Former Illinois Gov. Bruce Rauner said he faced a lot of headwinds during his time in office, but didn't want to talk about politics after his official portrait was unveiled Monday. The former one-term Republican governor had a tumultuous time in office with a more than two-year long budget impasse. Democrats who controlled both chambers still blame Rauner for the impasse. As Illinois implements more requirements on local libraries in order to access state tax dollars, some are questioning whether state government is overstepping its boundaries. Gov. J.B. Pritzker on Tuesday signed a first-in-the-nation law that restricts state tax dollars for local libraries that don't follow certain guidelines from a national group. Ken Davis is joined by Tony Arnold, WBEZ’s State Politics Reporter, Hal Dardick, investigative reporter for the Chicago Tribune and Heather Cherone, City Hall reporter for the Daily Line. They discuss this week’s raucous meeting at the Chicago City Council in which about a hundred police officers showed up to express their frustration with slow progress toward a police contract, and hundreds of other protesters vented their concerns that too much money was being directed toward Mayor Emanuel’s proposed police training academy. But, as Cherone reports, all sides seemed united in their displeasure with Mayor Emanuel. The approval for the Obama Presidential Center sailed through, but not without a lone dissenter, Ald. David Moore. Moore and Ald. Carolos Ramirez-Rosa were highly visible dissenters at the meeting, and shortly afterward the Latino Caucus announced that it had expelled Ramirez-Rosa. Tony Arnold provided an update on WBEZ’s ongoing investigation into deaths at the Illinois Veteran’s Home, and their most recent revelation that one victim probably remained in her room for as much as 48 hours before being discovered by the staff. The panel also considered Governor Rauner’s re-write of a bill to license the State’s gun stores and extend the “cooling-off’ period to 72 hours for assault weapons. He extended the waiting period to all guns and reinstated the death penalty – a proposal that seemed to leave politicians on both sides of the aisle scratching their heads. Cameron Davis spent the entire Obama Administration as the president’s Great Lakes guy. He coordinated the implementation of the Great Lakes Water Quality Agreement of 2012. He convened the Asian Carp Coordinating Committee, offshore wind energy policy and what was identified as “water quality and quantity policy” for the EPA. He’s our guest this week, and he tells us about the next phase of his life, in which he intends to be a Board member at the Metropolitan Water Reclamation District. It’s a seat vacated by the sudden death of a Board member, and because of the short time-line, a write-in election was needed. Davis got more than 50,000 write-in votes in the March 20 primary, although only 8,000 were needed. But there’s a big dispute about whether he can claim the seat since Governor Rauner appointed an ally to the seat at about the same time. If the Court decides against AFSCME it would allow workers in a unionized public-sector workplace to reject the payment of union “fair-share” fees. Fair share fees are required from workers who are not part of the union, since benefits negotiated by the union accrue to all workers in the unit whether union members or not. The case, strongly advocated by Governor Rauner, seeks to severely limit, if not completely dis-empower, public-sector unionism. Pending legislation in Springfield could bring significant relief to CPS and other challenged Illinois school systems, but Governor Rauner has vetoed it and there may not be enough votes to override. Perez, Jr talks about what the options may be if the override fails, and about the possibility that the City of Chicago may have to contribute almost a quarter-billion dollars of its own money to keep CPS afloat. Recorded on June 10, 2017 The forty-second governor of Illinois, Bruce Rauner, joins Peter Robinson on Uncommon Knowledge to discuss Illinois’s budget crisis. With the end of the fiscal year deadline (June 30) looming ever closer Governor Rauner and House majority Democrats will have to come to an agreement to get the budget passed and prevent Illinois’s bond rating from being downgraded to junk, causing Illinois to lose investment-grade status. Peter Robinson and Governor Rauner discuss this financial crisis and Rauner’s goals for the budget. He insists that no budget will be passed unless it is a balanced budget that includes, but is not limited to, term limits, consolidating the government, and pension reform. Governor Rauner talks about why he chose to enter politics after a successful business career and how he plans on fixing the state that is his home. He details out how Illinois has historically dealt with thirty-five years of deficits and how it ended up in the current financial mess. He also discusses the difficult opposition he's facing with a Democrat-controlled state legislature. The GOP governor and the Democrat-controlled legislature have reached an impasse several times during his tenure as governor, as he refuses to pass a budget that will increase the deficit further than in 2015 and 2016. Background on the Illinois Budget Crisis: Illinois has been operating without a budget for two years now, as the state legislature has been unable to pass a budget up that will not increase the deficit and also satisfy the requirements of Governor Rauner. The Illinois legislature has managed to keep the state running through temporary stopgap measures, but as the state’s debts continue to rise to more than $150 billion, stopgap measures and the lack of budget will no longer be able to keep the state running. Illinois has been plagued with financial issues during the last several years, even being unable to provide lottery winners with their winnings. The state has been running a deficit for thirty-five years now. If a new budget isn’t passed by July 1, the start of the new fiscal year, the Illinois bond rating will be downgraded even more than it already has, and Illinois stands to lose millions of dollars in federal funding. To pass a new budget, the plan will have to be passed by a three-fifths majority vote in the Illinois House. As it stands, if Illinois’s bond rating is downgraded, Illinois will be the first state since 1970 to lose investment-grade status. (Playing time: 30:14)
