Introduction -Tim Marshall is the Director of Public Safety for Steuben County New York. He has been an employee by Steuben County since September of 1997 serving as the Deputy Director of Emergency Services, then Director in 2012. Tim was appointed as Director of Public Safety in 2021. -Tim is a Certified Emergency Manager with the International Association of Emergency Mangers. He holds an Associate's Degree in Fire Protection Technology from Corning Community College and a Bachelor's Degree in Emergency Management from State University of New York Empire State College. -Tim has nearly forty years of Fire and Emergency Management experience, teaching and lecturing on various different topics. A rural Emergency Manger from Upstate NY, Tim has 15 Federally Declared Disaster Declarations under his belt. He has worked such disasters as the World Trade Center Attacks on 9/11, Severe Weather Events and other local emergencies. Most recently he served as the Operations Section Chief for the County's COVID-19 response which was the largest activation in County history. -Tim oversees the Office of Emergency Services as well as the Enhanced 911 Department. As Director of Public Safety he serves as the Emergency Manager, Fire Coordinator, EMS Coordinator, Director of 911, Radio Communications Officer, and also oversees the County's Coroner's Office. -A longtime member of the Bath Volunteer Fire Department, Tim also served as the Disaster Chairman of the Northern Steuben Chapter of the American Red Cross. He served on the chapter's Board of Directors for seven years and held the position of Board Chairman in 1995. Register, who previously held law enforcement roles in Cobb County, will assume the position next month. The decision to hire Register was met with unanimous approval from the Cobb Board of Commissioners. Register expressed his gratitude for the opportunity and his excitement to work with the county's team. Having served as Cobb's police chief in the past, Register explained that returning to the county felt like coming home. His decision to leave the GBI and rejoin Cobb County was driven by his love for the community. The announcement was met with support from various officials in attendance, including the district attorney, police chief, and local NAACP representatives.........……... Read more about this at mdjonline.com   Story 2: resolution   The Cobb Board of Commissioners unanimously passed a resolution during their Tuesday night meeting condemning recent acts of antisemitism in the county. The resolution was prompted by a demonstration held outside the Chabad of Cobb synagogue, where individuals waving Nazi flags protested. The group responsible, known as the Goyim Defense League, has been involved in spreading antisemitic propaganda in various locations across the country. The resolution denounces these activities and emphasizes that such hatred and bigotry have no place in Cobb County. It calls on the community to stand together against hate speech and division, reaffirming Cobb County's commitment to being a safe and welcoming place for all.   Story 3: house   A Georgia House "working group" on public safety has identified the need to address funding for state law enforcement officers as its top priority. The group, formed by House Speaker Jon Burns, aims to attract and retain officers by addressing the issue of competitive salaries and declining retirement benefits. Rep. Bill Hitchens, the chairman of the working group and a retired Georgia State Patrol member, emphasized the importance of paying for the necessary supply of officers. While the fiscal 2024 state budget includes pay raises, the group will also explore other aspects such as compensation, benefits, training, and equipment to make law enforcement more attractive. The group plans to survey state agency heads to gather information on current law enforcement personnel......….we'll be right back   Break: Dayco - ESOG - Glover   STORY 4: taxes   Cobb County officials presented a proposed budget of $1.2 billion for the fiscal year 2024, representing a 3.8% increase from the previous year. The budget includes a pay increase of 3-4% for staff and the addition of 34 new employees. The millage rate will remain unchanged at 8.46 mills. The county anticipates a growth in property taxes due to increasing real estate prices, which will result in additional revenue. Personnel expenses account for the largest portion of the budget at $388 million, followed by operating costs at $117.8 million. The budget also allocates funding for the District Attorney's Family Advocacy Center. Public hearings will be held to gather input before the budget is adopted. The county will hold a public hearing to collect public input on the budget and the millage rate Tuesday, July 11 at 9 a.m.     