Our habits determine the state health of our people, our communities and our planet. The use of tobacco remains the single most avoidable health risk behaviour worldwide. Tobacco use has absolutely no health benefits. Rather half of all people who use tobacco die from some related health impact. Sadly, tobacco health risks do not only affect the user. Non-smokers are also at risk by simply being exposed to environments where tobacco use is habitual. Given all these facts the question becomes how do we address this situation to protect health of all. In Saint Lucia, there has been consistent efforts to foster the needed supportive environment that can help in reducing the harmful effects of use of and exposure to tobacco. This has been included the recent legislative change with the introduction of the Smoke Free Public Spaces in 2020. Legislation must be put into practice to have meaning and to have beneficial impacts. Our collective ownership and responsibility is the urgent action needed for this legislation to achieve its intended purpose. The call to action is that all stakeholders do our part. When smoking is continued to be allowed in public places like restaurants, bars, entertainment and sports festivities, everyone is exposed to second-hand smoke. This is of particular concern to people present who have chosen not to smoke. It becomes even more concerning when our minors, our children, are present and exposed to the harms of secondhand smoke. By creating a culture of smoke free public spaces within our venues of rest and relaxation, during our festivals and festivities we can achieve an environment of protection and respect to the health rights of all. Over recent years, even decades, we can fairly say there has been a growing awareness and consciousness about tobacco use. As the Ministry which is charged with protecting public health we have largely received a positive response from the various partner agencies and communities that we have engaged. As we continue our efforts at awareness, advocacy and engagement, we ask all to boldly take meaningful action against public smoking within your various spheres of influence. The health of any individual, community or country is largely influenced by the environment that is created for our daily living. So let's encourage, let's enforce, let's engender a culture which eliminates tobacco use in the places and spaces we gather, mix and mingle. May World No Tobacco Day become less of a yearly observation but transform into a commitment to healthy lifestyle practice.

Executive Summary Tobacco is a massive global issue: 8 million annual deaths and 230 million annual DALYS (15% and 9% of global totals respectively). There are evidence-based policies - outlined by the WHO's MPOWER framework - that countries can adopt to reduce tobacco use. Policy advocacy for implementing MPOWER measures in neglected countries can avert DALYs with cost-effectiveness matching GiveWell's top charities. Since starting in mid-September, Concentric Policies has engaged with seven ministries of health, met with four, and received a partnership request from one to develop a multisectoral plan for noncommunicable diseases. Closing our Year 1 funding gap ($21,000) is critical for building the necessary capacity to support our government advocacy plans in 2024. About Us Concentric Policies is a nonprofit focused on preventing and controlling noncommunicable diseases. We support the adoption of evidence-based health policies in countries underserved by large NGOs and the international community. Through collaboration with governments, civil society, and citizens, we aim to reduce the unhealthy consumption of tobacco, alcohol, sodium, and sugar. Concentric Policies provides free assistance by engaging stakeholders, strengthening the evidence base through research, and offering technical assistance throughout the policy process. Concentric Policies was launched through Charity Entrepreneurship, a London-based incubator that turns well-researched ideas into high-impact organizations. Charity Entrepreneurship has helped launch over 30 charities that are now reaching over 20 million people annually with their interventions. Problem Annual deaths from tobacco were 6 million in 2013 and rose to 8 million before the pandemic. Today, more people are killed annually by tobacco usage than malaria, HIV, and neonatal deaths combined… twice over.[1] In addition, tobacco usage increases healthcare expenditures, decreases productivity, exacerbates inequality, degrades the environment, and contributes to child labor. This EA Forum post from World No Tobacco Day covers these harms in more detail. Solution The WHO's MPOWER framework provides cost-effective demand-reduction measures to help countries reduce tobacco consumption. Since MPOWER was introduced globally 15 years ago, an estimated 300 million less people are smoking than might have been if smoking prevalence had stayed the same.[2] Tobacco taxation is the most effective (and cost-effective) intervention for reducing tobacco consumption, yet it is the most neglected intervention.[3] Tobacco has an average price elasticity in LMICs of around -0.5, meaning that for a 10% increase in the retail price of tobacco, consumption decreases by 5%.[4] Opportunity The number of countries that have adopted at least one MPOWER measure at the highest level of achievement has grown from 44 in 2008 to 151 in 2022. However, only a handful of nations have full compliance with MPOWER guidelines and 44 countries remain unprotected by any of the MPOWER measures.[5] Despite nearly every country signing the WHO's treaty on tobacco, only 13 nations outside of Europe meet the WHO's recommended minimum of taxing tobacco at 75% of retail value. Since starting work in September, we have learned and reaffirmed the following: Some governments are not aware of the potential ROI from comprehensive implementation of the MPOWER framework Consolidated funding in the tobacco control space has led to only a dozen or so of the highest-burden countries receiving the majority of resources Many smaller countries do not receive any attention from major tobacco control organizat...

The southern African country now wants to make its tobacco industry more lucrative by manufacturing more cigarettes at home and limiting foreign funding of farmers. Currently, China funds the bulk of production and buys the lion's share of Zimbabwe's tobacco. Once harvested, tobacco leaves are dried and prepared to make products such as cigarettes, cigars, chewing tobacco and pipe tobacco. At auction, premium prices are paid for the “golden leaf” that is exported around the world. Dr. Prasad says that food insecurity is growing in countries that should be able to feed their own people. “There are countries now which are requesting for food because of the various crises. The access to food is limited and many of these countries are well endowed with enough land - fertile land, water to grow food for many other countries. And so it's ironic that they are ending up importing food from other countries.” In recent years Zimbabwe has rapidly increased the size of its crop, regaining its spot as one of the world's top five exporters of tobacco, peaking at 261 million kilograms (288,000 tons) in 2019. According to WHO, since 2005, there has been a nearly 20% increase in tobacco farming land across Africa. The number of people facing acute food insecurity rose to 258 million in 58 countries in 2022, according to the latest Global Report on Food Crises (GRFC). According to a study published by Tobacco Control, a journal on tobacco research in 2021, Zimbabwean tobacco farmers, close to 60% of farmers, said they were in debt. The sample involved 381 farmers. Sweden is getting close to becoming the first “smoke-free” country in the European Union (EU). The country of 10.5 million people has had the lowest percentage of smokers in the EU for many years. A country is “smoke-free” if less than five percent of the population smokes daily. Only 6.4 percent of Swedes over the age of 15 were daily smokers in 2019. That was the lowest percentage in the EU. The Eurostat statistics agency says that across the 27 countries of the EU, the average was 18.5 percent. The Diplomacy Lab at the University of Luxembourg has launched with terrific teachers. And the Cancer Foundation of Luxembourg wants a 'Generation Sans Tabac' by 2040. The Diplomacy Lab Diego Brasioli, Ambassador of Italy to Luxembourg, Professor Anna-Lena Högenauer and Masters student Bram Koers join me to chat about the newly launched Diplomacy Lab at the University of Luxembourg. The idea for a student forum on diplomacy came about and was modelled on the previous Forum on European Neighbourhood Policy. The Diplomacy Lab is run by students and taught by a variety of people including Ambassador Brasioli. As a career diplomat he has over forty years of global experience to relate to students. Ambassador Brasioli teaches 'contemporary diplomacy' and makes the joke that previously, a diplomat would mostly have to watch out for 'alcohol, protocol, cholesterol'. The activities include wide-ranging debate, conferences, lectures and publications, to deepen knowledge and propose solutions to the challenges of European and international politics. Future events will include Feminist Foreign Policy, Indigenous Diplomacy as a Critical Asset for the Achievement of an Effective Sustainable Development, The Impact of AI and New Technologies on Geopolitics and Space Diplomacy. Professor Högenauer is the Director of the Master in European Governance, and Professor in Political Science at the University of Luxembourg. She sees the Diplomacy Lab as the perfect adjunct to hone the skills of students alongside the masters' course. Bram Koers talks eloquently about the pertinence such a course can have in bringing about novel ideas and conversations which resonate with each student. A Tobacco Free Generation This is the aim of the Cancer Foundation of Luxembourg, as Public Health Professional Lex Schaul explains. Could there be a better cancer prevention than tobacco control. Lex says that perhaps the greatest strategy would be to increase the cost of cigarettes so much that the economics hurt more than the slow and painful decline smokers don't register day by day. Tobacco use in Luxembourg in 2022 is sobering, the country does not fair well compared to other European countries. And on the occasion of World No Tobacco Day, 31 May, the Cancer Foundation announced the Commune Sans Tabac strategy. Let's hope it works and a new generation of children can grow up without the fog of smoke around them, affecting health in so many ways.

