In 2017, Argentina had the highest corporate income tax rate in Latin America. Reducing it was politically popular and economically desirable. Getting it through a Congress where the governing coalition held just 19% of Senate seats, while the fiscal deficit ran at close to 8% of GDP, was a harder problem. A package of reforms was planned, revenue-neutral and phased over five years: corporate tax on reinvested profits would fall from 35% to 25%; a minimum-wage deduction would reduce the payroll tax burden on firms employing informal workers; energy, alcohol, and sugar taxes would be reorganised on rational, emissions-based principles; and provincial governments would agree to phase out the cascading "ingresos brutos" sales tax in exchange for limits on public spending. In this week's VoxDev Talk, Sebastian Galiani, who served as Deputy Minister of Economy in Argentina and led the design of the reform, tells Tim Phillips how the Macri government attempted to reform its tax structure, and what it teaches us about policy. Galiani's team negotiated a deal under which the provinces agreed to phase this system out over five years and move toward a simpler, less distortive sales tax structure.Second-best reform is the practice of improving a policy system as far as constraints allow rather than designing for the theoretically optimal outcome that cannot be achieved in practice. Galiani frames the 2017 reform explicitly in these terms: the design team mapped the distance between Argentina's actual tax system and optimal taxation, then asked how far they could move in that direction given the fiscal, political, and negotiating constraints they faced. The result departed from the ideal in every dimension; it was nonetheless a genuine improvement on what existed before.Escape clauses are provisions written into legislation that suspend or modify specific commitments if defined trigger conditions are met. The 2017 reform included several: the inflation adjustment for the calculation of corporate assets, for example, would apply only if inflation continued to fall. (and keep on asking) Matthew 7:7 James 4:2; Philippians 4:6; Hebrews 4:15, 16 My Motives Are Misaligned: James 4:3 Ask the Holy Spirit to reveal where my prayers are “all about me”. “Search me, O God” …. Psalm 139:23 Relief vs. Resolution; Recognition vs. Service; Consumer vs. Investor; Star vs. Servant/Leader; Winner vs. Reconciler; etc. I Have Neglected or Refused to Forgive Mark 11:25, 26; Ephesians 4:32; Colossians 3:13 I must be willing to GRANT what I am asking for myself! (Not a feeling, but a decision.) I am “regarding iniquity” …. Psalm 66:18 Regarding: to continue to look, consult, hold onto. Refuse or neglect to deal with …. (i.e., habits, addictions, sexual sin, grudges, etc.) anything that compromises, competes with God's ownership, Christ's Lordship.) As a husband, (1 Peter 3:7) dishonoring of my wife. I forfeit my answers by “Pulling the Plug” on the sowing/reaping process! (Galatians 6:7-9) I have failed to submit to God's Development Plan for His Glory and My Best! This week, in Fond du Lac, Wisconsin, a young woman disappears on her way to a retreat, for a new job. Her van is found very close to where she was last seen, but with hundreds of extra miles on it, and some strange, and telling clues. She is eventually found, horribly murdered & possibly tortured. This leads to a long & inept investigation, that focused on the wrong man. Thankfully, the victim's family did everything they could, leading to a completely new suspect, and the scary thought that this killer could've done this an untold number of times!!   Along the way, we find out that fondue goes in & out of fashion, that people are more loyal to their fast food of choice than you would imagine, and that when there's a possible serial killer on the loose, always look at all the truckers in the area, before moving on to other suspects!!   New episodes, every Wednesday & Friday nights!! Tennyson Jesse, an English journalist, criminologist, and writer. The daughter of a vicar who dragged the family around the British empire, she trained as a painter before moving to London in 1911. Journalism beckoned, but she was not put off by losing the use of her right hand in a plane accident, learning to type left-handed. Known as Fryn to her friends, she reported from the ground during World War I and published fiction, before moving into criminology and true crime writing. "All my writing before this has been poetry, and over the years in my books of poems I found the lines kept getting longer. I think the move towards prose had me working on this journal form, which I've not done. Many people write their journals their entire lives. For me, it's a more dipping in and out of this form of work. I began this segment when my father-in-law was dying, and it began as a small series of prose poems about his decline. What I found myself wanting to do then is weave in stories from work, how they were intersecting with what was going on at home. And the thought that all analysts, all therapists, live in this zone of interwoven stories where we're following multiple narrative threads at once, but we tend to talk to each other in terms of one case story at a time. So it was important to me to have all those levels present, because that's really what a lived life is, is being immersed simultaneously and in all of those."     Episode Description: Alice's 'meditative memoir' invites us into the multiple narratives in analysts' lives both within and outside of their offices. She shares how we inevitably bring our own experiences into each clinical hour which forms part of the musicality of the work. Her attention remains on the inside/outside aspects of the body, the mind and our world views. Mortality is never far from her awareness and is reflected in the work she engages in with her patients. She introduces 'Blake' to us and how after 12 years of vital work together, he dies quite prematurely. We discuss the intimate nature of analytic work and how it becomes part of our own inner life. Alice shares a saying of her at times 'directionally challenged' grandfather, "We are headed in the proper general direction" - a theme applicable to many venues of life and psychoanalysis. We close with her reading a poem of Galway Kinnell which concludes with "The still undanced cadence of vanishing"   Our Guest: Alice Jones, MD is a personal and consulting analyst at the San Francisco Center for Psychoanalysis.