STORY 5: Leonard   Bebe Brumby Leonard, a beloved wife, mother, and grandmother, passed away at the age of 81 after a long illness. She was a Marietta native and co-owner of Times-Journal Inc. Known for her dedication to her family and charitable endeavors, Bebe was a supportive wife to her husband, Earl T. Leonard Jr., and prioritized her children's well-being. Survived by her husband, daughter, son, and grandchildren, Bebe leaves behind a legacy of love and devotion. She was admired for her loyalty, intelligence, and sense of humor, and cherished by her friends and family. Bebe and Earl established a leadership scholars program at the University of Georgia, reflecting their commitment to service.   Story 6: local   Four local players, Levi Clark, Dane Moehler, Bryce Clavon, and Michael Mullinax, have been invited to participate in the 2023 Prospect Development Pipeline event organized by USA Baseball in Cary, North Carolina. The event aims to identify and develop top high school players eligible for the MLB draft. The players will compete in games as part of four teams and engage in player development sessions and educational seminars. The top performers will be selected for the USA 18U National Team Training Camp, where a final roster of 20 players will be chosen to represent the country in the U18 Baseball World Cup in Taiwan. Venkatesh attributes her success to her father, who has been her coach since she started playing golf. She practices and competes year-round, which has contributed to her growth and achievements. Register previously held the position in Cobb County, serving as police chief in 2017 and public safety director in 2019 before resigning for personal reasons. He later worked as the assistant chief for Sheriff Craig Owens in Cobb County. If approved, Register will return to the role of public safety director, which became vacant after Randy Crider's retirement in 2022. Lisa Cupid, chair of the Cobb Board of Commissioners, expressed excitement about Register's potential return, citing his experience, relationships in the community, and understanding of the county's opportunities. Read more about this at mdjonline.com   Story 2: lawsuit   The Cobb County School District is facing a lawsuit challenging its new district map, which took effect in January. The map, supported by the Republican majority, redrew the boundaries of the school board and has been accused by a coalition of civil rights and left-leaning groups, along with Cobb parents, of disenfranchising voters of color. The lawsuit seeks to have certain districts declared unconstitutional and a new map created. The Cobb Board of Commissioners argued in federal court against the lawsuit, with the Board of Elections also seeking to be dismissed from the case. The judge expressed inclination to let the case proceed, and the plaintiffs emphasized the claim of racial gerrymandering without the need to show discriminatory intent.   Story 3: gas   Gas South, the largest retail natural gas provider in the Southeast, has announced that it will relocate its headquarters to The Battery Atlanta next year. The company plans to move its approximately 250 employees to the new space by August 2024, leasing 31,000 square feet of the office complex. The Battery Atlanta, home of the Atlanta Braves' stadium, Truist Park, offers a vibrant lifestyle destination with various amenities. Gas South's CEO expressed excitement about the move and the potential for a fresh start in a thriving location. Gas South serves over 440,000 customers across 14 states, and its relocation signifies its commitment to growth and innovation....….we'll be right back   Break: Dayco –CU of GA - Elon   STORY 4: trailblazer   Terri Arnold, one of the first Black employees at Kennesaw State University (KSU), was honored with a surprise party at the Prillaman Center on campus. The event, organized by the Ebony Women's Book Club of North Cobb, celebrated Arnold's 45-year career at the university. Arnold, described as a trailblazer, expressed her gratitude for the recognition and the love and support shown by colleagues, friends, and family. She began her journey at KSU in 1971 and played various roles throughout her tenure. Arnold's impact on the community, including her involvement in school integration, was praised during the celebration.     STORY 5: construction   The Marietta Housing Authority is making progress on a 74-unit affordable senior housing development in Marietta. The construction, located near South Marietta Parkway, is expected to be completed by the end of the year. The development is a partnership between the housing authority and Prestwick Companies. This project marks the 13th affordable senior housing initiative by the Marietta Housing Authority in Cobb County since 2009. The housing units will be maintained as affordable for 30 years, and rent will be determined based on area median income through low-income housing tax credits. The development has received support from Mayor Steve Tumlin and is seen as a low-impact addition to the community.   