Foreign Relations Council 2023 marks the 75th anniversary of the Universal Declaration of Human Rights. On UN Day this year we are honoring that historic agreement by emphasizing the rights of youth, especially the right to quality education. We are joined by UNA Global Goals Ambassador Virgil Parker speaking about the importance of SDG #4, Quality Education.Virgil Parker is a U.S. Fulbright Alum, community advocate, and Howard University graduate with a degree in Journalism and a minor in Afro-American studies. Virgil served as a White House HBCU Competitiveness Scholar for the White House Initiative on HBCUs. Currently, Mr. Parker is a television producer for News10NBC (WHEC-TV). Mr. Parker has moderated and participated in national and regional conversations regarding various topics such as The Future of HBCUs in the COVID-19 Era, Philanthropic Equity for Minority Serving Institutions, and Bringing Local Governments And HBCUs Together and more. Most recently, he executive produced two projects commemorating the 45th Anniversary of Education and Sharing Day and the 60th Anniversary of The Equal Pay Act of 1963. Dennis Richmond, Jr. was born in Yonkers, Westchester County, New York. He now resides in a co-op in Yonkers. Less than one month after graduating, he led a rally after the outcome of the shooting of Trayvon Martin. After only one day of promoting the event, the turnout was over 200 people.  Since October of 2013, he was reaching out to guidance counselors to speak to students about college. In 2014, he began doing just that. In April 2015, he was featured on the 36th annual “UNCF An Evening of Stars!” where superstars Big Sean, Toni Braxton, Jussie Smollett, and others performed, he was awarded a $25,000 UNCF scholarship. In 2016, he was selected as one of HBCU BUZZ’s 30 Under 30. Founder and Director of The New York-New Jersey HBCU Initiative, he was awarded close to a dozen scholarships and has been featured in newspapers and on television across the country. He was awarded the HRHS Appreciation Award (2015), a Proclamation from the Office of Yonkers Mayor Mike Spano (2017), a Citation from the Office of Brooklyn Borough President Eric L. Adams (2017), and a Citation of Merit from Bronx Borough President Ruben Diaz, Jr. He is one of the Branch, Banking, and Trust’s (BB&T’s) Leadership Institute’s Emerging Leaders. In May of 2017, Richmond graduated Magna Cum Laude from Claflin University with a Bachelor of Arts in African and African American Studies. Dennis Richmond, Jr. is also the Founder of The Dennis E. Richmond, Jr. Scholarship for Black Excellence, an annual scholarship awarded to a graduating senior in Yonkers. Richmond has a passion for education, public speaking, genealogy, music, photography, and history. Richmond is now a substitute teacher in Yonkers, who goes by the name of Mr. R.

Charles (Chazz) Scott is a published writer, mental resilience speaker, marathoner, self-empowerment workshop curator, and a full-time Cyber Defense Technologist from Ellicott City, Maryland. He holds both a Bachelor of Science degree in Computer Science and a Master of Science degree in Cyber Security from Hampton University.Chazz has worked alongside some of the most brilliant minds in national security including nuclear physicists at the National Nuclear Security Administration’s Lawrence Livermore National Laboratory (LLNL), what many consider to be “the smartest square mile on Earth.” As a Cyber Defense Analyst at the Nuclear Lab, Chazz contributed to developing a large-scale network web simulation capability to assist in risk-based cyber defensive strategies to counter enterprise-level cyber threats and increase global network situational awareness. His contributions allowed researchers to effectively model network simulations using three high-performance computing (HPC) clusters which include Cab, Hera, and Catalyst. All three supercomputers were previously listed in the Top500 List of the fastest computers in the world. Currently, Chazz works for the National Geospatial-Intelligence Agency (NGA) as a Cyber Defense Engineer defending and responding to global cyber threats to ensure the protection of our nation’s satellites in space and geospatial imagery to provide to the Intelligence Community, Department of Defense, and policymakers on Capitol Hill.Additionally, Chazz is the Executive Director & Chief Creative Optimist of Positively Caviar, Inc. based in the Baltimore-Washington metropolitan area. Positively Caviar, Inc. is a grassroots 501(c)3 that focuses on empowering, inspiring, and motivating all human beings, with a special emphasis on youth, to instill mental resilience by way of intentional positive thinking.
