Mike is a veteran healthcare executive with experience leading the medical operations division of Northeast Regional Counter-Terrorism Task Force based in PA. He is the prior Administrator and Chief of Emergency Operations for Lehigh Valley Health Network, and an experienced flight nurse and Administrator of LVHN-MedEvac. Federally, Mike served in an intermittent position as a Supervisory Nurse Specialist for the U.S. Dept. of Health and Human Services National Disaster Medical Services. His combined experience includes both domestic and international homeland security and medical response training & operations. Mike holds multiple certifications in homeland security, disaster preparedness and is one of the first Certified Medical Transport Executives worldwide. He is a graduate of the American Military University with a Master of Business Administration degree, Kutztown University of PA with a Bachelor of Science Degree in Nursing and is a graduate of St. Luke's School of Nursing with a Diploma of Nursing. Introduction Chris Tuttle is the Emergency Communications Coordinator for the U.S. Department of Homeland Security, Cybersecurity and Infrastructure Security Agency for Region 2, which includes the states and territories of New Jersey, New York, Puerto Rico and the U.S. Virgin Islands. Since 2010, Chris has supported and promoted the nationwide improvement of emergency communications capabilities, while addressing the complex issues facing the emergency communications ecosystem. Chris continues to build trusted relationships, enhance collaboration, and stimulate the sharing of best practices and information between all levels of government, critical infrastructure owners and operators, and key non-government organizations. Over the last twelve years, Chris has been involved with several national and regional level Emergency Support Function #2 activations, to include; Puerto Rico Earthquakes, Hurricane Maria, Hurricane Irma, Hurricane Sandy, Hurricane Irene, Super Bowl, Pope Francis Visit, and the annual General Assembly meetings of the United Nations in New York City. Chris' previous experience includes Hazardous Materials/Counter-Terrorism Program Manager at the Rhode Island Emergency Management Agency and Manager of Emergency Operations in Public Safety Department at the Port Authority of New York and New Jersey (PANYNJ). The N-LGL Cadre is comprised of specially trained individuals from across USACE who deploy during disaster response efforts when requested by FEMA. N-LGLs work under FEMA leadership and integrate into a FEMA Branch or Division located at a city or county EOC to serve as the initial USACE point person at this level to help explain USACE's missions under FEMA. They do not, however, commit USACE or the government to any work for the state or locals under FEMA or USACE's authorities.

Recovering from the Historic 2019 Missouri River Flood: Three Years Later In this episode, Dr. Nadia Mohandessi sits down with Matt Krajewski, USACE Emergency Support Function #3 (ESF #3) Permanent Cadre member and former Omaha District Emergency Management Chief, to discuss the historic 2019 flooding along the Missouri River and tributaries, and how the Corps has worked over the past three years to help the local communities recover by repairing and rehabilitating hundreds of miles of damaged levee systems under Public Law 84-99. Public Law 84-99, Emergency Response to Natural Disasters, is the Corps of Engineers' basic authority to provide for emergency activities in support of State and Local governments prior to, during, and after a flood event. The Flood Control and Coastal Emergencies (FCCE) appropriation provides funding for PL 84-99 authorized activities. Under PL 84-99, the Corps can provide both emergency technical and direct assistance in response to flood and coastal storms, such as hurricanes and nor'easters.
The aim of our research was to learn and discuss the personal experiences of Canadian emergency management professionals working in a VEOC environment during the COVID-19. The main research questions were:1. What are emergency management professionals' personal experiences of working in a VEOC environment during the COVID-19 pandemic response?2. What are the benefits and challenges emergency management professionals experienced working in a VEOC environment?3. What lessons for VEOC planning, preparedness, and operations are available from these reflections on the COVID-19 response?

Orange rain warnings are in force across Tasman, Nelson and the Marlborough Sounds. In Golden Bay, an Emergency Operation Centre has been set up for the first time in two years. Golden Bay community board chairperson Abbie Langford spoke to Susie Ferguson.
Emergency operations are set to ramp up at the top of the South Island as another major flood looms large. Heavy rain warnings are in place around northern and western parts of the mainland with a state of emergency declared on the West Coast. The Metservice says up to 800 millimetres of rain could accumulate in the Tasman ranges until Thursday. RNZ reporter Niva Chittock is in Westport.
In this episode, Dr. Nadia Mohandessi sits down with Chris Klein, USACE Temporary Housing and Critical Public Facilities Program Manager and Tony Hill, Emergency Support Function #3 (ESF #3) Permanent Cadre Member, to learn more about the Temporary Housing mission and the Critical Public Facility mission, and how the Corps has worked over the past several years to deliver these vital missions to disaster survivors. The temporary housing mission, one of the many missions USACE can perform in support of FEMA under ESF #3 and the National Response Framework, involves overseeing the placement of temporary housing units at individual home sites, existing mobile home parks, or newly designed and constructed mobile home parks when an event has rendered existing homes uninhabitable. The Critical Public Facilities mission involves providing and/or constructing temporary critical public facilities such as government office space, police stations, fire stations, medical clinics, and school classrooms, when those permanent facilities have been rendered unusable after a disaster.