Story 6: scoot   Scoot Henderson, a former Kell guard, fulfilled his dream of being drafted into the NBA. Henderson, who reclassified to graduate high school a year early, became the youngest professional basketball player in U.S. history by joining the NBA's developmental G League. During the 2023 NBA draft, he was selected as the third pick by the Portland Trail Blazers. Henderson expressed his excitement, describing himself as a determined player ready to make an impact both on and off the court. He averaged impressive numbers in the G League and received praise for his talent and maturity. Henderson's selection marks the first time a player from Kell has been drafted into the NBA. He joins a growing list of Cobb County players making their mark in the league, including Jaylen Brown, Isaac Okoro, and Collin Sexton. Former Bishop Airport Public Safety Director Chris Miller discusses a 2017 terrorist attack at the Flint, Michigan, airport. He also talks about the changes the 9/11 terrorist attacks on America had on current operations at Bishop  International Airport.The retired Public Safety Director at Flint Bishop Airport, Chris Miller, was a hero in 2017 when he and an airport maintenance worker subdued a terrorist who stabbed a fellow police officer.  Miller's quick actions helped save the life of a fellow officer during a terrorist attack inside the Bishop International Airport Terminal. The attacker, a Tunisian national, was found guilty in 2018 on single counts of committing an act of violence at an international airport, interference with airport security, and an act of terrorism transcending national boundaries. He is serving a life sentence for the crimes. Chief Miller led the security detail at the Flint airport on the day of the 911 terrorist attacks in 2000. His law enforcement career has spanned nearly 40 years in the Flint area.   He also retired from the Genesee County Sheriff's Department after 20 years. He also worked for a time with the Mt. Morris Township Police Department.Miller shares his experiences as a young musician in the Flint area, growing up in a General Motors family, and his hobby of collecting Chevrolet Corvettes. He attended Flint Community Schools, C.S. Mott Community College, and Oakland University. Upon his retirement in 2021, the City of Flint Lifetime Achievement Award and a key to the city were presented to Chief Chis Miller. Katherine Schweit headed up the FBI's active shooter program, where she authored the bureau's landmark research about mass shootings and how to respond best to save lives. In the wake of the massacre of children and their teachers in Uvalde, Texas, school safety weighs heavily on the minds of teachers and students' families.  In this episode of True Crime Reporter®, investigative reporter Robert Riggs and Schweit discuss why the number of mass shootings is spiking to the point that some parents are afraid to send their children to school. Riggs is no stranger to this tragic subject. In October of 1991, he covered the mass shooting at a crowded Luby's Cafeteria in Killeen, Texas.  A lone gunman crashed his pickup truck through the front door of the restaurant. He proceeded to murder 23 people with two semi-automatic pistols before killing himself when confronted by police. It was the mother of all mass killings in America, marking the start of an epidemic. In September of 1999, Riggs covered the mass shooting at the Wedgewood Baptist Church in Fort Worth and produced a profile of the mass killer with the assistance of retired profilers from the FBI.  Riggs covered so many “critical incidents” in his reporting career that he was asked to serve on a study panel hosted by the Critical Incident Analysis Group at the University of Virginia School of Medicine in 2000. The public university was founded by Thomas Jefferson in 1819.   The panel was assembled to study Threats To Symbols Of American Democracy.  It included the FBI case agent for the Columbine shootings and its high school principal.  The report prophetically predicted the future targets of the 9-11 hijackers. Unfortunately, the report apparently fell on deaf ears at the top echelon of national security.  When it comes to mass killings, Riggs has been there.  