Đúng 5 năm sau khi hiệp định Brexit có hiệu lực, vấn đề người nhập cư và di trú vẫn là chủ đề nóng ở Anh, liên quan đến dòng người từ Pháp và các nước Liên Âu sang Anh trái phép. Để đối phó, Anh và Pháp trong tháng 02/2025 đã lập ra đơn vị tuần tra hỗn hợp để hạn chế đoàn "thuyền nhỏ" chở di dân, gồm người Việt Nam, vào Anh. Luân Đôn cũng đưa ra nhiều quy định siết chặt hơn luật di trú. Thông tín viên Nguyễn Giang từ Luân Đôn giải thích. RFI : Người VN ở Anh nghĩ gì và làm gì trước các lệnh siết chặt kiểm tra lao động chui, phạt nặng chủ thuê lao động không giấy tờ ?TTV Nguyễn Giang : Từ mấy năm qua, nghề làm móng tay (nails) của người Việt Nam ở Anh đã gặp vấn đề về nguồn nhân lực. Lý do là số người làm “thợ nails” có giấy tờ cư trú, và giấy phép lao động, trở thành đối tượng được mời chào, trả giá thuê hàng tuần cao nên chủ tiệm sẽ phải chịu giảm doanh thu để giữ thợ. Nếu không, người ta sẽ đi làm cho chủ khác, hoặc ra mở tiệm riêng. Còn số nhân công thiếu giấy tờ thì bị truy bắt, và việc thuê họ rất rủi ro nên người làm nghề này lo sợ không dám thuê. Mức phạt mới rất cao, tới 60 nghìn bảng (trên 71 nghìn euro) cho một trường hợp thuê lậu, gây ra tâm lý lo sợ.Trong một vụ mới tuần thứ 2 của tháng 03/2025, được một người Việt chia sẻ trên trang Facebook của cộng đồng Việt tại Anh thì một chủ tiệm nail bị phạt tới 128 nghìn bảng (bằng 165 nghìn đô la Mỹ) cho 4 người Việt khác có mặt trong tiệm mà nhân viên công lực khi kiểm tra, đã nói là “làm việc lậu”. Xin nhắc lại là kể cả với thợ làm nail có giấy tờ cư trú dạng visa, trong visa ghi là làm việc ở đâu, do chủ nào tuyển (sponsor) thì chỉ được làm ở đó, theo đúng công ty, chứ không được đi làm chỗ khác. Không rõ câu chuyện đằng sau thế nào nhưng khi khiếu nại thì chủ tiệm đó nói 4 người đó chỉ là khách đến chơi, không phải lao động chui. Kết quả là vẫn bị phạt, nhưng chỉ là gần 20 nghìn bảng Anh (civil penalty), thay vì 128 nghìn.Đây là vụ việc có thật, khớp với thông tin tôi nghe từ trước khi tiếp xúc với bà con Việt Nam ở Anh là những tháng trước, khi đưa các vụ đó ra tòa thì mức phạt không cao. Nhưng nay, ví dụ trong 3 trường hợp thuê người lậu ở một công ty có tiệm làm móng thì tòa sẽ phạt ít nhất là 1 trường hợp, và như thế công ty đó không phá sản hoàn toàn, mà vẫn có thể tồn tại để đóng thuế tiếp. Không rõ đây có phải là “sự nhân đạo” hay là cách mà nguồn thu của chính quyền vẫn có và chủ tiệm bị phạt, chịu sự răn đe rồi vẫn làm việc tiếp, chứ không đóng quán. Bởi nếu đóng quán thì người chủ là công dân Anh sẽ nhận tiền thất nghiệp, tạo gánh nặng cho ngân sách.Xin nói thêm đây là chuyện xảy ra với mọi sắc dân, mọi ngành nghề, gồm cả xây dựng, nghề làm nhà hàng, sản xuất thực phẩm ... chứ không riêng gì ngành nail của người Việt Nam. Có lẽ đây là cách kiểm soát chặt hơn nguồn nhân lực đã có mặt ở Anh.Tình hình khó khăn nên nhiều trang Facebook của người Việt Nam thông báo với nhau về chuyện xin hồi hương. Vấn đề cũng được chính phủ Anh đẩy mạnh gần đây. Quan chức Anh đã sang làm việc với chính phủ Việt Nam về biện