The temporary roofing mission, one of the many missions USACE can perform in support of FEMA under ESF #3 and the National Response Framework, has become a very popular mission for hurricane survivors, elected officials, state officials, and FEMA immediately following a major hurricane. The program allows for displaced homeowners to return to their homes to shelter in place and helps reduce additional water damages to personal property. The program has evolved significantly due to internal audits identifying areas for improvement, internal after-action initiatives, and application of evolving technologies.

Rick has been at the very center of urgent efforts, following the Taliban's coming to power in mid-August, to avoid the collapse of Afghanistan's health system, through fast-moving negotiations to bring emergency funding, opening air links, resuming Covid-19, polio, and measles immunization programs, and delivering emergency medical supplies. The political and security complexities to achieving these short-term, emergency stop-gap measures remain formidable, and the space for striking deals exceedingly narrow. How has the Taliban leadership seen things, and how did they agree to these initial measures which have to operate outside their control, a precondition of donors? What is the space in which he and others can find financing solutions that will sustain the health system long-term? Pressures upon WHO Emergency Operations in Afghanistan, combined with demands in Lebanon, Yemen, and Syria, have escalated to levels that greatly exceed capacities. What is to be done now? Greg Pattison is a Vice President, Director of Safety and Senior Trainer in OSHA CFR 29 1910 and 1926 construction for G.P. Systems Inc. (GPS). He has designed/conducted/facilitated over 30 technical trainings including; General Safety training OSHA 10 and 30 Hour, HAZWOPER, GHS Hazardous Chemicals, Property Restoration, Confined Space, Scaffolding, Emergency Operations and Egress, PPE Protocols, Demolition Subpart T, Flagger in a work zone, Lock out/tag out, First Aid, Caught between, Roll over/back over, Job Hazard Analysis, Fall Protection, Worksite safety, Accident Investigation, and Site Safety/Security Plans. His entertaining and informative style offer audiences knowledge that attendees can take back and use to make the workplace safer. He has taught 1,000â??s of workers within such organizations as Belfor Property Restoration and Environmental, Association of General Contractors, Department of Energy, Tennessee Valley Authority, Exxon, Hess Petroleum, Hayward Baker, Army Corp of Engineers, State of Ohio, AMEC, FBI, State of Illinois, Southern Site Development and Tetra Tech to name just a few. Learning is by doing and he offers on point stories and scenarios to reinforce the information so that upon completion the attendee can use the information right away to hone skills and gain confidence. He acts as a Safety consultant with the Restoration Industry Association, National Demolition Association, and the Association of General Contractors. In addition, he acts as a Subject Matter Expert to Pro-tread, National Minority Truckers Association, Georgia Black Constructors Association and Applied Simulations Technology. His early career was in the field of Corrections where he rose to the rank of Warden and acted as the Life Safety person for the Department of Corrections in a large Midwestern state. After 14 years in Corrections he went to work for Fred Pryor Seminars and taught several technical trainings for them including OSHA, Facilities Management, and Emergency Planning. Additional soft skills that Mr. Pattison taught and facilitated for Fred Pryor included; 1st Time Supervisor, Mid-Level Supervisor, Managing Multiple Priorities, Dealing with Difficult People, Motivating & Disciplining Employees, Handling emotions under pressure, Customer Service, Essential Leadership Skills, Workplace Bullying and Conflict Resolution. In addition, he has worked as a contractor for the U.S. Department of Energy on the Global Threat Reduction Initiative, Transportation Security, CBRNE programs, first respondersâ?? use of the ERG Guidebook, and the Incident Command System (ICS). He acted as a contract consultant in the Middle East for Deloitte Consulting in the areas of police, detention, disaster management, fire service, civil defense, SAR, and Border enforcement. He developed and led many trainings during his work in the Middle East. Mr. Pattison holds B.S. and M.S. degrees from Illinois State University and acquired a Certified in Homeland Security III designation. He is a Radiation Safety Officer (RSO) and has acted as a Site Safety and Health Officer (SSHO). He has attended many trainings to improve his craft as Hazardous Materials Trainer, OSHA 10 and 30 hour, Petroleum Institute, Fred Pryor Boot camp, TapRoot Cause Analysis, Bearing Point Change Management, Modular Emergency Radiological Response Transportation Training, National Demolition Association TTT, Department of Transportation Research Council, Southern States Energy Board (SSEB) and the Georgia and Tennessee Safety conferences. He frequently speaks at safety conferences throughout the U.S. He lives in Atlanta, Georgia with his attorney wife, Marilyn.
