Em França, a morte de Lyhanna, uma menina de 11 anos, está a gerar uma mobilização contra a lentidão da justiça em tratar os crimes sexuais contra crianças. O suspeito da sua morte acumulava outras denúncias de violações e abusos de menores, mas nunca foi interrogado pelas autoridades. A activista Luísa Semedo denuncia um “escândalo de Estado” que “mete a nu muitas deficiências do Estado” francês, sublinha que “a cada três minutos há uma criança que é agredida sexualmente em França” e que apenas 3% dos agressores são condenados. A investigadora associa-se à mobilização que pede a adopção de uma Lei Integral de combate aos crimes sexuais e acredita que “uma parte da sociedade está a acordar”. Esta segunda-feira, houve manifestações em várias cidades francesas para expressar a revolta colectiva pela morte de Lyhanna e para protestar contra as falhas da Justiça e do Estado francês no que toca à protecção das crianças contra crimes sexuais. Esta quinta-feira, a indignação e a revolta chegaram ao jornal português Público com uma crónica da activista Luísa Semedo, que começa assim: “Em França, a cada três minutos, o tempo de leitura desta crónica, uma criança é vítima de agressão sexual e apenas 3% das denúncias de violação de menores resultam em condenação.” [Os números “abissais” da violência sexual sobre crianças são da Comissão [francesa] Independente sobre Incesto e Violências Sexuais contra Crianças (Ciivise).] Conversámos com Luísa Semedo, investigadora em Filosofia Política e Ética; que olha para a morte de Lyhanna como “a ponta do iceberg” daquilo que denuncia como “um escândalo de Estado”. “É um escândalo de Estado porque mete a nu muitas deficiências do Estado, justamente a vários níveis, quer seja no nível judicial, na polícia, a nível das leis, a nível dos apoios sociais, dos apoios médicos, da educação, ou seja, como é que toda a estrutura está a falhar às pessoas que são vítimas. Portanto, é de facto um escândalo de Estado. A questão que aqui se coloca não é só o que aconteceu com Lyhanna, é o facto de ter havido, durante mais de dez anos, queixas contra este o suspeito que nunca foram levadas a sério e ele nunca foi ouvido”, explica, por telefone, à RFI. Luísa Semedo sublinha que além de ser um “escândalo de Estado”, a morte de mais uma criança alegadamente vítima de um predador sexual revela também “um escândalo da sociedade”, pelo que é urgente “uma mudança de mentalidades”. “Estamos a falar de 3% de pessoas condenadas. Estamos a falar também que a cada três minutos há uma criança que é agredida sexualmente em França. Estes números são absolutamente abissais, por isso é que cada caso que aparece é só a ponta do iceberg. As pessoas que se estão a mobilizar sabem disso e querem que haja visibilidade sobre esta situação porque é uma situação que é absolutamente grave, que se passa, muitas vezes, dentro de casa ou muitas vezes com pessoas que são muito próximas. Não se trata de casos que se passam na rua, num canto escuro com um estranho ou com um estrangeiro - como nos quer fazer acreditar a extrema-direita. Não. Passa-se, sim, dentro de casa. Passa-se na escola. É uma catástrofe e um escândalo. É um escândalo de Estado. É um escândalo da sociedade. Felizmente, há uma parte da sociedade que acordou para isto”, diz Luísa Semedo. As associações feministas e de protecção da infância reivindicam a adopção de uma Lei Integral de combate à violência sexual contra crianças e mulheres, a qual já tinha sido apresentada por cerca de cem deputados no fim de 2025, mas que nunca foi analisada. Na concentração desta segunda-feira, em frente ao ministério da Justiça, em Paris, a polícia deteve Andréa Bescond, uma conhecida realizadora e autora de um livro (‘Les chatouilles ou la danse de la colère') - que transformou em peça de teatro e que também deu um filme - sobre os abusos sexuais que ela própria sofreu quando era menor. Ela passou a noite na esquadra e denunciou uma detenção arbitrária. Nas redes sociais, muitos partilharam as imagens da violenta detenção de Andréa Bescond e ela também publicou fotografias das nódoas negras que daí resultaram. Luísa Semedo também ficou perplexa com o que aconteceu e pergunta-se como é que Andréa Bescond, uma vítima, “foi detida e passou toda a noite na prisão, enquanto um agressor com queixas há dez anos nunca foi sequer ouvido”. Por outro lado, Luísa Semedo subscreve o apelo de Andréa Bescond de concentrações pacíficas todas as segundas-feiras, às 19h, diante de todos os tribunais de França até à adopção da Lei Integral de combate às violências sexuais. “Esta Lei Integral implica vários tipos de vias para tratar esta questão da violência sexual contra as crianças e vai desde questões como a imprescritibilidade, ou