pháp ngăn chặn kỹ hơn dòng người di cư trái phép. Hôm 06/03 vừa qua, phái đoàn do ông Adam Gardner từ bộ Nội Vụ Vương quốc Anh dẫn đầu đã đến thăm, làm việc với tỉnh Quảng Bình về “dự án phòng, chống mua bán người và nô lệ hiện đại tại Việt Nam”, theo truyền thông hai nước. Bên cạnh đó thì ở Anh dịch vụ tư vấn tỵ nạn cũng đang nở rộ.RFI : Được biết là Anh vẫn là điểm đến của du học từ VN, vậy nên hiểu tình hình ra sao khi mà Anh muốn giảm dòng người nhập cư ?TTV Nguyễn Giang : Hiện Anh vẫn ưu tiên cho sinh viên nước ngoài (gồm cả Việt Nam) được gia hạn visa sau khi tốt nghiệp, bởi vì trong khi chặn nguồn nhập cư lậu thì Anh vẫn thiếu nhân công có tay nghề và có trình độ, khi mà lao động bản địa già đi và cả triệu người thường xuyên nhận trợ cấp sức khỏe, trợ cấp thất nghiệp. Đây là một khía cạnh khác của Brexit : Anh muốn mở cửa ra thị trường lao động và đầu tư toàn cầu, mở rộng hợp tác thương mại. Các cơ quan ngoại giao Anh rất chú ý đến nguồn nhân lực có trình độ là sinh viên Việt Nam đang học hoặc đã tốt nghiệp các trường đại học ở Anh.Mới giữa tháng Ba này, có một đoàn của đại sứ quán Anh tại Hà Nội quay về nước Anh tổ chức chuyến đi giao lưu gặp gỡ các đại học Anh có sinh viên, giảng viên Việt Nam. Nói ngắn gọn thì Anh quốc muốn chia sẻ nguồn lợi công nghệ, thương mại và nguồn nhân lực chất lượng cao, nhưng không muốn nguồn nhân lực thiếu tay nghề và các nhóm di dân trái phép. Tóm lại là bức tranh rất  phức tạp, đa dạng và người Việt Nam ở Anh nói chuyện với nhau hàng ngày về vấn đề này.RFI : Người Việt Nam chỉ là một nhóm trong số hàng chục nhóm di cư vào Anh, vậy thái độ chung của người Anh với người nhập cư từ sau Brexit có thay đổi gì không, và trong xã hội Anh có sự phân biệt các nhóm di dân hay không?TTV Nguyễn Giang : Thái độ của người Anh nói chung với vấn đề nhập cư có hai điểm nổi bật, mà theo tôi là có tác động đến cách dư luận nói chung đánh giá người Việt Nam. Một là dù sao đi nữa, trên nền châu Âu, Anh vẫn là nước cởi mở hơn cả với dòng người nhập cư.Một điều tra dư luận do European Social Survey thực hiện và công bố năm 2023, có câu hỏi đặc thù về chủng tộc và nhóm sắc tộc của di dân, để xem dư luận Anh và châu Âu nghĩ gì. Trả lời cho câu hỏi: Bạn có muốn ngăn chặn, hoặc cho vào rất ít di dân chủng tộc khác (tạm hiểu là người không phải da trắng, gốc Âu, và sắc tộc khác) vào sống ở nước của bạn hay không thì kết quả Yes (đồng ý) là như sau : Hungary 86%, Slovakia 71%, Áo 52%, Phần Lan 42%, Đức 28% và Anh 25%.Tương tự, chỉ có 18% người ở Anh cho rằng “nhận người nhập cư khiến đất nước tồi tệ đi”, thấp hơn rất nhiều so với mấy nước nói trên. Ví dụ ở Đức 31% nghĩ như vậy, Áo 45% và Hungary 56%. Nói ngắn gọn thì sự không ưa (ta có thể hiểu là thái độ kỳ thị chủng tộc, màu da) của người châu Âu hiện ra khá rõ, nếu không quá bán thì cũng chừng ¼ không thích gì người chủng tộc khác họ tới đây sống.