Noella Sudbury became interested in the issue of criminal records expungement soon after law school, while working as a criminal defense lawyer. Over and over again, she saw clients put in the hard work to get out of the criminal justice system and rebuild their lives, only to have doors slammed in their faces because of their records. That set her down a path that led her last year to found Rasa Legal, an innovative justice tech company, licensed under Utah's legal services sandbox, that is making the process of expunging a criminal record simple and affordable. Last month, Inc. named Sudbury to its Female Founders 200 list, a selection of women founders who have moved the needle in business and in their communities. Last year, Rasa was selected as the 2022 Access to Justice winner at the American Legal Technology Awards. Also last year, the Utah State Bar honored Sudbury with its 2022 Distinguished Service Award and, in 2019, Utah Business Magazine named her its 2019 Woman of the Year. In 2016, after practicing criminal law in private practice and as a public defender, Sudbury was appointed director of the Salt Lake County, Utah, Criminal Justice Advisory Council. She later joined the cabinet of then Salt Lake County Mayor Ben McAdams as a senior policy advisor on criminal justice. In 2019, she led the successful effort that resulted in the unanimous passage of Utah's Clean Slate law, which made Utah only the second U.S. state to automate the criminal record expungement process for misdemeanor offenses. It was over the course of that career that she came to see that technology could play a critical role in automating and simplifying the process of expungement, and it was that realization that led her to found Rasa Legal. County Mayor Ben McAdams wants to restart his community’s compassion for the homeless. Last spring, Salt Lake County Mayor Ben McAdams was groping to understand Salt Lake’s homelessness crisis. He had all the statistics to make a controversial decision on a new homeless shelter—but something was missing. McAdams put on a jeans and a hoodie, left his ID and money behind and walked into the Rio Grande district to get a more intimate idea of it meant to be homeless. He would be scared, cold and witness drug use. But McAdams returned convinced that a long-term solution to homelessness—beyond law-enforcement sweeps—has to be found.

It seems that hardly a day passes without headlines about unarmed black men being killed by police in our country. If there isn’t a new case, we’re trying an old one either in court or in the media. [Jump to page 2 to watch the live interview.] Ben Hecht, the CEO of Living Cities, a nonprofit group that makes and facilitates impact investments in cities around the country, including my own here in Salt Lake City, explains the broader problem: US cities are places of great opportunity, hope, change, resilience and energy. Unfortunately, they are also places of great inequality. Home to more than 80% of the population, cities reflect the incredible income, wealth and educational disparities between rich and poor, white and people of color. These disparities not only threaten to hold back the economic prosperity of the nation but threaten our democracy. Hecht’s colleague, Eileen Neely, Director of Capital Innovation, heads up the Pay for Success program efforts for Living Cities. Neely says, “We need to blend all types of money–government, philanthropic and private sector capital–together to address growing social disparities and economic inequality in the United States.” Pay for Success programs focus on paying for results rather than activities and typically are oriented toward prevention rather than remediation. Salt Lake County Mayor Ben McAdams has likened it to building guardrails at the top of the cliff rather than operating a hospital at the bottom. Neely explains further, “While preventative programs that tackle issues like youth recidivism and chronic homelessness can make a real difference, these programs lack the funding needed to reach all the populations that need them.