seja, que não haja limite de tempo para apresentar queixa. Também aborda questões como a educação nas escolas: são as crianças que têm de ser educadas, mas também os futuros adultos (...) É uma lei cujo objectivo é fazer com que, cada vez que haja um destes casos, não seja considerado só como um ‘fait divers' ou como um caso pontual ou ‘um disfuncionamento', como disse o [Emmanuel] Macron, mas que faz parte de um sistema”, acrescenta a investigadora. Esta semana, nos protestos e até na Assembleia francesa, ouviram-se pedidos a exigir a demissão do primeiro-ministro, Sébastien Lecornu, que rejeita deixar o cargo e aponta o dedo à justiça - ainda que o governo francês seja acusado de ter feito cortes no sector. Lecornu propôs a possibilidade de uma pena de prisão perpétua para os violadores em série contra os actuais 20 anos de prisão [para os que chegam a ser julgados] e disse querer que os inquéritos relativos a crimes contra menores sejam feitos em menos de três meses. Estas medidas são suficientes? Não, responde Luísa Semedo, sublinhando que a questão principal “não está no número de anos da pena do agressor”, mas no facto de apenas “3% dos casos de agressão sexual serem punidos”. No domingo, o ministro da Justiça, Gérald Darmanin, assinalou que existem “graves falhas” na gestão do caso do suspeito da morte de Lyhanna, e anunciou que 70 mil queixas envolvendo crimes sexuais contra menores terão de ser examinados até 14 de Julho. Mais uma vez, Luísa Semedo aponta o seu olhar crítico para este anúncio e diz: “Parece até humanamente impossível, tendo em conta que um dos problemas em França é justamente, em relação à União Europeia, a França ter menos meios, por exemplo, em procuradores do que no resto dos países europeus. Ou seja, há um problema também de meios que não vêm directamente da culpa de magistrados ou dos serviços da Justiça. Vem do Estado em geral e dos meios que são dados a estas questões e das prioridades também que estão em cima da mesa. Por exemplo, a formação de polícias é algo que é importante e também não é feito. O que este caso está a revelar é, de facto, todas as insuficiências do Estado em relação a esta questão, que é uma questão que é multifactorial e que não é só uma questão de magistrados ou só uma questão de ir ver cada caso. Claro que é importante ver cada caso e acho muito bem que se faça, mas não com este lado de 'performance', com uma data, como se fosse uma espécie de concurso. Até acho indecente e de mau gosto porque há um lado de 'performance' que não tem nada a ver com a seriedade do tema.” Apesar de lamentar que tanto a Justiça, quanto o Estado, quanto a Sociedade tenham falhado até agora, Luísa Semedo acredita que “uma parte da sociedade a acordar”. Por isso deixa também o apelo: “Eu acho que o apelo de se juntar todas as segundas-feiras vai ao encontro disso, ou seja, é dizer NÃO, há uma parte da sociedade que não vai deixar passar. Isto foi a gota de água. O Estado falhou. A sociedade também ainda não está completamente consciencializada para o problema, mas há uma parte que está e que vai continuar a lutar.”   Luísa Semedo: A morte de Lyhanna é “um escândalo de Estado” e "talvez o início de uma revolução”   RFI: Por que é que decidiu mobilizar-se e escrever num jornal português sobre a morte de Lyhanna? Luísa Semedo, Activista e Investigadora em Filosofia Política e Ética: “Porque em França está a ser uma situação que está a causar imensa emoção e penso que é uma questão que é universal, não é uma questão que é só importante em França, a questão da violência contra as crianças. Parece-me importante também que em Portugal se fale sobre isto porque o que se sente é que há, de facto, uma zona um pouco escondida, a questão do MeToo, da violência em geral e da violência sexual e nomeadamente contra as crianças. É como se fosse uma zona em que o problema é tão grande que parece preferir-se não se ver um problema tão grande. Neste momento, está a rebentar em França com o caso da Liana, ou seja, é a gota de água que fez com que as pessoas saíssem todas para a rua.” Na segunda-feira houve manifestações em várias cidades francesas para exigir medidas e está a haver uma mobilização. O que espera desta mobilização? É possível que algo mude? É preciso um tsunami? Ou, como escreve na crónica no Público, "está-se talvez a viver o início de uma revolução?” “Sim. O que eu espero é que haja uma mudança de mentalidades porque são questões tão estruturais, tão profundas na sociedade, que não é só com pequenas medidas de urgência que se vai lá. Ou seja, é uma questão que necessita que várias soluções sejam postas em prática e uma das mais importantes é talvez uma mudança de mentalidades. Ou seja, olhar para uma