Điểm nổi bật thứ hai là khi nhìn nhận người nhập cư vào nước họ thì, người Anh dù sao cũng cởi mở hơn cả và chú ý nhiều đến trình độ, tay nghề của người nhập cư hơn là gốc gác của họ. Trong khi dư luận chung ở Anh hoan nghênh người từ các nước cùng văn hóa tiếng Anh nhất, như Úc, Mỹ, và thứ nhì là tới người châu Âu (Ba Lan) và theo Thiên Chúa giáo, họ không ưa nhất người từ châu Phi và người Hồi giáo ngoài châu Âu. Nhưng nếu nhìn vào tay nghề thì thái độ của họ với người Ấn Độ có tay nghề và người châu Âu có tay nghề không khác nhau bao nhiêu.Còn với di dân bất hợp pháp, thì hơn 1/3 (38%) người Anh coi đây là “vấn đề quan trọng nhất của xã hội” khi được thăm dò ý kiến vào tháng 10/2024. Ở đây tôi trích dẫn các số liệu trên từ nghiên cứu của ba tác giả Lindsay Richards, Marina Fernandez-Reino và Scott Blinder trên trang The Migration Observatory, ĐH Oxford.RFI : Trở lại câu hỏi trước, về chuyện Anh vẫn cần lao động trẻ, có tay nghề, thì vấn đề với người Việt Nam là thế nào ?TTV Nguyễn Giang : Từ thăm dò dư luận trên, ta có thể rút ra 1 số điều hữu ích về người Việt Nam. Một là người Việt Nam thuộc nhóm di cư khác chủng tộc, khác biệt văn hóa khá nhiều so với người Anh nên khó có thể được coi là nhóm được ưu ái. Tuy thế, so với các nước châu Âu bên lục địa thì thái độ bớt lo ngại về người nước ngoài nói chung và người Việt Nam nói riêng vẫn đỡ hơn nhiều.Nói rộng ra hơn thì sinh viên, chuyên gia có tay nghề vẫn được xã hội Anh nói chung và nền kinh tế Anh nói riêng đón nhận tương đối cởi mở. Sinh viên du học sau đại học được cấp visa thêm để kiếm việc ở Anh. Tất nhiên là họ phải tự kiếm được việc đủ sống, đóng thuế thì mới ở lại được tiếp, còn không khi visa hết hạn sẽ phải về Việt Nam.Xin nhắc lại là chính phủ Anh đã liệt kê ra danh sách hàng chục ngành nghề cần lao động nhập cư. Cần nói là không cứ gì sinh viên học xong đại học hay có bằng thạc sĩ mới thuộc diện “skilled workers” mà người có nghề đánh cá, thuỷ thủ, người nấu bếp, thợ nề, thợ hàn, điều dưỡng viên, người làm y tá, hộ lý, chăm sóc các cụ già, thậm chí có nghề như thợ đục đá chuyên cho kiến trúc đặc thù ở Scotland cũng được mời vào Anh.Vấn đề của người lao động Việt Nam nói chung là ngôn ngữ. Họ có thể có tay nghề nhưng thiếu tiếng Anh để theo được các chỉ dẫn, và giao tiếp với chủ công ty, với khách hàng. Đây là vấn đề có thể giải quyết được nếu có các trung tâm hướng nghiệp ở Việt Nam như ở Ấn Độ, Philippines chuyên đào tạo người có tay nghề để xuất khẩu lao động.RFI : Theo anh, câu chuyện này sẽ có kết cục ra sao với người Việt Nam ở Anh?TTV Nguyễn Giang : Theo quan sát của tôi thì tương lai cho việc nhập cư lậu sẽ ngày càng khó. Những người đi con đường như thế chịu rủi ro của chuyện vượt biên mà vào đây không có việc làm thì lại phải hồi hương. Thái độ của dư luận với di dân lậu và người không có tay nghề thì dù nói chung là có khá hơn so với tại các nước khác ở châu Âu,  nhưng vẫn có trên 1/3 dân Anh không ưa họ. Tuy thế, dòng người lao động chân tay từ Việt Nam sang tới các nước Đông Âu và Đức cũng đang khó kiếm việc, nên họ tìm cách trốn sang Anh, khiến số người Việt Nam vào Anh phi pháp không giảm.Theo quan sát của tôi thì thu nhập là một chuyện, nhưng thái độ của người bản địa cũng là yếu tố khá quan trọng để người lao động Việt Nam tìm đến, hay bỏ đi. Từ hai năm trước, đã có các nhóm bỏ nhà máy thuê họ ở Hungary, trốn sang Đức, và một số đã từ Đức sang Anh. Tôi nghĩ rằng sự kỳ thị thể hiện ra không chỉ ở lời nói, các vụ hành hung nhắm vào người châu Á mà còn ở cả khó khăn, cản trở khi kiếm việc. Bởi vậy, người ta cố bỏ đi và tìm đến những nước mà môi trường sống, hợp pháp hay bất hợp pháp, đều dễ thở hơn. Vì thế, theo tôi thì dòng người lao động Việt Nam sang Anh sẽ còn tiếp tục.Không khí chính trị Anh sẽ còn không thuận lợi cho cả nhóm người có tay nghề. Đảng Bảo thủ (đối lập) vừa đề xuất đưa mức lương phải có cho mọi ‘skilled workers' vào Anh nhận việc bằng ‘work visa' là 38.700 bảng một năm (50 nghìn đô la), với mọi ngành nghề. Đây là mức lương không hề thấp, cao hơn lương trung bình ở Anh (37.430 bảng) và cao hơn hẳn mức lương tối thiểu cho một số nghề Anh đang cần thợ nhập cư (chỉ có 26.000 bảng/năm). Mức trên 38 nghìn/năm cao hơn cả lương bác sĩ Anh mới ra trường (36 nghìn) và cao hơn giáo viên Anh vừa vào nghề (26-31 nghìn/năm).Nhưng theo quan sát của tôi thì nhiều sinh viên Việt Nam sang đây du học, sau khi tốt nghiệp khó kiếm được lương khởi điểm ở mức 38-40 nghìn bảng/năm. Rất nhiều người vẫn đang cố bươn chải, làm các việc như chạy bàn trong quán, làm thêm trong ngành bán lẻ.Ngoài ra, đảng Bảo thủ muốn người tới Anh phải làm việc, đóng thuế đủ 10 năm mới được quyền định cư. Xin nhắc là đề xuất này mới là ý tưởng của đảng đối lập, không phải là luật nhưng cũng bộc lộ thái độ công khai không hoan nghênh cả di dân hợp pháp, có tay nghề. Nhìn rộng ra thì Anh, cũng như các nước châu Âu, đều đang có dân số lão hóa nhanh, sinh suất thấp và cần lao động, nhưng không ít người bản địa và chính trị gia lại chỉ muốn nhận người nước ngoài thuộc loại nhân tài, trẻ khỏe, có tay nghề, chịu làm việc nhiều, lương thấp, ít ưu đãi. Đây là chuyện tự nó đã đầy mâu thuẫn, nên chưa thể giải quyết được nhanh chóng.

It can also spread like a virus through false belief and inaccurate ideas or myths. Well, we are here to offer a cure, and no, it's not more cowbell.https://reverb.orgREVERB was founded in 2004 by environmentalist Lauren Sullivan and her musician husband, Adam Gardner of Guster. While Lauren was seeing the power musicians brought to environmental campaigns when she was working at the Rainforest Action Network, Adam was feeling badly about the size of his band's environmental footprint on tour.After speaking to a number of other touring musicians who felt the same way, they decided to form REVERB. Lauren reached out to Bonnie Raitt's manager, Kathy Kane after seeing Bonnie's Green Highway tour which was an earth-friendly tour that educated fans at shows. REVERB was initially a project of Kathy and Bonnie's ARIA Foundation until it grew into it's own 501c3 organization.REVERB's early artist partners were Dave Matthews Band, Jack Johnson, Maroon 5, John Mayer and Barenaked Ladies–and continue to work with all of them to this day.
