What's being described as "ancient" infrastructure legislation is in for a shake-up. The Government's pitching changes to the Public Works Act to speed up acquiring land for major projects, including premium payments to private landowners. The Environment Court will no longer hear objections, but instead relevant authorities like the Minister for Land Information. Infrastructure New Zealand Policy Director Michelle McCormick told Andrew Dickens removing the Environment Court is a big improvement. She says we all know how over-loaded the court is. McCormick says it's good to take a fresh look at how the process could be improved, to ensure we're getting the infrastructure we need faster. Congestion charging is expected to trigger a change in driver behaviour. A bill allowing councils and local authorities to set charges for people using busy routes during peak hours has passed its first reading in Parliament. A report released today revealed congestion costs Auckland $2.6 billion a year. Infrastructure New Zealand policy director Michelle McCormick says people need to change their thinking around transport. "We're quite often lazy and we just jump in the car without a thought about alternatives. But if there's a charge to it, we're paying directly - it might just make us stop and think." It comes after a week of infrastructure woes, with the Defence Force plane breaking down, a track fault cancelling all trains in Auckland, and an Interislander ferry running aground. These are all areas that have been issues before, so what's stopped us from fixing these problems before they become a catastrophe?
