Makoma Lekalakala | Director at Earthlife Africa Energy and electricity minister Kgosientsho Ramokgopa says work is at an advanced stage to procure 2,500 MW of nuclear energy. Speaking with the Sunday Times, Ramokgopa said that the nuclear plan aims to secure approval from the Treasury to build a 2,500MW power plant next month, with the team working on the deal finalising the procurement structure. Ramokgopa said that internal conversations related to what type of nuclear technology should be considered, with the late technology seen as very rapid to deploy, relatively cheap and more efficient. There are also considerations over who will operate the plant, but Ramokgopa said that Eskom will likely run the plan given its experience with Koeberg near Cape Town. The minister said the department will have more information on the proposal by the end of August. Ramokgopa initially revealed the intention to launch the procurement process in December 2023. The determination was first signed off by the now unbundled Department of Mineral Resources and Energy and concurred with by Nersa in 2021. However, after Ramokgopa received new powers following an exchange between the relevant ministries, another layer of approvals was required. South Africa has not experienced load shedding for the last 100 days, a feat last achieved in 2021. This is good news as building a new nuclear power plant will not go online in the near term. The process of building a new nuclear power station takes roughly eight to ten years to build. Mystery surrounds the identity of the “secret” funder of the Smart Meter programme of Electricity Minister Dr Kgosientso Ramokgopa. The Democratic Alliance's (DA's) Shadow Minister of Electricty Samantha Graham-Maré has been struggling for months to get answers. Despite a national state of disaster and a new minister of electricity, scheduled power outages — known as load-shedding — are heavily impacting ordinary citizens. But for South Africans, who have endured daily blackouts for the last four years, this is the norm.Power gets switched off according to a particular area on a scheduled basis, in stages. For instance, at stage six, 6,000 megawatts are taken from the national grid, meaning lights out for about 9 hours a day. The government implemented load-shedding for about 43% of last year.In mid-February, President Cyril Ramaphosa declared a national state of disaster to respond to the electricity crisis, granting the government broader powers, like exempting critical infrastructure from load-shedding. It also allowed for new electricity producers to skip through environmental regulations and unlock extra finances. Since 2007, there have been increasing bouts of load-shedding for a few months at a time, often because of compromised or failing infrastructure.Independent energy analyst Clyde Mallinson said that a few decades ago, the country had a surplus of coal-powered electricity, based in part on Apartheid-era sanctions.“So, what's actually happened is the coal fleet has deteriorated faster than they thought it would and we haven't put a new generation in place at a rate that can take over the job of what the coal fleet has been doing.”He said that the current working capacity of about 100 coal-fired power production units is closer to about 40 units. And it's those that are bleeding at the moment, by virtue of not being able to have electricity or have money to backup,” he said, adding that the rest of the population has to pick up the load of “very expensive, very dirty electricity coming from a gasping, dying utility.”The government's current Energy Action Plan includes new, renewable energy, more imported power and improved existing power plants. The different scenarios place the end of load-shedding anywhere between a few months to a few years.For now, load-shedding continues, and with it, the resilience of South Africans to adapt.
Peter Bruce despairs of President Cyril Ramaphosa's late night reshuffle in this latest edition of Podcasts from the Edge. The new Electricity Minister, Prof Kgosientsho Ramokgopa, was just down the corridor running Ramaphosa's infrastructure programme. If the Electricity State of Disaster he announced a month ago was so urgent why has he not had his man on the job already? Sadly, Ramokgopa is a thoughtful and rather ponderous academic with little record of success in action. Energy Minister Gwede Mantashe said when Ramaphosa first mentioned the new ministry that its occupant would be a “project manager”. He meant it as an insult and now sandwiched between two heavyweights like Mantashe and Pravin Gordhan at public enterprises the new minister is going to have a very hard time making anything happen without their permission.

When we migrate, can language help us feel at home? And how can words make us feel unwelcome? How does migration affect the ways we communicate and express ourselves in writing, poetry, performance? Inua Ellams wrote the Barber Shop Chronicles which sold out all its runs at the National Theatre in London. His recent show ‘An Evening With An Immigrant' tells the story of ‘escaping fundamentalist Islam, experiencing prejudice and friendship in Dublin, and drinking wine with the Queen of England, all the while without a country to belong to or place to call home.'
