Introduction Chris Tuttle is the Emergency Communications Coordinator for the U.S. Department of Homeland Security, Cybersecurity and Infrastructure Security Agency for Region 2, which includes the states and territories of New Jersey, New York, Puerto Rico and the U.S. Virgin Islands. Since 2010, Chris has supported and promoted the nationwide improvement of emergency communications capabilities, while addressing the complex issues facing the emergency communications ecosystem. Chris continues to build trusted relationships, enhance collaboration, and stimulate the sharing of best practices and information between all levels of government, critical infrastructure owners and operators, and key non-government organizations. Over the last twelve years, Chris has been involved with several national and regional level Emergency Support Function #2 activations, to include; Puerto Rico Earthquakes, Hurricane Maria, Hurricane Irma, Hurricane Sandy, Hurricane Irene, Super Bowl, Pope Francis Visit, and the annual General Assembly meetings of the United Nations in New York City. Chris' previous experience includes Hazardous Materials/Counter-Terrorism Program Manager at the Rhode Island Emergency Management Agency and Manager of Emergency Operations in Public Safety Department at the Port Authority of New York and New Jersey (PANYNJ). Chris' work at the PANYNJ focused on radio and wireless communications, specifically interoperable emergency communications within New York City, New York, and New Jersey. In addition, Chris' experience includes a variety of crisis management and emergency response planning and training projects for corporate and public sector organizations throughout the United States. Chris' public safety experience includes 27 years as a volunteer firefighter (six years as Chief of Department, Maywood, NJ), continuing to work over the last ten years as a part time 9-1-1 dispatcher (City of Hackensack, NJ Fire Department), and emergency management coordinator for his home town. School resource officers (SROs) are set to return to two districts in Blue Earth County.This comes about a week after Attorney General Keith Ellison released a second opinion meant to clarify when officers are allowed to use force, including certain kinds of restraints, under a new law.A number of law enforcement agencies across the state have recently pulled officers from schools, saying they needed more clarity. And they called for a special session to revise the law. 'We're all clear' Ellison says latest moves should end questions over police in schools The Minnesota Police and Peace Officers Association sent a letter to its members agreeing to Ellison's updated guidance. Blue Earth County Sheriff Jeff Wersal told MPR News reporter Tim Nelson he is following that advice. “Every case is different, every case is unique. So as long as the deputy can articulate the need for force — once POST [Board] weighed in and MPPOA weighed in — I felt comfortable putting them back in,” he said. “I still feel, though, that it needs to be looked at by the legislature.”The Blue Earth County Sheriff's office oversees the deputies that work in St. Clair and Lake Crystal Wellcome Memorial School District, which have about 760 and 960 students respectively. This is Stephen Schmidt from the Gazette digital news desk and I'm here with your update for Wednesday, December 28.I guess you could call this the beginning of a winter thaw. According to the National Weather Service it will be mostly sunny with a high near 39 degrees in the Cedar Rapids area on Wednesday. On Wednesday night it will be mostly clear, with a low of around 34 degrees. Some areas of drizzle and warm air overnight will give a preview of Thursday's weather.The ages and weights at which children would be required to ride in car safety seats would increase under proposed state legislation.This is among the proposals made by state agencies filed in advance of the 2023 session of the Iowa Legislature, which begins Jan. 9. Each year, the state's nonpartisan Legislative Services Agency collects proposed legislation filed ahead of the upcoming session, and it is posted online at legis.iowa.gov under “pre-filed bills.”Children would be required to ride in a rear-facing car seat until the age of 3 while weighing up to 30 pounds, and would be required to ride in a safety seat until the age of 8 under legislation proposed by the state Public Safety Department.Under current law, the requirements are lower: up to 1 year while weighing less than 20 pounds in a rear-facing seat, and up to the age of 6 in a safety seat.Iowans shook things up when it came to their favorite liquor brand this past year — and set yet another record for liquor sales.For the first time in a decade, Black Velvet Canadian Whisky was unseated by consumers as Iowa's preferred liquor — by Tito's Handmade Vodka, according to a new annual report from the Iowa Alcoholic Beverages Division, which serves as the state's exclusive liquor and wine wholesaler.Iowa is one of 18 states that directly controls the sale and distribution of alcoholic beverages. The division also regulates and licenses establishments that sell alcoholic beverages in Iowa.Black Velvet, which had held the No. 1 spot since at least fiscal 2012, when the state began reporting the top brands, slipped to No. 2.Captain Morgan Original Spiced Rum, Fireball Cinnamon Whisky and Hawkeye Vodka rounded out the top five on the annual list of top sellers, as they did in 2021.The Iowa City Municipal Airport is looking to use solar power to offset some of the airport's major electrical uses.The solar power generating project is in the early stages, but it's been a topic of discussion for the airport commission in previous years. Now, the funds to move forward with the project are available.Director Michael Tharp told the Gazette the airport will be using funding from the bipartisan infrastructure law passed last year, which sets aside money for airports, road maintenance, water quality and more. There are various eligible uses, including for environmental projects.The airport commission at its Dec. 8 meeting selected engineering and planning firm Crawford, Murphy & Tilly (CMT) to serve as the consultant for this project. CMT has offices in nine states and has experience working with airports that have had the same goal as Iowa City.

