Moral Maze
Defence versus Foreign Aid

Moral Maze

Play Episode Listen Later Nov 26, 2020 42:45

The Chancellor’s spending review this week has thrown up competing moral visions for Britain’s place in a post-Covid, post-Brexit world. On the one hand, there will be a boost in defence spending on drones and cyberwarfare; on the other, speculation about the UK’s foreign aid commitment has prompted ex-prime ministers, charities and religious leaders to speak out against any proposed cuts to the aid budget. Symbolically, if not practically, defence spending and overseas aid are seen to be in competition since they are both projections of global Britain. If so, how can we assess their competing moral worth? Is using taxpayers’ money for defence any morally better or worse than for foreign aid? One worldview contends that prioritising investment in defence is jingoistic and problematic, while funding international development is benign and benevolent. Others, meanwhile, consider there to be a greater moral obligation towards those closer to home in response to changing threats from malicious regimes, and question whether the distribution of public funds in the form of overseas aid is incorruptible. Or are the two sectors inextricably linked? Some see international development almost as a branch of national security, exercising soft power and helping to shore up unstable states, while others point out the role of the armed forces in peacekeeping, delivering humanitarian aid and combatting the drugs trade. Both military personnel and aid charities are guided by a moral code and, in both cases, include individuals who have fallen short of that code. When it comes to the daily motivations of human beings on the ground, is the ethos of the armed forces any different to the ethos of international aid workers? With Dr Sabina Alkire, Ian Birrell, Prof Michael Clarke and Dr Sam Perlo-Freeman. Producer: Dan Tierney.

Ian Birrell is a contributing editor of The Mail on Sunday, has a weekly column in the i newspaper, and has written for a number of publications, including The Times, The Washington Post, the Daily Mail, and the Guardian. Over the course of his career, he has reported for more than 60 countries worldwide. In this episode, he shares what he knows about the origins of COVID-19 and the COVID-19 situation in general. Press play to learn: Who China's ‘Bat Woman' is and the significance of her role in the information and theories surrounding COVID-19 What characteristics of the virus are unusual What evidence suggests that COVID-19 did not originate from a wet market in China as we've been told Like most of us, Birrell began hearing about COVID-19 around February when stories began breaking in the media about a potential Chinese cover-up regarding the virus. Considering it a “potential” pandemic at the time, Birrell focused his investigative research on these allegations, including one which placed the World Health Organization (WHO) in collaboration with China in cover-up efforts. He wrote a couple of pieces covering evidence which suggests that the infectious virus broke out earlier than claimed, and that the wet market theory of origin might not be true. Birrell explains what's wrong with the wet market theory of origin, citing the original Lancet paper on the wet market which showed that the very first cases identified were not linked to the wet market, a report in the South China Morning Post showing cases going back to mid-November which were not linked to the market, and several early investigative journalists who published articles which have since been censored and removed from most social media websites. In particular, Birrell discusses evidence which suggests that Chinese officials knew by mid-December that human-to-human transmission was possible, and that the entire genetic code of the virus had been sequenced by January 2nd. That genetic sequencing data—data that would have allowed for earlier research on an effective treatment or a vaccine—was not shared until more than a week later, when it was posted on a public access site by an Australian scientist on behalf of a Shanghai professor, who had his lab shut down just two days later. Birrell also discusses the potential of a laboratory leak of the virus, unusual characteristics of the virus, how different nations have responded to the virus, and the need to be wary of vested interests in journalism and science pushing particular narratives about what's going on.   Learn more at http://www.ianbirrell.com/about-me/ and find Birrell on Twitter at @ianbirrell. Then she astonished her mother by entering politics. In the House of Commons Dorries has clashed with the Opposition and many within her own party over the issues of abortion and sex education. She has sparred with David Cameron, who she regards as a "posh boy", and been criticised - even by those who like her - of being too outspoken. According to Ian Birrell, a former Cameron speechwriter, the celebrity jungle will make or break Dorries. "She'll either do very very well at getting across the fact she is unusual for a politician," he says, "or she will rub everyone up the wrong way and be ejected within about 20 seconds. She will be a great success or a great failure - which I think is possibly the story of Nadine.".