He looked mass killer Doug Feldman in the eye during an hour-long interview on Texas Death Row. The episode is Interview With The Mass Killer Known As The Terminator. None of it made the slightest bit of sense to Riggs. Feldman warned Riggs at the beginning that his motives would not make sense to anybody but himself. The shootings are only getting worse. Especially when children are slaughtered. Katherine Schweit No one understands this epidemic better than Katharine Schweit, who spent 20 years with the FBI as a Special Agent Executive and U.S. prosecutor. In the years after the massacre of 20 school children and six adults at Sandy Hook Elementary in New Town, Connecticut in December of 2012, the FBI spent more than 30 million dollars teaching police how to persistently pursue efforts to neutralize a shooter even if only one officer is present. Yet, police in Uvalde, Texas, waited 78 minutes before confronting the gunman at Robb Elementary School. The Texas Department of Public Safety Director called it the “wrong decision, period.” The murders reflect a disturbing pattern. Six of the nine deadliest mass shootings in the United States since 2018 were committed by men who were 21 or younger.  Who is doing this? Why are they doing it? Can we tell when it will happen? He is also the former police chief of Rochester, New York, where he served as the federal security director in the TSA. Dr. Alexander also served on President Obama's Task Force on 21st century policing. He is also the author of the hit book, The New Guardians: Policing in America's Communities for the 21st century. Now, you often see Dr. Alexander on TV, or even up on a stage giving a speech. But unlike the TV where you only get a few minutes with him, today we go deep in an incredibly thoughtful conversation in a way that you only can on a real dialogue podcast.   Dr. Cedric Alexander on the Upcoming Elections The conversation started off on the topic of the upcoming midterms on 2022, and the subsequent presidential election on 2024. Particularly, on whether people could expect violence during these times, with regards to the events that unfolded last election. Being a former lawman himself, Dr. Cedric Alexander can't help but think about it as well. With regards to what happened in the 6th of January in 2021, it has certainly created a great deal of pause and concern for the country. As for his perspective, Dr. Alexander thinks that there is too much politics and taking sides involved that the Right and the Left are so divided. He finds it difficult to take sides with one or the other, because his concern and ideas require both sides to work together to fix the nation. “It's very difficult to me for me to take sides with one over the other, because I think politics get played all the way around. What I'm concerned about is not their politics, but this nation as we know it.” – Dr. Cedric Alexander   Sit Down and Talk When asked if there is a chance for both sides to have a more civil dialogue as opposed to inciting violence whenever they don't get the desired results, Dr. Alexander has this to say: “My thought is that both sides of the aisle, in my humble opinion, struggle for good leadership. Leadership that is not grounded in the party you belong to. Leadership that is grounded in the fact that we have to work together to find a way, or we're going to continue to be in this very risky posture that we are in right now. “  – Dr. Cedric Alexander In order to avoid a repeat of what happened on January 6, it's going to take leadership coming from both sides of the aisle. Not political leadership, but humanistic leadership. A leadership with proper morals, and one that comes from the heart.   The Perpetuation of the Election Fraud Claims They then talk briefly about the continuous perpetuation that the election was stolen, despite numerous proofs and actual recounts done in some states. Dr. Alexander says that this is a dangerous precedent. “We're almost at a point where even if I show you that clear evidence of anything, is still not believed. The Cleveland Torso Murderer (also known as the Mad Butcher of Kingsbury Run) was an unidentified serial killer who was active in Cleveland, Ohio in the 1930s. The killings were characterized by the dismemberment of twelve known victims and the disposal of their remains in the impoverished neighborhood of Kingsbury Run. Despite an investigation of the murders, which at one time was led by famed lawman Eliot Ness, then Cleveland's Public Safety Director, the murderer was never apprehended. He is now the Director of Strategic Studies & Center for Mass Violence Response Studies. He has a PhD in Criminal Justice and is now interested in becoming a Board Certified Behavior Analyst (BCBA). He recently wrote “A Comparison of Averted and Completed School Attacks from the Police Foundation Averted School Violence Database,” with psychologist Peter Langman. In this interview Frank discusses the comparison of 51 school attacks averted to those completed. We talk about Ness cleaning up Cleveland, then known as the most dangerous city in the country. Dr. Badal tells the parallel story of the Mad Butcher of Kingsbury and the trail of partial bodies left across Cleveland. College Football and Local Government. We continue our series on the relationship between local governments and universities. Tom Casady, Director of Public Safety, joined the podcast to talk about the game day atmosphere in Lincoln, the preparation it takes to get ready for the influx of fans and his favorite memories. On Saturdays enough people come to Lincoln to make it the third largest city in the state. Prior to being named Public Safety Director, Tom was the Lincoln Police Chief from 1994-2011.