Georgia Fort reports: Debates across Minneapolis are heating up as the deadline to vote for the public safety charter amendment approaches. The amendment is posed as a yes or no question on the city's November 2021 ballot. It proposes removing the Police Department as a standalone department and creating a new Public Safety Department, which includes police. During a debate at North High the community heard from Minister JaNae Bates with “Yes 4 Minneapolis.” She said approving the amendment will help with police transparency and accountability.“If this passes it will be, finally, a way for the people of Minneapolis to raise the standard of public safety in the city,” she said. “They will be able to have an expanded department of public safety and police officers will get to work alongside qualified professionals experienced in crisis.” Reverend Jerry McAfee urged folks to vote “no” on the amendment and says more resources should be allocated to community led safety alternatives instead.“Most of the people I kick it with ain't concerned about the police,” he said. “They concerned about Shorty and Ray Ray with them glocks and them switches on ‘em.”  The Racial Justice Network hosted a debate of its own which included filmmaker DA Bullock. Bullock said he plans to vote “yes” for a new public safety department. “We know for a fact that this current system is not supplying us with proper protection,” he said.Sandra Samuels, CEO of North Side Achievement Zone, says she'll vote no; she says police are needed to deter violence.“In 24 years of living here I have never experienced the level of violence and crime and despair that I have seen… never,” she said.  The deadline to vote on the Public Safety Charter Amendment is Nov 2.

Gov. David Ige joined Spotlight Hawaii today to discuss the state's response to the coronavirus pandemic. In a wide-ranging interview, Ige said that people in Hawaii will need to learn to live with the virus for at least the next 12 months, and that will mean significant adjustments to every day life. “Each one of us has to recognize that everything we do, we have to differently. That really means wearing your mask even at home. You never know who might be exposed to the virus. Unless everyone in your home is completely shutdown, and not going out, and not interacting with anyone,” he said. “Every business needs to change how they conduct business to maintain social distancing, to stop the spread of the virus. Virtually every industry, every organization, needs to think about what they can do to help fight the spread of the virus.” Ige says concerns about the capacity of hospitals in the state led to the current “stay-at-home, work-from-home” order on Oahu. He says whether that is extended or not will depend on the number of COVID-19 cases in the community. “We went from less than 50 COVID patients in hospitals all across the state, to more than 200 in very short order. And so that's what drove the shutdown, the concern for the number of cases. The hospitals are stressed but not overwhelmed, and we want to make sure that they don't get overwhelmed,” he said. The governor also addressed the newly announced retirements of the heads of the state Department of Health and the Public Safety Department. He took questions about new unemployment benefits, contact tracing, the reopening of public schools and the pre-travel testing program.

Ellis Stanley Ellis Stanley’s 40+ years of work experience in emergency management began as Director of Emergency Management for Brunswick County, North Carolina in 1975. While in Brunswick County he was selected as the First Fire Marshal for the jurisdiction as well as served as Fire and Rescue Commissioner. There Mr. Stanley was responsible for helping to develop a strong public safety infrastructure and overseeing the volunteer fire and rescue operations within the county. Mr. Stanley was appointed in 1982 as the Director of the Durham-Durham County Emergency Management Agency where he worked very close with the world’s largest research park in the North Carolina Triangle area and was heavily involved with hazardous materials planning. In 1987 Mr. Stanley was appointed by the Governor of Georgia as the Director of the Atlanta-Fulton County Emergency Management Agency. As part of the Public Safety Department for the City of Atlanta, Mr. Stanley served as a key advisor to the Public Safety Director. While in Atlanta, Mr. Stanley had extensive experience in major event planning (1988 Democratic National Convention, 1995 Mandela visit, and the 2006 International Olympic Games). Mr. Stanley was appointed in 1997 as Assistant City Administrative Officer for the City of Los Angeles and in 2000 as the General Manager of the Emergency Preparedness Department for the City of Los Angeles until his retirement in 2007. Mr. Stanley joined Dewberry, LLC in November 2007 as Director of Western Emergency Management Services. In March of 2008 Mr. Stanley was selected to be the Director of DNC Planning for the City & County of Denver, CO.
