Today's guest is Anne Speckhard, Director of the International Center for the Study of Violent Extremism. She previously served for over two decades as Adjunct Associate Professor of Psychiatry at Georgetown University School of Medicine. She has interviewed over 800 terrorists, their family members and supporters in various parts of the world including in Western Europe, the Balkans, Central Asia, the Former Soviet Union and the Middle East, and has also been training key stakeholders in law enforcement, intelligence, educators, and other countering violent extremism professionals on the use of counter-narrative messaging materials both locally and internationally. In this episode, Alon and Anne discuss the rise in violent extremism and the causes behind it, the prospects of political violence in the US, the role of social media in promoting violent extremism and terrorism, and how violent extremist movements in the Middle East may evolve in relation to current events. Full bio Anne Speckhard, Ph.D., is Director of the International Center for the Study of Violent Extremism (ICSVE) and served for over two decades as Adjunct Associate Professor of Psychiatry at Georgetown University School of Medicine and also served as an Affiliate in the Center for Security Studies, Georgetown University. She has interviewed over 800 terrorists, violent extremists, their family members and supporters around the world, including in Western Europe, the Balkans, Central Asia, the Former Soviet Union and the Middle East. Over the past five years, she has conducted in-depth psychological interviews with 275 ISIS defectors, returnees and prisoners, as well as 16 al Shabaab cadres (as well as their family members and leaders,) studying their trajectories into and out of terrorism, and their experiences inside ISIS and al Shabaab. Speckhard developed the ICSVE Breaking the ISIS Brand Counter Narrative Project from these interviews, which includes over 250 short counter narrative videos that mimic ISIS recruitment videos but contain actual terrorists strongly denouncing ISIS as un-Islamic, corrupt and brutal. These videos have been utilized in over 200 Facebook and Instagram campaigns globally. Beginning in 2020, she launched the ICSVE Escape Hate Counter Narrative Project, interviewing 54 white supremacists and members of hate groups, developing counternarratives from their interviews, and creating anti-recruitment videos. She has also conducted rare interviews with five Antifa activists. Dr. Speckhard is also an expert in rehabilitation and repatriation of terrorists and their families. In 2007, she designed the psychological and Islamic aspects of the Detainee Rehabilitation Program in Iraq to be applied to 20,000+ detainees and 800 juveniles. This work led to consulting with foreign governments on issues of terrorist prevention, interventions and repatriation; and the rehabilitation and reintegration of ISIS foreign fighters, wives and children. She has worked individually with former terrorists from Belgium, Australia, Sweden and elsewhere. She has also worked on these issues with NATO, OSCE, UN Women, UNCTED, UNODC, the EU Commission and EU Parliament, and to the US Senate & House, Departments of State, Defense, Justice, Homeland Security, Health & Human Services, and the FBI. Dr. Speckhard actively trains key stakeholders in law enforcement, intelligence, elite hostage negotiation teams, educators, and other professionals in countering violent extremism, locally and internationally. Her focus is on the psychology of terrorism, the effective use of counter-narrative messaging materials produced by ICSVE, as well as studying the use of children as violent actors by groups such as ISIS. Her consultations and trainings include U.S., Australian, Canadian, German, British, Dutch, Austrian, Swiss, Belgian, Danish, Iraqi, Syrian, Jordanian and Thai national police and security officials, among others.
