Makoma Lekalakala | Director at Earthlife Africa Energy and electricity minister Kgosientsho Ramokgopa says work is at an advanced stage to procure 2,500 MW of nuclear energy. Speaking with the Sunday Times, Ramokgopa said that the nuclear plan aims to secure approval from the Treasury to build a 2,500MW power plant next month, with the team working on the deal finalising the procurement structure. Ramokgopa said that internal conversations related to what type of nuclear technology should be considered, with the late technology seen as very rapid to deploy, relatively cheap and more efficient. There are also considerations over who will operate the plant, but Ramokgopa said that Eskom will likely run the plan given its experience with Koeberg near Cape Town. The minister said the department will have more information on the proposal by the end of August. Ramokgopa initially revealed the intention to launch the procurement process in December 2023. The determination was first signed off by the now unbundled Department of Mineral Resources and Energy and concurred with by Nersa in 2021. However, after Ramokgopa received new powers following an exchange between the relevant ministries, another layer of approvals was required. South Africa has not experienced load shedding for the last 100 days, a feat last achieved in 2021. This is good news as building a new nuclear power plant will not go online in the near term. The process of building a new nuclear power station takes roughly eight to ten years to build. Speaking at the Africa Energy Indaba 2024 in Cape Town on Tuesday, Mantashe noted that IRP 2019 is currently being updated into IRP 2023. Mantashe said government would issue requests for proposals for 5 616 MW of renewable energy under Bid Window 8, as well as for Bid Window 3 of battery storage, both by the end of the current financial year. He added that once this had happened, his Ministry would have had issued more renewable bid windows than "any other Ministry from 2011 to 2018". "We have no attitude against renewables. We support all energy technologies that give us energy." Mantashe also reiterated that government's goal to develop 2 500 MW of nuclear power was "not a dream". "There will be nuclear in our country in addition to Koeberg. There is already an agreement. Procurement capacity is being worked on and we are investing in that capacity." Mantashe emphasised that no party had yet been earmarked to develop government's nuclear ambitions and that the process would be open to all investors. He added that government wanted to develop its nuclear capabilities to include nuclear fuel. "We have rich deposits of uranium in South Africa, but…we are resisted by a partner called the US from developing it up to nuclear fuel stage. "They say develop it up to yellowcake, export it, and then import fuel. "In our view we should be allowed to develop fuel. We are not going to get into military applications, but we are going to use it for energy." Mantashe also noted that government's ambition of forming a national petroleum company will no longer be "an aspiration" by this time next year - "it will be action".

Solutions to support decarbonisation, while ensuring operational competitiveness into the future, are continuing to be intensely investigated at South Africa's large Hillside Aluminium operation in KwaZulu-Natal, South32 CEO Graham Kerr assured Mining Weekly in an interview on Thursday, following the Johannesburg- Sydney- and London-listed company reporting underlying earnings before interest, taxes, depreciation and amortisation of $708-million for the first half of its 2024 financial year to December 31. Hillside is the largest aluminium smelter in the southern hemisphere and produces quality primary aluminium for the domestic and export markets. Great news is that Hillside's strong ongoing operational performance in the half year significantly supported record aluminium production for the group as a whole, but with South32 planning to halve its Scope 1 and 2 emissions by 2035, Hillside represents a colossal challenge as it accounts for 59% of the company's total Scope 1 and 2 emissions. As has often been quipped, aluminium is half electricity and the electricity being used to produce aluminium at Hillside in Richards Bay is coal-fired, which is destined to have major marketing implications given the faster-than-expected advance of Europe's carbon border adjustment mechanism (CBAM) tariff barrier, which penalises the entry of aluminium that is not produced with clean electricity. Against that background, it is crucial that large-scale renewable and low-carbon energy sources are advanced at Hillside, which directly and indirectly supports more than 31 000 jobs and contributes an important R9.9-billion to South Africa's gross domestic product. Contrasting sharply with Hillside is South32's Mozal Aluminium smelter in Mozambique, which is already using renewable energy. In addition, South32 is at a very advanced stage of extending Mozal's hydroelectric power contract beyond the current expiration date of 2026. At Hillside, where the power agreement expires in 2031, the transition to a low-carbon energy source is seen to be technologically and commercially complex owing to the smelter's constant high energy demand. Crucially, work is under way with South Africa's State-owned power utility Eskom, government, and commercial partners to develop and implement an energy solution at the scale required for the large aluminium smelter. Hillside has the capacity to produce 720 000 t of aluminium a year which requires about 1 200 MW of electricity a year. The potential to enter into a pilot agreement to purchase energy attributes associated with electricity generated at the Koeberg nuclear power station is part of a nonbinding memorandum of understanding (MoU) that has been signed with Eskom. This MoU with Eskom centres on allowing Hillside to maintain aluminium supply from South Africa to Europe without CBAM turning that into a non-competitive proposition, South32 COO Noel Pillay explained to Mining Weekly. South Africa's pace of aluminium exportation needs to continue to benefit from the higher intensity of aluminium use in battery electric vehicles (BEVs), substitution of plastics in packaging and the increasing use of aluminium in renewables. Aluminium intensity in BEVs is said to be 40% higher than in internal combustion engine vehicles, from 111 kg/car in 2020 to 256 kg/car in 2050, owing to heavy BEV batteries requiring the light-weighting that aluminium provides. Hillside will be uncompetitive in the 1.5 °C scenario without an affordable source of low-carbon energy, while the carbon impact on Mozal Aluminium would be lower given its access to clean energy. Just energy transition considerations for Hillside require the switch to low-carbon energy to be planned in collaboration with a broad range of government and community stakeholders. The United Nations Climate Change Conference, or COP27, will bring together world leaders and climate activists in Sharm El-Sheikh, Egypt, from November 6 to November 18. On Wednesday, ahead of COP27, the Southern African Faith Communities held a vigil in front of Parliament. The Environment Institute of SAFC organized the vigil. At COP27, nations band together to take concrete steps toward meeting the global climate targets outlined in the Paris Agreement and convention. Speaking to Radio Islam International, SAFCEI's Operations and Corporate Engagement Manager, Wayne du Plessis, stated that the goal of the vigil was to push for the closure of the outdated Koeberg nuclear power station and a just transition to renewable energy that will benefit all of Africa.

As the country grapples with another week of loadshedding, Eskom's worst case scenario modelling for energy availability factors at its aging coal plants is coming to pass, highlighting the urgency with which the country needs to move on the long and winding road to total energy market reform. Late on Friday 26 August, the National Electricity Regulator of South Africa (NERSA) asked for public comment on three section 34 determinations made by the Minister of Mineral Resources and Energy, Gwede Mantashe, which the minister sent to NERSA for concurrence. The first one is for 14 791 MW of solar, wind and storage capacity to be procured. A second one is for 1 000 MW from biomass and landfill projects. The third one is for 3 000 MW of gas. This is a massive announcement. It more than doubles the total MWs in procurement, pushing the total over 33 000 MW of capacity that will be opened for bids, and in due course connected to the grid. Murmurings ahead of the mini budget are also that Treasury will assume a portion of Eskom's debt. All the while Eskom's EAF declines and serious concerns are being raised about whether the Koeberg 20 year life extension target date of 2024 will be achieved.