criança como uma pessoa é a base, perceber que é uma pessoa que tem um corpo e que tem de ter consentimento em relação ao que lhe fazem. A criança também tem de ter essa consciência e, por isso, as associações pedem muito que haja, por exemplo, uma educação sexual e afectiva nas escolas, que é uma coisa que não existe ou existe de forma muito rudimentar. Ou seja, é toda uma panóplia de soluções que devem ser feitas.” As associações que se têm mobilizado e participado nestes protestos reivindicam a adopção de uma proposta de lei integral de combate à violência sexual contra crianças e mulheres. A Luísa Semedo também fala nesta lei integral na sua crónica. O que é esta lei integral que chegou a ser apresentada no final de 2025 por cerca de 100 deputados, mas que nunca foi analisada? “Esta lei integral implica vários tipos de vias para tratar esta questão da violência sexual contra as crianças e vai desde questões como a imprescritibilidade, ou seja, que não haja limite de tempo para apresentar queixa. Também aborda questões como a educação nas escolas: são as crianças que têm de ser educadas, mas também os futuros adultos, ou seja, a questão do que é que é a dominação sobre o corpo de outro, o que é o consentimento. São questões que implicam toda a gente e, portanto, também começa na educação. Isso é muito importante. É uma lei cujo objectivo é fazer com que cada vez que haja um destes casos que não seja considerado só como um ‘fait divers', só como um caso pontual ou ‘um disfuncionamento', como disse o [Emmanuel] Macron, mas que faz parte de um sistema. Eu sempre que posso tento acompanhar este tipo de acções que me parecem absolutamente importantes e acho que é muito reconfortante até para as vítimas. Eu própria também sou uma sobrevivente, portanto, é sempre muito forte ver estas pessoas mobilizadas. Acho que nos toca a todas as pessoas que foram de alguma forma vítimas de violência e, portanto, sim, sem dúvida. O que aconteceu com a Andréa Bescond foi, de alguma forma, uma intimidação de uma das cabeças da manifestação, que foi acompanhada também, algumas horas antes, pela proibição da manifestação à frente do Ministério da Justiça. O Estado ou o governo dá com uma mão e tira com a outra, ou seja, há ali um discurso que é bastante ambíguo em relação à questão da violência e da violência sexual contra as crianças e contra as mulheres, que já dura há bastantes anos, não é só de agora.” No seu texto escreve “A lei tem um prazo. O trauma não”. O que pode fazer o Estado francês para ajudar as vítimas que vivem com o trauma e para evitar futuras agressões? “Sim, na Lei Integral também é pedido para que haja apoio para as vítimas para as questões do trauma. Muitas das vítimas vivem o que nós chamamos de stress pós-traumático e stress pós-traumático complexo também. É, por exemplo, o acesso a profissionais de saúde da psiquiatria, psicologia e medicamentos. Há todo um acompanhamento que é necessário quando se sofre de stress pós-traumático, por exemplo. É algo que é muito complicado ainda de ter em França. Isso é um dos pedidos também da Lei Integral. Parece-me absolutamente essencial também ver algo que acho que faz parte da Lei Integral, que é a forma como se ouvem as crianças. Ou seja, elas serem ouvidas de forma autónoma dos adultos que, por vezes, são as pessoas que as agridem e portanto, elas terem um local seguro para serem ouvidas, para serem escutadas, para serem levadas a sério.” Ou seja, é todo um dispositivo que muda completamente a forma como nós vemos até agora as vítimas. Por enquanto, os agressores parecem ser mais protegidos do que as vítimas e o objectivo é que esta estrutura mude completamente, ou seja, que o centro da preocupação sejam, de facto, as vítimas e não os agressores.” Depois do que aconteceu, o ministro da Justiça Gérald Darmanin anunciou, no domingo, que 70.000 processos envolvendo violência sexual contra menores deverão ser examinados antes de 14 de Julho. O jornal Libération diz que o poder Executivo francês reconhece erros, mas transfere a responsabilidade da tragédia para a Justiça. Que leitura faz? E é possível estes 70.000 processos serem analisados num mês? “Pois, somente não me parece possível, como me parece que o que for feito vai ser mal feito porque parece até humanamente impossível, tendo em conta que um dos problemas em França é justamente, em relação à União Europeia, a França ter menos meios, por exemplo, em procuradores do que no resto dos países. Ou seja, há um problema também de meios que não vêm directamente da culpa de magistrados ou dos serviços da Justiça. Não se está à espera que haja pena de morte ou castração, ou o que quer que seja de medida cada vez mais espectacular para dar uma impressão