‘Colour Revolutions' is a concept that is central to how Russia interprets the intentions of the Western allies – which it perceives to be its enemies. This term is not discussed much in the media but is central to and intrinsic to how it makes foreign policy decisions – including its aggression against Ukraine since 2014. A monograph was published in 2015 by two political sciences and experts in Geopolitics from Russia. This paper has apparently been very influential in Russia foreign policy circles, and it provides a window into the thinking of the Russian elite and foreign policy establishment that is totally alien to a Western way of thinking and foreign policy foundations. Today I am unpacking this concept of ‘Colour Revolutions' with the help of Ivana Stradner. Dr. Ivana Stradner serves as an advisor to FDD's Barish Center for Media Integrity and is a Jeane Kirkpatrick Visiting Research Fellow at the American Enterprise Institute. Her research broadly focuses on the intersection of international law and security. Specifically, she concentrates on cyberspace, cyberattacks, and Russian hybrid warfare. She also lectures on international law, international institutions, EU law, international security, and comparative legal history. Before joining AEI, Dr. Stradner worked as a visiting scholar at Harvard University and a lecturer for a variety of universities, including the University of California, Berkeley, School of Law and the Faculty of Law at the University of Belgrade. She also served as a legal associate in the Serbian Ministry of Public Administration and Local Self-Government. Dr. Stradner has been published in several academic journals and the popular press, including The Washington Post, The National Interest, RealClearWorld and Defense, Newsweek, National Review, and Foreign Policy. Because of her work to better understand Russian hybrid warfare in Eastern Europe, Dr. Stradner has been asked to testify before the EU Parliament and brief various government officials on the threat posed by revisionist powers such as Russia.

Wang Xiyue is a Jeane Kirkpatrick Visiting Research Fellow at the American Enterprise Institute (AEI), where his research focuses on the history and regional affairs of the Middle East (with an emphasis on Iran), China, Russia, and Eurasia. He is concurrently a PhD candidate in history at Princeton University, where he specializes in Imperial Russia and the Soviet Union, the late Ottoman Empire, the modern Middle East, and modern China. He is especially interested in great-power rivalries in the Middle East and in how the Soviets and Chinese interacted with Iran's Islamic Revolutionary regime, and how such interactions shaped the geopolitics in the region since the late 1970s Mr. Wang came to national prominence through his analyses on Iran that combine scholarly insights with in-country experience: in August 2016, on an academic visit to Iran as a Princeton graduate student, he was detained by Iranian authorities, falsely charged with espionage, and imprisoned in Evin Prison in Tehran. In July 2017, he was formally sentenced to 10 years in prison. Mr. Wang was released in a prisoner swap between the US and Iran in December 2019. Since his release, Mr. Wang has written about his experience in Iran in Foreign Affairs. His writings on US-Iranian relations and Sino-Iranian relations have been widely published in Bloomberg Opinion, Foreign Policy, and RealClearWorld, among others. Funded by the Joint Artificial Intelligence Center (JAIC), the report covers everything from ethical considerations, to Russian entrepreneurship, to human capital gaps within the Russian citizenry. Link to full show notes and resources Guest Bios:  Samuel Bendett is an Adviser with CNA Strategy, Policy, Plans and Programs Center (SP3), where he is a member of the Russia Studies Program. He is also an Adjunct Senior Fellow at the Center for a New American Security. His work involves research on the Russian defense and technology developments, unmanned and autonomous military systems and Artificial Intelligence, as well as Russian military capabilities and decision-making during crises. He is a Member of CNA's Center for Autonomy and Artificial Intelligence, and an honorary “Mad Scientist” with the USARMY TRADOC's Mad Scientist Initiative. He is also a Russian military autonomy and AI SME for the DOD's Defense Systems Information Analysis Center. Prior to joining CNA, Bendett worked at the National Defense University on emerging and disruptive technologies for government response in crisis situations, where he conducted research on behalf of the Office of the Secretary of Defense for Policy (OSD-P) and Acquisition, Technology and Logistics (OSD-AT&L). His previous experience includes working for US Congress, private sector and non-profit organizations on foreign policy, international conflict resolution, defense and security issues. Bendett's analyses, views and commentary on Russian military robotics, unmanned systems and artificial intelligence capabilities appear regularly in the C4ISRnet, Forbes, DefenseOne, Breaking Defense, War on the Rocks, The National Interest, Modern War Institute, War Is Boring, and The Strategy Bridge. Jeffrey Edmonds is an expert on Russia and Eurasia. His research focuses on the Russian military, foreign policy, Russian threat perceptions, and Russian information and cyber operations. Most recently, Edmonds served as the Director for Russia on the National Security Council and acting Senior Director for Russia during the 2017 presidential transition. While on the NSC, Edmonds advised the president and his senior staff on Russia-related national security topics including the Ukraine and Syria crises, Russian military, foreign policy, threat perceptions, and information operations. Edmonds was also the lead director during a review of the United States policy towards Russia, culminating in a presidentially approved strategy that had global impact. Prior to the NSC, Edmonds served as a military analyst with the Central Intelligence Agency, covering Eurasian militaries. He has served in the U.S. Army on both active duty and the reserves for 22 years, with tours in Iraq and Afghanistan. Edmonds holds an M.P.A. from Harvard's Kennedy School of Government, an M.A. from Boston University in Religious Studies, and a B.S. from the United States Military Academy at West Point. He has a working knowledge of Russian. Russia and Japan have yet to reconcile when it comes to the islands in the Pacific. Professor Akaha gives us his take on the relations between these two nations in the aftermath of the Cold War. Then, in the second half of the episode, Dr. Smeltz from the Chicago Council on Global Affairs explains her findings from surveys that reveal Russians still approve of Putin's foreign policy and also the increased negativity of Americans towards Russians post-Crimean annexation. ABOUT THE GUESTS Tsuneo Akaha Professor Akaha currently teaches at Middlebury Institute of International Studies (MIIS). He is a native of Japan and first came to the U.S. as a high school exchange student. After graduating from Waseda University in Tokyo, he returned to the U.S. to pursue graduate studies at the University of Southern California (USC) and received his PhD in International Relations in 1981. Before joining the Institute in 1989 he had taught at USC, Kansas State University, and Bowling Green State University (Ohio). He teaches courses on human security, international migration, multiculturalism, East Asia, and Russia-East Asia Relations. He has authored or edited 11 books and authored over 100 journal articles and book chapters on topics ranging from human security and migration in East Asia to Japan's relations with the U.S., Russia, China, and Korea. Dina Smeltz With 25 years of experience designing and fielding international social and political surveys, Dina Smeltz joined the Chicago Council on Global Affairs as senior fellow on public opinion and foreign policy in 2012. She oversees the Council's well-known annual survey of American attitudes toward foreign policy and has authored and coauthored many of the analyses based on that work. She also directs the Council's collaboration with Russian, Mexican, Canadian, Australian, and East Asian research organizations. Smeltz has published commentary on public opinion and international issues in The Washington Post, RealClearWorld, Foreign Policy, and the Council's survey blog (Running Numbers).
