Russia's invasion of Ukraine is exacerbating the conflict in Yemen which is dependent on wheat which is grown in both countries. Katherine Zimmerman, a fellow at the American Enterprise Institute (AEI), and Nadwa Al Dawsari, non-resident scholar at the Middle East Institute, review the military, political and humanitarian state of play in Yemen as the civil conflict which began in 2014, has morphed over the last eight years into a proxy war between regional rivals Iran and Saudi Arabia. They are pessimistic that the stalemate can be broken any time soon, even for a truce during the holy month of Ramadan.

Today on The Leaders' Brief - Last week, Yemen's Houthi rebels rejected a Saudi initiative to end a six-year-long war that has pushed the country towards economic ruin and a never-ending famine. Strategy experts believe that the Saudi coalition had underestimated Yemen's Shiite political alliance, and instead of emerging victorious, has riled up civil conflict in the country causing immeasurable losses, including over 200,000 deaths and large-scale economic ruin in the next six years. Last month, in a phone call with Saudi King Salman Bin Abdulaziz, US President Joe Biden revisited the Yemen crisis and sought a peace deal. The USA and the UK announced sanctions against a military-owned conglomerate in coup-hit Myanmar last Thursday as the government's brutal crackdowns against protestors continued. Thursday's sanctions against Myanmar Economic Holdings Ltd. could put enormous economic pressure on the country's military. The highly secretive company is an important source of cash-flow for the military and could drain the coup organisers of much needed resources. Announcing the sanctions, the UK's Foreign Secretary Dominic Raab said, "Today's sanctions target the military's financial interests to help drain the sources of finance for their campaigns of repression against civilians".  North Korea is back in the news for provocative actions in the Korean peninsula. Last week, the country fired off a pair of cruise missiles during a US secretary of state Antony Blinken and Defense Secretary Lloyd Austin's visit to Asia to discuss security issues. The South Korean Defense Ministry said last Wednesday that the two missiles were fired from South Pyongan province on Sunday which flew over the sea between the Korean peninsula and China into the Sea of Japan. RNZ can reveal the government approved the export of military hardware to the United Arab Emirates, a key partner in Saudi Arabia's military intervention in Yemen, in 2018 and 2019. It included targeting systems for mortars, and suppressors - which reduce the recoil and noise from guns. Experts say the information heightens concerns that New Zealand may have contributed to war crimes in Yemen. It comes as the Foreign Ministry is reviewing its export controls regime to ensure it's fit for purpose. Mackenzie Smith reports.

In one of its very first policy moves in the Middle East, the Biden Administration focused on war-torn Yemen from two directions. It announced the suspension of arms sales to the United Arab Emirates; as well as to Saudi Arabia for its offensive campaign against the Houthis in Yemen, enabling only self-defense by Riyadh against Houthi attacks on Saudi soil or naval shipments in the Gulf of Aden approaches to the Red Sea. Washington has also revoked part of Trump Administration measures against the Houthis by distinguishing between the organization as a whole - which will now be exempt from sanctions, and various leaders who will remain banned. The rationale is the same: concern over the humanitarian crisis for Yemeni civilians. In a matter of months rebels have swept through Yemen, capturing the capital, forcing the president into exile and causing hundreds of casualties as a simmering conflict has exploded into war. But the causes are complex and confusing. The Houthi rebels are from Yemen's north, and are now laying siege to the southern port of Aden. Are these geographical rivalries the key? The Houthi are Shia Muslims, supported by Iran. The rest of Yemen is mostly Sunni Muslim, and Saudi Arabia is leading a bombing campaign against the Houthi forces. So is this a sectarian conflict, or even a regional proxy war? And the Houthis have allied with former President Saleh, against Yemen's current leader who replaced him in the transition after Yemen's 2011 revolution. Are the roots of the current conflict in the failure of that revolution to deliver progress?