de que se está a fazer alguma coisa. Não é isso. O facto é que só 3% de casos de agressão sexual é que são punidos, portanto, a questão está aí e não está nos anos da pena do agressor.” É por isso que fala num “escândalo de Estado” em relação ao caso Lyhanna? “Sim, sim. É um escândalo de Estado porque mete a nu muitas deficiências do Estado, justamente a vários níveis, quer seja no nível judicial, na polícia, a nível das leis, a nível dos apoios sociais, dos apoios médicos, da educação, ou seja, como é que toda a estrutura está a falhar às pessoas que são vítimas. Portanto, já se está aqui a ver o contraste entre como é que as pessoas vítimas e activistas são tratadas e os agressores são tratados.” Ou seja, como escreve no artigo, “não houve aqui só uma negligência pontual, nem um simples disfuncionamento, como afirmou o Presidente Macron”, é algo mais vasto? “Sim, sem dúvida é algo mais vasto. Nós estamos a falar de 3% de pessoas condenadas. Estamos a falar também que a cada três minutos há uma criança que é agredida sexualmente em França. Estes números são absolutamente abissais, por isso é que cada caso que aparece é só mesmo a ponta do iceberg. As pessoas que se estão a mobilizar sabem disso e querem que haja visibilidade sobre esta situação porque é uma situação que é absolutamente grave, que se passa muitas vezes dentro de casa ou muitas vezes com pessoas que são muito próximas. Welcome back to another episode of Racin' With The Boys. On this week’s episode, we’re joined by William Byron, the driver of the No. 24 Chevrolet for Hendrick Motorsports. William is typically a quieter guy but Delanie and Taylor really get him to open up. William and the boys were able to meet up before the Nashville race this past weekend and Taylor asks him what are the nerves like heading into a race. The guys then get into trying to understand the different types of penalties that happen in NASCAR and how some drivers may not know every single little rule that there is. William is also known to be a big LEGO guy so Taylor asks him what he's currently building but William says he hasn't been able to get into too much as golf has taken over. The boys then really dive into William's come up to NASCAR. He didn't have the typical rise through the ranks like most of the other drivers. William started out as a SIM racer and earned his stripes through that. He gets into his journey on how he went from SIM racing to actual racing and the major learning curve that was. Byron eventually got signed by Hendricks Motorsports, one of the dynasties in NASCAR, to drive the iconic #24 car. He gets into what the pressure is like driving not only for such a legendary team, but also an iconic number. Entre 2024 y 2025, hice parte de un pequeño experimento habitacional y social llamado Tulpa, en el barrio Palermo en Bogotá. Ahí, tengo un apartamento con una terraza que mira hacia los cerros, en el mismo piso donde vive mi mejor amigo, Simón Fique. Junto a nuestros otros dos vecinos, David Moreno y Juan Pablo Pardo y su estudio Ensamble, diseñaron y supervisaron la construcción de ese hermoso edificio. Por las noches, iba al apartamento de Simón a tomar cerveza y ver televisión chatarra. El edificio tenía incluso un grupo musical, a quienes escuchaba practicar su repertorio de música andina  los Jueves por la tarde. El dia de mi cumpleaños, mis vecinos conocieron a mis amigos cuando nos reunimos en la terraza para un asado. En las ciudades en que vivimos, es difícil considerar una aproximación a la Vivienda diferente a la de su aprovechamiento  como mercancía, cuyo valor, diseño y distribución está determinada por el mercado. Nuestra aproximación a la Vivienda social – en el caso colombiano pero también aplicable a  muchos otros países – consiste en ofrecer subsidios a la compra de vivienda. Pero otro mundo es posible! El experimento de Tulpa está inspirado, en algunos aspectos, en uno aún más ambicioso, el del cooperativismo Uruguayo. Allí, desde 1968, se ha desarrollado modelo diferente de construir y habitar en comunidad. Actualmente, más de 120,000 personas viven en cooperativas – la mayoría de bajos recursos y clase media, y muchos de ellos participaron en la misma construcción no solo de sus viviendas, sino también de sus comunidades. Para aprender más, Simón – si, mi Vecino – y yo hablamos con Lucía Anzalone, arquitecta que ha investigado el cooperativismo de Vivienda en Uruguay, y que además presta asistencia técnica en la Federación Uruguaya de Cooperativas de Vivienda por Ayuda Mutua (FUCVAM).. Lucía es doctoranda en Arquitectura (FADU-Universidad de la República), y  es Profesora Adjunta en el Centro de Vivienda y Hábitat y en el Instituto de Tecnología de FADU.
