocated her vehicle. The two murderers then went on to brag about what they did on Snapchat. Why would these two young men go to such extremes, then brag about it on social media? Is it possible to be so detached from reality that beating a 66 year old teacher, mom and upstanding lady is not a disgusting and appalling act in their minds? All Things Crime is a new, comprehensive video series that will explore every aspect of crime and the ensuing investigation, one video interview at a time. According to the National Weather Service, it will be cloudy with a high near 70 degrees in the Cedar Rapids area. Rain chances are predicted at 30 percent before 11 a.m., dipping down to near 0 percent, then back above 40 percent by 7 p.m. At this time the heavy rain appears to be predicted to fall early Thursday morning.Two Fairfield teens pleaded guilty Tuesday to first-degree murder for killing a high school Spanish teacher in 2021 over what prosecutors said was a bad grade, but one wouldn't admit to striking her with a baseball bat — instead saying it was his co-defendant who killed her.Willard Noble Chaiden Miller, 17, pleaded to first-degree murder, or aiding and abetting in that crime, during a hearing in Jefferson County District Court. He contended that he acted as lookout for 18-year-old Jeremy Goodale as he struck and killed Nohema Graber with a baseball bat on November 2, 2021. The 66-year-old Graber was a Spanish teacher at Fairfield High School.Goodale testified Tuesday during his hearing that it had been Miller who had planned the assault, brough the bat, and struck Graber. Goodale testified he helped Miller move Graber off the park trail, where he struck her and she died. Assistant Iowa Attorney General Scott Brown said the prosecution contends Miller was part of planning the murder and he also struck Graber with the baseball bat. Brown said that Miller also helped cover up the crime and destroyed evidence.Brown said the prosecution believes the murder was committed due to Graber giving a bad grade, and it was Miller who was in her class that year, not Goodale. Brown said the prosecution will recommend a minimum of 30 years in prison for Miller, with the possibility of parole. He said they will be recommending 25 years for Goodale, because he cooperated with the investigation. Graber, who grew up in Mexico, had been a Spanish teacher at Fairfield High since 2012. She left behind three children — Christian, Nohema Marie and Jared — and a former husband, Paul.The Iowa City Police Department has begun scouring the Iowa River and Ralston Creek in search of a 20-year-old Muscatine man who was last seen early Saturday, according to authorities.Cristian Martinez was last seen walking west in the 100 block of W. Harrison Street, south of downtown, about 12:56 a.m. Saturday. His phone had died earlier in the evening and his loved ones have been unable to reach him.Based on the direction Martinez was walking, police are concerned he may have ended up at the Iowa River. The Iowa City Police Department worked with Johnson County Emergency Management and the Army Corps of Engineers to reduce the flow from the Coralville Reservoir to help search the river for Martinez.Boats and drones have been used to search the river. Police have also searched nearby railroad tracks and Ralston Creek, and have obtained surveillance video from Iowa City, the University of Iowa, Johnson County and other private video. They've also reviewed Martinez' bank account and cellphone activity, according to a news release

Showers and possibly a thunderstorm are likely early after midnight and into early Friday morning.Iowa guard Caitlin Clark was awarded the Naismith Trophy on Wednesday as the national player of the year in women's college basketball.Clark, the first player in Division I women's or men's history to total at least 900 points and 300 assists in a season, is averaging 27.3 points 7.3 rebounds and 8.6 assists per game in leading the third-ranked Hawkeyes (30-6) to the Final Four.Clark is the second Iowa women's basketball player in five years to win it, joining Megan Gustafson in 2019. Iowa's Luka Garza won the men's Naismith Trophy in 2021.The Hawkeyes and top-ranked, undefeated South Carolina meet in the Final Four at 8:30 p.m. Friday.A man was arrested Wednesday on a charge of first-degree murder in relation to a fatal shooting at a Marion bar on St. Patrick's Day, according to a news release from the Marion Police Department.Duval Walker, 28, was arrested by U.S. Marshals and members of the FBI Safe Streets Task Force and Waterloo and Marion police departments in Waterloo, in the 900 block of Linn Street, Wednesday. He is accused of fatally shooting Cameron Barnes, 32, at Cocktails and Company, 1625 Blairs Ferry Rd., Marion.Along with the first-degree murder charge, Walker is also facing charges of possession of a firearm or offensive weapon by a felon and going armed with intent.Police were called to the bar at 11:06 p.m. March 17 on a report of shots fired. Barnes was found injured and was taken to a hospital where he died.According to reporting from the Associated Press one of the teenagers charged in the death of their Fairfield High School teacher will testify against the other defendant.Jefferson County Attorney Chauncey Moulding said during a court hearing that Jeremy Goodale, 17, has agreed to testify against Willard Noble Chaiden Miller, 17, during Miller's upcoming trial. Goodale and Miller are both charged with first-degree murder in the November 2021 death of 66-year-old Nohema Graber, their Spanish teacher at Fairfield High School. Her body was found in a Fairfield park in November 2021.

