And how much is psychological propaganda and bluff?On August 1, 2025, President Putin announced alongside Belarus's Lukashenko that “Preparatory work is ongoing, and most likely we will be done with it before the year's end”, saying the first Oreshniki and their systems have entered service. That same day regime supporting outlets reported “serial production of the latest Oreshnik medium‑range missile system is under way,” with range up to 3,425 miles (5,500 km), able to strike Europe and parts of the US. Above all, the Gulag was a mindset – of horror for incarcerated, and terror for those threatened with it. But it also served as a projection of power for the Russian state on the international stage. It said ‘look at the horrors we are prepared to inflict on our own people. Imagine, if we are capable of this, then what we can do to you, and your loved ones.' This is where so many people get Russia's rulers wrong right down to Putin. No, Russia's power, its sense of worth, its status, its very existence cones from the idea that is feared. If Russia is not feared, Putin believes, and has hinted at many times in speeches, then it is not.     Edition No196 | 21-07-2025 - This episode is about satire as a threat to authoritarianism, and why it's one of the first things to get shut down by any dictator, or aspiring autocrat. But let's be specific before anyone calls this out. Of course, minorities and vulnerable communities are the first things that autocrats come after – in Germany it was the communists and the Jews. In Russia it was the Chechens and people from Central Asia. In the US it was undocumented migrants and now anyone with black or brown, irrespective of whether they have legal status to be in the US or not.But once populist credentials are established through outrageous, capricious and physical action, and an atmosphere of division and fear is whipped up, then regimes get stuck into their real opponents. Those in opposition who have power and influence – enough to derail their authoritarian ambitions. And amongst the effective opposition, those with influence and status, I'll bet that the first they come after are satirists and humorists.     I'm speaking today with Yevhen Lyr, author of the novels, The God of the Steps (Євген Лір «Степовий бог») and The Flood. On June 6, 2023, the Kakhovka Dam in Russian-occupied Ukraine was destroyed, unleashing catastrophic flooding in Kherson and surrounding regions. It is widely believed to have been a deliberate act of ecocide by Russian forces. The Flood was inspired, provoked event by that act of barbarism and is a is a literary tapestry woven from real testimonies, documentary journalism, and fictional connectors. It centres on the aftermath of the destruction of the Kakhovka Dam — an event that devastated parts of southern Ukraine and submerged Kherson in water and grief.     Lesia Ogryzko is a visiting fellow with the Wider Europe programme at the European Council on Foreign Relations. She leads a Ukrainian think-tank on security and defence, Sahaidachnyi Security Center, and is board member of Ukraine's biggest expert coalition on the country's reconstruction, RISE Ukraine. Previously, Ogryzko served as international civil servant across the UN system, dealing with human rights and the coordination of UN agencies in Ukraine. She also worked for the Ukrainian government on the implementation of reforms, including in public administration for the cabinet of ministers' reforms delivery office. She is also the co-founder of several civic initiatives, as well as the Ukrainian office of the humanitarian international NGO Save the Children. Prior to that, Ogryzko worked for the Spanish think-tank FRIDE, researching international affairs.