John is joined by Courtney Bowman, the Global Director of Privacy and Civil Liberties at Palantir, one of the foremost companies in the world specializing in software platforms for big data analytics. They discuss the emerging trends in AI regulation. Courtney explains the AI Act recently passed by the EU Parliament, including the four levels of risk it assesses for different AI systems and the different regulatory obligations imposed on each risk level, how the Act treats general purpose AI systems and how the final Act evolved in response to lobbying by emerging European companies in the AI space. They discuss whether the EU AI Act will become the global standard international companies default to because the European market is too large to abandon. Courtney also explains recent federal regulatory developments in the U.S. including the framework for AI put out by the National Institute of Science and Technology, the AI Bill of Rights announced by the White House which calls for voluntary compliance to certain principles by industry and the Executive Order on Safe, Secure and Trustworthy Development and Use of Artificial Intelligence which requires each department of the federal government to develop its own plan for the use and deployment of AI. They also discuss the wide range of state level AI legislative initiatives and the leading role California has played in this process. Finally, they discuss the upcoming issues legislatures will need to address including translating principles like accountability, fairness and transparency into concrete best practices, instituting testing, evaluation and validation methodologies to ensure that AI systems are doing what they're supposed to do in a reliable and trustworthy way, and addressing concerns around maintaining AI systems over time as the data used by the system continuously evolves over time until it no longer accurately represents the world that it was originally designed to represent.Podcast Link: Law-disrupted.fmHost: John B. She speaks with Joanna Wuest, assistant professor of politics at Mount Holyoke College and author of the book Born This Way: Science, Citizenship, and Inequality in the American LGBTQ+ Movement, to discuss her recent piece in Jacobin entitled "The Best Way to Secure LGBTQ Rights: Unions." Then, she speaks with David Broder, historian and Europe editor at Jacobin, author of Mussolini's Grandchildren: Fascism in Contemporary Italy, to discuss the recent EU elections, and the upcoming elections in the UK and France. First, Emma runs through updates on stalling ceasefire talks, Israel's continuing aggression in Gaza and elsewhere, some surprisingly solid SCOTUS decisions, Congressional action, RFK's floundering candidacy, serious global warming, growing union support in the US, and Louisiana's Ten Commandments-Commandment for school classrooms, also parsing through the recent UNHRC report on the crimes of war, crimes against humanity, and crimes of extermination, gender and sexual-based violence, and use of starvation and collective punishment. Professor Joanna Wuest then joins, diving right into the inspiring queer advocacy work coming from the new generation of union leaders, before stepping back to tackle the (multi-decades) long standing relationship between labor and queer rights, with unions providing much stronger protections from discrimination and important economic security where the US government failed to do so. After touching on the deep history of the relationship between anti-LGBTQ scapegoating of educators, and where Ron DeSantis' “Don't Say Gay” policy stands within that context, Professor Wuest and Emma wrap up with the important role queer folks have played in the major Starbucks unionization push over the last few years. David Broder then walks Emma through what the EU Parliament actually is and does (not much), and contextualizes the broader results of the recent round of elections, before parsing through the more worrying results out of France and Germany, which saw strong gains from the far-right RN (of Marine Le Pen) and AfD. Expanding on the France of it all, Broder tackles French PM Macron's absurd decision to respond to the right-wing gains by calling a snap national election, what it tells us about liberals' continued preference of the far-right over the progressive left, and what it could mean for the future of Le Pen's party, using Italy's Giorgia Meloni as a parallel to Le Pen's seeming liberal-appeasing-pivot to more conventional, pro-establishment politics. After discussing the more radical brand of fascism coming out of Germany's AfD, Emma and Broder wrap up with a brief assessment of the state of the left in Europe, and the ongoing failure of the retreat to the center (as seen in the UK). All throughout Europe the media is reporting that the ‘far-right' is gaining power rapidly. The last weekend of elections were not for domestic leaders, however, but to elect lawmakers for the European Union's 720-seat Parliament. NBC News reported that “across Europe, the elections were a signal that the political center of gravity is lurching to the right.” Fox News reported, “European voters reject socialism, far-left policies in EU Parliament elections.” Despite what we are force fed daily, it appears that from France to Germany the people are voting for “the anti-immigration and climate-skeptic right” with no shame. But what is the far right, anti-immigration, and climate skepticism? Easy: anything 'right' of the extreme left, including the moderate left; being pro legal immigration; not allowing the climate to be used as an excuse for a great reset. Talk of mass deportation of illegals in the United States is also growing as hopes of Trump's return to the White House are accompanied by an image of “hundreds of thousands” being march out of the country and IDs being required to vote or work. About 62% of the US supports this. Trump's return may also signal a crackdown on what are sure to be pseudo-protests. From deportation and rounding up protesters, to “papers please” and a surging populist ‘far right', it appears the image of Hitler the left hates so badly is precisely what they have conjured. Their solution? The European voters have spoken: the Globalist Authoritarian Left took a major beating in the recent #EU Parliament #elections as a backlash to the union's destructive economic, immigration and climate alarmist policies. This right turn is a continuing trend across the once-free world, which has seen more informed citizens take notice. This election could also be a sign for North America as the U.S. is looking at a Biden/Far Left ouster in November. Meantime, the Left is losing its collective mind over the EU election results: mainstream journalists and left-leaning commentators are trying to dissect how people would even consider voting any other way than theirs while French President Emmanuel #Macron (who lost hugely to rival Marine Le Pen's party) was so upset he dismantled his own Parliament and demanded snap elections. Worse yet, Belgium PM Alexander De Croo, resigned in a huff, took his ball and went home over the devastating loss.