On Wednesday night it will be partly cloudy, with a low of around 53 degrees.Two Iowa teenagers killed their high school Spanish teacher last year after being frustrated over a bad grade. Prosecutors made the claim Tuesday in court documents that for the first time reveal a possible motive for the murder.According to reporting from the Associated Press, the documents were filed ahead of a hearing Wednesday where a judge will hear arguments on whether to suppress any of the evidence against Willard Miller and Jeremy Goodale, who are charged with murdering high school Spanish teacher Nohema Graber in Fairfield on November 3, 2021.In a police interview, Miller described the frustrations he had with the way Graber taught Spanish and over how the grade in her class was lowering his GPA.“The poor grade is believed to be the motive behind the murder of Graber, which directly connects Miller,” court documents filed by Jefferson County Attorney Chauncey Moulding and Assistant Iowa Attorney General Scott Brown said.Miller initially denied any involvement in Graber's disappearance but “later stated he had knowledge of everything but did not participate,” according to court documents. He told police that the real killers — a “roving group of masked kids” — forced him to provide his wheelbarrow to help move her body and to drive her van from the park.Miller's defense attorneys are seeking to invalidate four search warrants and suppress evidence from Miller's home, comments he made to police and information taken from his cellphone, and the social media platform Snapchat.With more than a year of construction to go on a new 38,500-square-foot, two-level Hawkeye wrestling practice facility, the University of Iowa is moving to officially name it after a family that made the $7 million lead gift.The “Goschke Family Wrestling Training Center” will honor Doug and Ann Goschke — Iowa natives who split their time between Iowa and Florida.Officials said the facility — which originally was expected to cost $17.3 million before inflation and an expanded scope for the new women's wrestling team drove the price up to $31.6 million — will be funded entirely by gifts. The current Carver Circle campaign has raised nearly $27 million in gift commitments to date.Construction adjacent Carver-Hawkeye Arena, where the wrestling teams compete, began in summer 2022 and is scheduled for completion in spring 2024. Teamsters Local 238 signed a new three-year agreement with Archer Daniels Midland Tuesday, averting a strike at the multinational food processor's facility in Cedar Rapids.The union's previous contract with ADM, based in Chicago, had expired at midnight. Rain becomes even more likely Friday night, jumping from 40 percent to 90 percent probability, with new rainfall amounts between a quarter and a half an inch possible. The low should be close to the high temperatures earlier in the week, settling in at 56 degrees. Several petitions are circulating through the Iowa State University community opposing changes to its College of Liberal Arts and Sciences — specifically its history department — after administrators earlier this year announced $15 million in cuts by the 2026 budget year. The petition references Iowa State's recent decision to exit the prestigious Association of American Universities after 64 years, which the school did after criticizing the AAU ranking system — noting it favors “institutions with medical schools and associated medical research funding.” Also circulating are two separate petitions opposing proposals to eliminate the ISU Department of History's graduate programs. Goodale and Willard Noble Chaiden Miller, 16, are charged with first-degree murder and conspiracy to commit a forcible felony in the killing of Nohema Graber, 66, the Spanish teacher at Fairfield High School. Her body was found in a park near the school in November. A 73-year-old man died Wednesday morning after a farming accident in rural Linn County, according to authorities. According to the Linn County Sheriff's Office, Stephen Jay Martin, of Springville, had been operating a field processor near the intersection of Bowdish Road and Whittier Road north of Springville when he stopped to make some adjustments to the equipment. Martin appeared to have slipped and fallen, causing an injury which resulted in his death. Martin's family discovered the incident and called law enforcement. Linn County deputies, sheriff's rescue, Central City Fire and Center Point Ambulance responded about 7:45 p.m. Next stop Baltimore for Tyler Linderbaum. The Ravens took the former Hawkeyes star center with the No. 25 pick in the first round of the 2022 NFL Draft. Linn County and its sheriff's office are paying a former deputy and his lawyers over half a million dollars to settle his assertions that fellow deputies belittled him for taking leave to help care for his newborn son. Scott Becker initially filed a lawsuit against the county in January 2020 in Linn County District Court, but it was refiled in U.S. District Court in February 2020. In his suit, Becker said he took time under the Family Medical Leave Act to care for his child in 2018, but then faced harassment and retaliation from co-workers who didn't want to fill in for him while he was out.