Stanley, who as incubatees of Charity Entrepreneurship closely examined tobacco taxation, on June 10th (Saturday) at 14:00 UTC for a virtual discussion about the intervention and what's next to make it a reality. Problem space Tobacco kills over 8 million individuals a year—that's 13x Malaria (WHO) (CDC). Another way of framing it: annually more people are killed by tobacco usage than malaria, HIV, and neonatal deaths combined. twice over. And while the death toll of the latter three has been decreasing over time, death from tobacco is increasing. Of the 8 million deaths, 1.2 million are bystanders killed from secondhand smoking (WHO). Facts not related to death: Tobacco consumption displaces productive forms of spending. Tobacco consumes 1.5 to 17% (with a rough median around 4.5%) of a person's income depending on country and socioeconomic status (table of results) (de Beyer et al., 2001). Spending on tobacco typically displaces spending on education and nutrition in low-income households (John, 2008) (Nonnemaker and Sur, 2007) (Pu et al., 2008). For example, smoking households spent 46% less on education than non-smoking households in surveyed townships in rural China (Wang et al., 2006). Another study states, “Average male cigarette smokers [in Bangladesh] spend more than twice as much on cigarettes as per capita expenditure on clothing, housing, health and education combined” (Efroymson et al., 2001). Smoking decreases productivity (Tobacconomics, 2019) (Halpern et al., 2001). One study in the United States found that it cost 1,807 USD per year per smoker in lost productivity compared to non-smokers (Bunn III et al., 2006). Tobacco increases individual healthcare costs (Tobacconomics, 2019). A study in China found that individual medical spending attributable to smoking increased the poverty rate by 1.5% in urban areas and 0.7% in rural areas (Liu et al., 2006). Tobacco strains the healthcare sector and taxpayers foot the bill (Wunsch and Brodie, 2021) (Tobacconomics, 2019). The annual costs of tobacco from healthcare expenditures and losses in productivity are 1.8% of the world GDP, breaking down to 1.1% to 1.7% of LMICs' GDPs (Goodchild et al., 2018) (Tobacconomics, 2019). One last fact: without intervention, tobacco is on track to kill a billion individuals during the 21st century (WHO, 2008) (Savedoff and Alwang, 2015) (Jha, 2012). The intervention The scientific literature on tobacco consumption is lengthy. The interventions that have the most significant effect on reducing tobacco consumption have been formalized in WHO's MPOWER framework (Kaleta et al., 2009). Of the MPOWER tobacco control measures, taxing tobacco has been demonstrated consistently in the scientific literature to the be the most effective intervention (WHO) (NIH). Taxing tobacco has a price elasticity around -0.5, meaning that for a 10% increase in retail price of tobacco, consumption decreases by 5%...

LEXINGTON, Ky. (May 26, 2022) – On Tuesday, May 31st the World Health Organization (WHO) will observe ‘World No Tobacco Day'. The purpose of this yearly celebration is to provide information to the public regarding the dangers of tobacco use, as well as shine a light on the business practices of tobacco companies, what the WHO is doing to fight the tobacco epidemic, and what people can do for themselves and their families to live a healthier, tobacco-free lifestyle. Dr. Ellen Hahn is a Professor in the Colleges of Nursing and Public Health at the University of Kentucky and Director of BREATHE (Bridging Research Efforts and Advocacy Toward Healthy Environments), a multi-disciplinary research, outreach, and practice collaborative of the College of Nursing and its partners. BREATHE's vision is that all people will have access to clean air and live in healthy environments. With over 80 organizational community partners, BREATHE is a clearinghouse for information, research and analysis, and policy development, as well as community education and outreach related to smoke- and tobacco-free policies, tobacco health disparities, electronic smoking devices, tobacco prevention and treatment, and radon reduction. These programs include the Tobacco Policy Research Program, the Kentucky Center for Smoke-free Policy (KCSP), and the Radon Policy Research Program. Dr. Hahn also serves as Director of UK-CARES (Center for Appalachian Research in Environmental Sciences).