As the City of St Louis' website explains, "Judge Edwards earned an undergraduate degree in 1978 and a law degree in 1982 from St. Louis University. He rose through private and public legal positions to the legal staff of Southwestern Bell Telephone Company in 1990. From there he was appointed to the St. Louis Circuit Court. He was the Administrative Judge of the Family Court and Chief Juvenile Court Judge from 2007 to 2012." Edwards was appointed as Public Safety Director by Mayor Krewson in the fall of 2017. Here's a glance at how the conversation went: Chapter 1. "It's what you do for others that matters most." How Edwards came to be a judge appointed to the distinguished role of Public Safety Director. (0:00-8:15) Chapter 2.  Judge Edwards says he has "High expectations... for all of the 3600 people that work for [him]..." and they're not the only ones; Judge Edwards has earned respect from police and "crooks" alike. (8:15-11:30) Chapter 3. "Our City is basically safe." While this may be the case, Judge Edwards understands that we "have to be smarter about how we utilize our [police] officers," if we want citizens to feel safe. (11:30-19:15) Chapter 4. But 205 murders last year! The public must be a part of public safety and this will require courage from citizens. (19:15-24:15) Chapter 5.  Edwards envisions "A community where your grandkids can walk to the corner store without the fear of being hurt." When it comes to better crime fighting, Edwards says, "It is my job to root out the bad police officers, but I also need help from the police officers on the inside." Similarly, he needs the support of the community to keep criminals off the streets. (24:15-29:00) Chapter 6. "We're not going to incarcerate our way out of crime" in our communities. Plus a surprising reality-check looking at white-on-white vs black-on-black crimes. (29:00-34:30) Chapter 7. Dating back to the Dred Scott trial held here, the City of St Louis has been on the cutting edge of changing America and Edwards sees us as continuing to lead when it come to police relations as well. At the end of the day, "Reducing Crime is [Edwards'] number one goal..." and it's what he knows best. Ellis Stanley Ellis Stanley’s 40+ years of work experience in emergency management began as Director of Emergency Management for Brunswick County, North Carolina in 1975. While in Brunswick County he was selected as the First Fire Marshal for the jurisdiction as well as served as Fire and Rescue Commissioner. There Mr. Stanley was responsible for helping to develop a strong public safety infrastructure and overseeing the volunteer fire and rescue operations within the county. Mr. Stanley was appointed in 1982 as the Director of the Durham-Durham County Emergency Management Agency where he worked very close with the world’s largest research park in the North Carolina Triangle area and was heavily involved with hazardous materials planning. In 1987 Mr. Stanley was appointed by the Governor of Georgia as the Director of the Atlanta-Fulton County Emergency Management Agency. As part of the Public Safety Department for the City of Atlanta, Mr. Stanley served as a key advisor to the Public Safety Director. While in Atlanta, Mr. Stanley had extensive experience in major event planning (1988 Democratic National Convention, 1995 Mandela visit, and the 2006 International Olympic Games). Mr. Stanley was appointed in 1997 as Assistant City Administrative Officer for the City of Los Angeles and in 2000 as the General Manager of the Emergency Preparedness Department for the City of Los Angeles until his retirement in 2007. Mr. Stanley joined Dewberry, LLC in November 2007 as Director of Western Emergency Management Services. In March of 2008 Mr. Stanley was selected to be the Director of DNC Planning for the City & County of Denver, CO. While in the FBI, Wendell was involved with strategic management of the FBI's Weapons of Mass Destruction (WMD) program for field coordination in the 56 field divisions with a focus on WMD operational response and investigations, both domestically and internationally. We talk about how the FBI integrated EMTs and Paramedics into the agency. We discuss the challenges he faces as the Director and our connection to Medic 5.
